The 2000 list is the product of more than a hundrede-mails from HPR readers, as well as our own analysis.The most significant development was Evan Bayh'sascension to No. 2, ahead of Gov. Frank O'Bannon, and theemergence of new mayors as regional power brokers inIndianapolis, Fort Wayne, Evansville and South Bend.The overall strength of the Indiana Congressional delegation is also well represented, with 11 out of the 12 members making the list. Only U.S. Rep. John Hostettler failed tomake the cut.We also saw a further decline in the political parties,with only one county party chair making the list while thestate's two largest political organi:zations - Marion CountyRepublicans and Lake County Democrats - remainembroiled in contention.Controversial? Did anyone say controversial? Hell yesit is. This is our annual version of the Hot Stove League.Read 'em and weep (or bleat).1. U.S. Sen. Dick Lugar: Congressional Quarterlynamed him one of the top 50 members. He's got 2 millionin the bank for his campaign. He continues to strengthen hisposition as the most thoughtful conservative in Congress.Washington listens to Lugar on foreign policy. His warmendorsement of Texas Gov. George W. Bush is sure togenerate speculation about a potential appointment asSecretarY of State, should Bush win the GOP presidentialnonllnation.If Sen. Jesse Helms does what is expected anddoes not seek re-election in 2002, Lugar will likely head theSenate Foreign Relations Committee. The only asteriskcomes with the controversies surrounding the 1996 Freedomto Farm Act, and even now it's too early to tell if it will needmajor reworking. Victory-starved Hoosier Republicans lookto Lugar to lead the ticket to victory next fall, just as he didin 1994. For that reason, Lugar will have maximum clout inIndiana in 2000. Lugar is a once-in-a-century politician, andhe heads our list for the second year.2. U.S. Sen. Bayh is about as well positioned as onecan be. He handled the Clinton impeachment adroitly and then was able to offerhis first major legislative initiatve withSenate Finance Chairman Pete Dominicias a co-sponsor. How many freshmen senators from the minority party can claimsomething such as that? Bayh deftlyinserted himself into the tax debate lastsummer by championing the New Democrat approach. He also established a leadership PAC, which will help him buildsupport for his political future throughnumerous IOUs for the cash he doles out.3. Gov. Frank O'Bannon: Thegovernor didn't have a real good year in1999, losing his top legislative initiative(full-day kindergarten), and then enduringa series of controversies such as statetrooper pay, the loss of certification at theMuscatatuck Developmental Center, andthe Sexcise Police scandal. Even HouseDemocrats have been grumbling about hisprogram. All of this leaves open thedebate on his leadership quality, a notionthat makes the normally mild-manneredgovernor bristle. However, O'Bannonappears to remain personally popular anda thriving economy and record highwayspending program should be a big boost.Since governors could serve two terms,none of them has even come close to losing. Upsetting O'Bannon will be tough,but he's not in as good a position as hewas a year ago.4. U.S. Rep. David Mcintosh:Indiana Republicans have probably neverhad a candidate in such a critical position.If Mcintosh wins the primary and upsetsGov. O'Bannon, he will be seen as thesavior of a moribund party that has steadily lost ground in the last dozen years. Ifhe loses, the GOP is in a start-fromscratch position. Mcintosh is far betterpoised to pull in the traditional GOP constituency that peeled off to vote for Bayhand O'Bannon. He will strike hard atO'Bannon's vulnerabilities on educationand property taxes. IflegislativeRepublicans are seen as having their acttogether in this coming session, that willbe because Mcintosh is helping with thestrategy (since legislators begged him toenter the race). Evansville Mayor RussellLloyd Jr.: This Republican is a politicallegacy, assuming the office that his fatheronce held for two terms. Lloyd is mildmannered and articulate and will command center stage in the state's thirdlargest media market.18. Marty Morris: As Lugar'schief of staff, Morris remains off themedia radar but wields fundraising andpolitical muscle. His position likely hasbeen strengthened after the GOP lost themayor's offices in Indianapolis and FortWayne. While the slate party is floundering, Morris continues to keep the Lugarpolitical machine running. AlthoughDavid Johnson is a credible candidate forthe Democrats against Lugar in 2000, noone is giving him a chance. A large chunkof the credit for thai should go to Morris.It will be interesting to see whetherMorris can make Lugar's coattails asstrong in 2000 as they were in 1994 forState House candidates.19. Republican Chairman MikeMcDaniel: The last time we saw McDaniel, it was at the Bulen Symposium and hehad an old Gerry Ford-style leather football helmet he was dropping off. McDaniel has taken a lot oflumps from HPR thispai.t year and from a lot of victory-starvedRepublicans from throughout the state.Thursday, January 6, 2000Two things stand out: the loyalty he commands from hii; state committee and thebad luck he's had since he became chair- ·man in 1995. Having said that, numerousparty regulars tell us the lists haveslipped. And few took issue with us