SevenMarine squadrons of F/A-18 Hornet aircraft call MCAS Beaufort home.Half of all the F/A-18's flown by the Marine Corps are stationedaboard MCAS Beaufort. One F-35 Training squadron is currentlystationed at MCAS Beaufort, with another to follow in the future aspart of its training expansion. Our mission is to maintain andoperate facilities in support of flight operations and to provideservices and material to support a Marine Aircraft Group associatedWing units, and other activities and units.The Natural Resources and Environmental Affairs Office (NREAO) islocated within the Logistics Department (S-4) and is responsiblefor all natural resource and environmental matters aboard the AirStation. This booklet is designed to answer many of theenvironmental questions that arise as well as provide pertinentinformation on environmental topics.2.0 COMMANDING OFFICER’S ENVIRONMENTAL POLICY:Commandant of the Marine Corps requires each Marine Corps facilityto have an official environmental policy endorsed and signed by theCommanding Officer (CO). Facility environmental policy statementsmust be in conformance with USMC Environmental Management Systems(EMS) guidance requirements and be made available to all hands,including contractors and the general public. All militarypersonnel, civilian employees and contractors working aboard theAir Station must be familiar with the CO’s Environmental Policy. Asigned copy of MCAS Beaufort CO’s environmental policy is on page12.3.0 ENVIRONMENTAL MANAGEMENT SYSTEMS (EMS):Marine Corps Order 5090.2 requires Marine Corps installations,tenant, and supporting organizations, to use the Marine Corps EMSas the framework to ensure environmental compliance, meetenvironmental management objectives, and help sustain land, sea,and air resources.The Marine Corps EMS, based on the ISO 14001 standard, is a tool tosystematically integrate environmental considerations into planningprocesses across all functional areas. EMS is also the frameworkfor implementing environmental components of sustainability andPollution Prevention (P2) initiatives, goals, and objectives.The goal of EMS is to enable units, tenants, commands,installations, and regions to achieve, maintain, and proactivelyaddress environmental compliance and protection requirements whilesustaining resources essential to combat training and readiness.Contractors and grantees shall inform the installationenvironmental Office of any significant practices and aspects thatthey operate, and shall implement controls for these practices andaspects, as appropriate. The identification of environmentalaspects is in part a specific case of identification of hazards ina more general (not environment-specific) risk assessment. Report all environmental problems to higher authority and alwaysto the MCAS Beaufort Natural Resources and Environmental AffairsOffice (228-6455 or 228-6458). Minimize all wastes requiring disposal.Station’s P2 and Recycling programs. Dispose of all wastes, both hazardous and non-hazardous,properly. Protect soil and water resources and prevent theircontamination.Participate in the Air4.0 EMERGENCY RESPONSE/SPILL RESPONSE:In the event of a spill, the Spill Response Form on page 13 must becompleted and returned to NREAO. The Spill Response Flow Chart onpage 15 illustrates the proper notification and reportinginformation for spills occurring on MCAS Beaufort. The SpillResponse Form should be used for reproduction and posted at the jobsite. The Resource Conservation and Recovery Act(RCRA) governs all HW from the point of generation to the point offinal disposal. This includes HW generated by contractors aboardMCAS Beaufort.MCAS Beaufort maintains a Hazardous Waste Management Plan (HWMP)that outlines the specific requirements for managing hazardouswaste on the Air Station. Copies of the plan can be obtained fromthe Facilities Engineering Administrative Division (FEAD). It isthe responsibility of the Contractor to review this plan andcertify that they understand the MCAS HWMP, applicable regulations,and policies relevant to HW Management.The Contractor Certification of Compliance Form on page 16 must bereturned to the Natural Resources Environmental Affairs Officeprior to starting work. In addition, Safety Data Sheets (SDS) areto be included as part of the HWMP that contractors are required tosubmit to the FEAD or the Contract Administrator prior to beginningwork. Joint Hazardous Material Minimization Center (JHC) will usethe SDS's to assist contractors in establishing SatelliteAccumulation Areas (SAAs) and Hazardous Material Storage Areas.It is the contractor's responsibility to ensure that any HWgenerated during work aboard MCAS Beaufort is properly accumulated,labeled, and stored. NREAO will provide oversight to verifycompliance with applicable federal and state laws governing thegeneration