PREFACESynod 1999 begins its sessions on Saturday, June 12, at 4:00 p.m. in theChapel/Auditorium of Redeemer College in Ancaster, Ontario. Rev. JohnZantingh, recently retired pastor of Immanuel CRC, Hamilton, Ontario, willserve as president pro tem until Synod 1999 is duly constituted and its fourofficers have been elected.A Service of Prayer and Praise will be held Sunday, June 13, 1999, at 4:00p.m. in Immanuel Christian Reformed Church, 61 Mohawk Road West,Hamilton, Ontario. Rev. J. Zantingh will officiate at this service.The congregations of the Christian Reformed Church in North America arerequested to remember the synodical assembly in intercessory prayers onSundays, June 6 and 13. Let us pray that the Holy Spirit will equip the synodical delegates to serve in faith and obedience and will lead the ChristianReformed Church into new and challenging areas of ministry. May wetogether experience the unity of the Spirit in the bond of peace as we strive toknow and to do the will of the Lord.David H. ANNOUNCEMENTSI. Note to delegatesA. Delegates who travel by automobile are urged to carpool if possible, tosave on travel costs.B. Plane travel is the most economical for delegates traveling long distancesto synod because it eliminates lodging and meal expenses en route.C. Synod provides accidental death and dismemberment insurance (up to 250,000) for delegates to synod. While there are exclusions and restrictionsidentified in the policy, travel and activites that are reasonably related to yourparticipation in synod are covered from June 10 - June 22, 1999. Synod does notprovide health insurance. U.S. delegates may wish to review their policies andpurchase additional health insurance for the time they are at synod if theirpresent policies do not provide adequate insurance outside the United States.D. Delegates should bring with them to synod their copies of the Agenda forSynod 1999 and all supplementary materials.II. Confidentiality of the executive sessions of synodThe Board of Trustees calls the matter of confidentiality to the attention ofSynod 1999 and urges that all necessary precautions be taken to preventviolations of confidentiality.Synod 1954 stated that “the very principle of executive sessions, or sessionsthat are not open to the public, involves the practical implication that reportersmay not ‘report’” (Acts of Synod 1954, p. 15). If reporters are not permitted toreport on executive sessions of synod, it is certainly a breach of confidentialityalso for delegates to the synodical assembly to report—publicly, orally, or inprint—on the discussions held in an executive session of synod (cf. Acts ofSynod 1982, p. 16).III. Audio and video recordings of synodSynod 1979 authorized the making of an official audio recording of theentire proceedings of the general sessions of synod as a way to verify thewritten record of the synodical proceedings. Although the general sessions ofsynod are recorded, executive sessions are not taped. Delegates to synod areinformed at the opening session of synod that all the general sessions are beingtaped. Synod has designated that the office of the general secretary be responsible for the use and storage of these materials.Agenda for Synod 1999ANNOUNCEMENTS 9

The following regulations were adopted by Synod 1989 concerning audioand video recordings of synodical sessions by media representatives andvisitors:A. Representatives of the media are permitted to make video recordings ofsynodical proceedings provided they observe the restrictions placed upon themby the synodical news office under the direction of the general secretary ofsynod.B. Visitor privileges1. Visitors are at liberty to make audio recordings of the public proceedingsof synod provided they do so unobtrusively (i.e., in no way inhibiting ordisturbing either the proceedings of synod, the synodical delegates, orother persons).2. Video recordings are permitted provided the following restrictions areobserved:a. Video cameras are permitted only at the entrances, not backstage or inthe wings.b. Auxiliary lighting is not permitted.c. BOARD OF TRUSTEES REPORTJoint-Ministries Management CommitteeChristian Reformed Church in North America—Michigan CorporationChristian Reformed Church in North America—Ontario CorporationChristian Reformed Church Synod TrusteesThe Board of Trustees of the Christian Reformed Church in North America(the Board) presents this report as a summary of the activities carried out onbehalf of synod during the interim between Synod 1998 and Synod 1999.I. IntroductionA. GeneralThe governing Board of the Christian Reformed Church is organized as twolegal entities, one in Michigan and one in Ontario. Together these legal entitiesform the Joint-Ministries Management Committee (JMMC) and are known asthe Board of Trustees of the Christian Reformed Church in North America.The mandate given by synod to the Board is found in its constitution andbylaws, which received final approval at Synod 1996 (Acts of Synod 1996,pp. 620-33).The Board has met three times since Synod 1998 (September, December,February) and is scheduled to meet again in May. At its meetings the Boarddivides into two standing committees (Polity Committee and Program andFinance Committee) for consideration of agenda material. The PolityCommittee considers matters which formerly were assigned to the SynodicalInterim Committee (SIC) as well as the work associated with the office of thegeneral secretary. The Program and Finance Committee deals with matterswhich arise out of the ministries of the agencies and the work associated withthe office of the executive director of ministries.The executive committee of the Board meets as needed. Canadian trusteesmeet separately to consider Canadian issues. This arrangement complies withCanadian regulations governing Canadian registered charities and provides ahelpful way to consider and recommend solutions to issues unique to theCanadian churches.Though the Board deals with many ecclesiastical matters as well asrequired corporate issues, a central focus of its work is to enhance the ministries of the whole church, especially those which are carried on through theagencies of the CRC. It is a privilege to see how many wonderful ministries theLord is pleased to accomplish through the membership and organizations ofthe CRC. The work of education, relief and development, radio and TV, careand compassion, and missions at home and abroad has been blessed by God.Agenda for Synod 1999BOARD OF TRUSTEES REPORT 19
