All NFPA 5000 Public Inputs (PIs) assigned toBLD-MEA were addressed. First Revisions (FRs) and Committee Inputs (CIs) wereprepared as needed.11. Staff-identified issues:a. Delayed-egress release in active-shooter scenarios (e.g., Thornton, COWalmart shooting). The committee discussed the impact of delayed-egress onactive-shooter incidents. There is no clear-cut code answer to the potential issuessince any safeguards incorporated into the codes could likely be renderedineffective by an individual intent on doing harm. It was noted that such systemsare not mandated and nothing prohibits means to override delayed-egresssystems. It is incumbent on the building owner to evaluate the risks and benefitsof such systems from both a life safety from fire and a security perspective.b. Electrical equipment room egress doors (101:7.4.2), coordination with NEC.An FR was prepared to address this issue.12. NFPA 101 editorial review – G. Harrington. Staff advised the committee that NFPA’seditorial group has been reviewing NFPA 101. Revisions might appear in the first draftthat are editorial only (e.g., breaking multiple requirements in a paragraph intoseparately numbered provisions) and will not be subject to ballot.13. Other business.a. A motion passed directing staff to relay to NFPA management the committee’sfrustration with the ongoing TerraView display issues with regard to incoherentlegislative text. Staff notes that it is easier to see what is being revised by viewingthe revisions online rather than in the printed versions in the meeting agendas.Page 9 of 144

b. The committee recognized the chair and staff for their efforts getting through theagenda in the allotted time.c. The committee recognized Jake Pauls for his 41 years of service as a committeemember.14. Future meetings. The committee will likely next meet about one year from now toprepare the second drafts of NFPA 101 and NFPA 5000. Details will be provided whenthey are available.15. Adjournment. The meeting adjourned on July 24, 2018 at 12:05 p.m. (CDT).Page 10 of 144