of HW.NREAO must be notified before any HW is generated on FEAD managedprojects. This is necessary because of limitations containedwithin MCAS Beaufort's RCRA permit. The permit allows MCASBeaufort to store only certain types of HW for more than 90 days.If the HW being generated is not specifically listed in the permit;then it must be properly disposed of within 90 days of first beingaccumulated. NREAO hazardous waste personnel must approve allwaste storage locations.All HW must be properly containerized, stored, and labeled at thetime the waste is first generated. Procedures for HW accumulationcan be found in Sections 5 and 6 of the MCAS HWMP.HW must be stored in containers that meet applicable specificationof the U.S. Department of Transportation (DOT).5This document is uncontrolled when printed. Contractor Environmental PacketMarine Corps Air Station Beaufort, South CarolinaIssue Date: May 2020Revision Date: Sept 2020HW labels must contain all the necessary information required bythe Environmental Protection Agency (EPA) and the South CarolinaDepartment of Health and Environmental Control (SCDHEC) HazardousWaste Management Regulations.The SCDHEC Hazardous Waste Management Regulations allow a generatorof HW to accumulate as much as 55 gallons of hazardous waste incontainers at or near the point of generation. The container mustbe under the control of the operator of the process generating thewaste and must be closed at all times except when adding/removingwaste. The generator is required to mark the accumulation startdate on the container once 55 gallons of HW is generated or whenthe container becomes full. At this time the generator has 72hours (3 days) to move the HW into the permitted storage area atBldg. 1030. NREAO will assist contractors in establishing eachaccumulation area.NREAO shall provide assistance to the contractor in properlyidentifying and characterizing the waste being generated. AppendixO of the HWMP describes procedures for evaluating the chemicalproperties of waste generated aboard MCAS Beaufort.Fiscal responsibility for disposal of waste from contractoractivities should be indicated in the contract. As a contractor it is your responsibility to notify theFEAD or Contract Administrator of any unforeseen site conditions.7.0 ASBESTOS:All projects for demolition or renovation involving asbestoscontaining materials at MCAS Beaufort are subject to SCDHECRegulation 61-86.1 and Code of Federal Regulations (CFR) 40 CFR 61Subparts A and M General Provisions and Natural Emission Standardsfor Asbestos, 40 CFR 763 Asbestos Containing Material in Schools.Contracts for asbestos projects should adhere to the NavalFacilities Guide Specifications Engineering Control of AsbestosMaterials and contract documents. In order to maintain accuratefiles and records, it is required that NREAO be notified of allwork involving asbestos removal, including glove bag removals.If during a renovation or demolition project, contractors suspectadditional asbestos containing materials other than thoseidentified in contract documents, the contractor must immediatelyreport the suspected area to the FEAD office or the ContractAdministrator. Before proceeding, the facility must be thoroughlyinspected for the presence of asbestos by a person who has beentrained and licensed in South Carolina as an asbestos buildinginspector in accordance with SCDHEC training and licensingrequirements. The individual performing the asbestos survey willbe coordinated with the FEAD office. A legible copy of thebuilding inspection report must be provided to SCDHEC prior to eachdemolition and upon request for renovations. A building inspectionreport will only be acceptable to the department if performedwithin three years prior to renovation or demolition activities.Inspection reports greater than three years in age must beconfirmed and verified by a South Carolina licensed buildinginspector.If asbestos containing materials are present, they must be removedprior to being disturbed during renovation or demolition activities(except in certain specific instances).Notification. Prior to removing regulated asbestos materials,written notification must be submitted to SCDHEC up to 10 workingdays in advance depending on the amount of asbestos to be removed.A demolition notification must be submitted regardless of whetheror not asbestos is present. NREAO must be provided with a copy beforework begins.Disposal. Regulated asbestos waste must be disposed of at anasbestos permitted landfill.Notify MCAS Beaufort’s Asbestos Manager at (843)228-6047 to inspectwaste and sign waste manifest prior to transporting off base.A copy of the waste manifest with Disposal Site Operatorscertification of receipt signature will be sent to the MCASBeaufort Asbestos Manager within 7 days of disposal date.8.0 DEMOLITION:Demolition is