whenwe pointed out how lean the GOP benchis after Lugar and Mcintosh. As we saidlast year, McDaniel really needs a victory.Chairs are like baseball managers - youcan have all the wi&dom and ent, but atsome point you have to start winning20. Judy O'Bannon: Don't thinkfor a minute that if things ,get tough forthe- governor next fall the First Ladywon't come out in some illuminating display. Mitch Daniels: Want something done in the Republican world?Daniels is the go-to guy.22. State Sen. Teresa Lubbers: Inlate 1999 HPR wrote about how weak theRepublican bench of potential statewidecandidates is. Here in their midst is a prototype for the future - a no-nonsensewoman who has championed education,comes from Indianapolis (which the GOPlost in 1996), and deserves to move up.We can easily picture her on the ticketlater this year.23. Jeff Smulyan: Gives theDemocrats money, gives John Gregg themicrophone of Mike Pence, hosts theinaugural bash for Bayh, and opens a newcastle on the Circle. And Emmis stock ishot, hot, hot (are you listening, SteveHilbert?) Not a bad year for this king ofthe media in Indiana.24. U.S. Rep. Baron Hill: Duringhis first year in Congress, he receivedmostly accolades for his performance. Hehas displayed a workmanlike approach toissues and has established a signature-fiscal conservatism. He convinced the Times that most people in hisconservative-leaning district favored debtreduction ov tax cuts. So far, he hasproven to be a good fund-raiser. Hiscongressional colleagues helped him byappointing him to the Agriculture andVeterans Affairs committees. He shouldbe able to generate good press in the district by virtue of those postings. Potentialdanger for him at home, however, lurks inhis votes on flag burning and tax cuttingand he will have a dogfight on his handsagainst Kevin Shaw Kellems in a racenext November that will command national attention.25. Tom Sugar: As Bayh's chiefof staff, he's in a position to shape Bayh'sSenate career. He is among those who hasBayh's ear during crucial policy and political debates. Like Lugar's Morris, he staysoff the media radar. But he's much indemand by those who want to get toBayh.26. Mel & Herb Simon: TheseDemocratic financiers have been instrumental on the money front for the party.When Mike McDaniel talks of a lack ofmoney, we think of the Simons. Now, ifthey could only deliver an NBA title.27. Stephen Goldsmith: TexasGov. George W. Bush says of the exmayor of Indianapolis, "He's what we callon the tnside." After a riotous politicalcareer in Indiana, Goldsmith reboundsimmediately to the national scene asBush's top domestic adviser and poisedfor a cabinet (or chief of staff) job in theWest Wing. He'll be working for Baker &Daniels this year before he ascends(should Bush win). Ifhe does ascend, willhe remember Indiana?28. U.S. Rep. Dan Burton: He'sslowly beginning to make more sense inhis pursuit of Clinton scandals. If he cankeep his tongue under control, he mightmake some progress yet. He was successful in getting John Huang to testify about1996 campaign finance irregularities.Perhaps more on that issue will trickle outin 2000 and hurt Vice President Al Gore'scampaign. On the Waco incident, heseems to be waiting to get his ducks in arow before moving forward. Like anovermatched football team in a big game,he keeps hanging in. And the longer hestays within striking distance, the morelikely it is that he might finally win.29. U.S. Rep. Steve Buyer: TheMonticello Republican made a splash asone of the House's impeachment prosecutors. His earnest and enthusiastic presentations deserved better and more respectful press coverage than they received. Buthe tends to become surly and mangle syn1ax in his public discourse - an Achillesheel that may eventually hurt him. He iscarving a niche for himself in militaryaffairs. No one in Congress has moredoggedly pursued the Gulf War syndromeissue nor has been more steadfast in support of strengthening the armed forcesbudget and military culture.30. State Sen. Bob Garton: Ashe heads into what may be his final term,Garton has held a tenacious grip on powerdespite a restless middle-tier of GOP senators. Garton maintains a seat at the tableon important legislation.31. Pat Kiely: The former Waysand Means Committee chairman heads theIndiana Manufacturers Association and isextremely influential in the Statehouse.When the IMA studies an issue, it's apt toget the facts right32. Ken Zeller: He leads theIndiana AFL-CIO and will be instrumental in directing the flow of Big Labormoney into the three competitive congressional races and in defense of theDemocrats' hold on the Indiana House.33. U.S. Rep. Pete Visclosky:Northwest Indiana's congressman hasmade a name for himself by sticking tohis knitting in The Region. He played acentral role in pushing the steel quota billthrough the House, overcoming a strongWhite House campaign against the legis-

For those whoare leery of the new global economy,VtSClosk:y is an earnest spokesman. Hispolitical position is virtually untouchable.34. U.S. Rep. Julia Carson: Sheseemingly has a lock on the 10th CD withher strong organization. That organizationwas instrumental in helping Bart Petersonbreak the GOP lock on Unigov. InCongress, her record isn't deep or wide.She pushed through the CongressionalMedal of Honor for Rosa Parks, and shecoauthored a bill with Sen. Lugar on children's health.