defined as the removal of any load-bearing wall orstructure. A demolition notification must be submitted to SCDHECup to 10 working days in advance of demolition activities. Pleasecontact NREAO with questions concerning demolition requirements.9.0 LEAD BASED PAINT:The Occupational Safety and Health Administration (OSHA), Lead inConstruction Standard 29 CFR 1926.62, defines lead-based paint asany detectable amount and guidelines must be followed for anyactivity which may bring a worker in contact with lead.Prior to any facility renovation or demolition work involving thedisturbance of painted surfaces, a lead based paint survey must becompleted to determine whether or not painted surfaces meet thecriteria of lead based paint (lead based paint equal to or greaterthan 1.0 mg/cm2 as measured by XRF or lab analysis of 0.5% byweight). For contracts where lead based paint is to be removedprior to demolition or renovation, implement the associated NavalFacilities Guide Specifications and contract documents.If the survey determines that lead based paint will be abated aspart of a renovation or demolition project, analytical samples mustbe taken to determine proper disposal methods. The laboratoriesmust be certified by SCDHEC. If the abated lead based paint isabove HW regulatory levels (refer to HW section for disposalmethods), only the three individuals identified in the HW sectionof this manual are authorized to sign the lead waste manifest.Refer to page 6.8This document is uncontrolled when printed. Contractor Environmental PacketMarine Corps Air Station Beaufort, South CarolinaIssue Date: May 2020Revision Date: Sept 2020If below regulatory disposal levels, the South Carolina Departmentof Health and Environmental Control regulations 61-107.11,Construction, Demolition, and Land-Clearing Debris Landfills statesthat wastes painted with lead based paint must be disposed of at amunicipal solid waste landfill. Landfills will need proof of leadlevels from analytical sampling before accepting painted items.10.0 STORMWATER:MCAS Beaufort has industrial activities as defined in 40 CFR 122,the EPA's final rule regarding National Pollutant DischargeElimination System (NPDES) storm water permitting. A NPDES stormwater permit has been issued by the State of South Carolina thatrequires the development and implementation of a Storm WaterPollution Prevention Plan (SWPPP). The SWPPP is an engineering andmanagement strategy prepared specifically for MCAS Beaufort toimprove the quality of the storm water runoff and thereby improvethe quality of the receiving waters.The pollution prevention approach in the SWPPP focuses on threemajor objectives:1. Identify sources of pollution potentially affecting the qualityof storm water discharges from the facility associated withindustrial activity;2. Describe and ensure implementation of practices to minimize andcontrol pollutants in storm water discharges from the facilityassociated with the industrial activity; and3. Ensure compliance with the terms and conditions of the permit.As a contractor it is your responsibility to ensure the quality ofthe storm water runoff. Regulatory notifications must be providedfor NPDES defined site work. All land disturbing activities aboardMCAS require submittal of applicable forms/applications from SCDHECat pplicationsregistration-reporting-etc. NREAO then forwards theforms/application to the South Carolina Department of Health andEnvironmental Control. Land disturbing activities qualifying forautomatic coverage under the Construction General Permit arerequired to utilize best management practices according to SCDHEC.All land disturbance permit requests must be filed and approvedprior to any land disturbances. All permit applications that aresubmitted to SCDHEC must be coordinated through NREAO. We requirecopies of each submittal with all attachments. Solid waste includes both normal municipalwaste, as well as, construction and demolition (C&D) waste.Contractors are required to comply with all Air Station, state,federal and local laws and regulations for proper disposal andrecycling of all solid wastes.The Recycle Center, building 1205 is located off of Noisemaker Roadbehind the level two security gate. NREAO isresponsible for preserving and protecting these attributes. Whenworking within and adjacent to natural areas, contractors shouldcomply with all contract specs to ensure protection of allresources.15.0 BASH:One of the most critical threats to the military mission at theAir Station is the Bird Air Strike Hazard. Any contract actionthat potentially increases the level of wildlife activityelevates the BASH risk. Projects that disturb the ground andrequire placement of seed are most prone to affect BASH.Contractors should adhere to contract specs for approved grassspecies or contact NREAO if they have questions.
