APPLY FOR PERMITS ONLINEThe Town of Winthrop has partnered with OpenGov to drive efficiency for staff and improve the quality andconvenience of services for community members with technology that automates permitting and licensingapprovals processes, allows for online inspections management, and provides a user-friendly online portal forapplicants. Residents can now apply for permits, request inspections and access information online from theBuilding Department and Public Health Residents can pay taxes, parking tickets andapply for resident parking stickers on thetown website athttps://www.town.winthrop.ma.us/ or bydropping payments and applications in thedrop box located at the Town Hall front door.Residents having difficulty completing atransaction online can email the followingdepartments directly for further assistance. Winthrop's greenwaste drop-off site islocated at the end ofKennedy Drive, whereresidents maybring their yardwaste. Papers must be returned to theTown Clerk's office no later than Tuesday, September 14, 2021 at 4:00 pm. The last day towithdraw Nomination papers is Monday, Sept. 27, 2021 at 4:00 pm. Town wide offices need atleast 150 certified signatures. Precinct races need at least 50 certified signatures. Candidates areadvised to return their papers to the Clerk's office as soon as possible to be certain that you haveenough signatures to be placed on the ballot. While to date there is no conclusivescientific proof that residential, smallscale use of the weed control agentglyphosate (RoundUp) significantly harmshuman health, large-scale applicationshave shown evidence of association withcertain cancers, endocrine dysregulationand other diseases in humans and animalsincluding pollinators.Therefore, the Winthrop Board of Healthstrongly discourages use of this agent forweed control around residentialproperties. Alternatives include organicherbicides, steaming, and co-cropping,among others. TheInterim Town Manager, The Director of Public Works, and The Zero Waste Committee,are diligently finalizing the new ordinances and regulations. Once completed, theordinances will be presented to the Town Council. The Town Council will forward themto the Rules and Ordinances Committee. The Rules and Ordinances Committee willreview, make suggestions, and then return them to the Town Council for a council vote.This process will take time. The goal of the Town is to reduce our overall trash tonnage.This initiative will require thoughtful adherence to recycling guidelines, dedication topersonally reducing household solid waste by every means possible, including vendorslike Black Earth, to remove the tons of food waste from our trash stream. The per unittrash fee of 160.00 is necessary to supplement the 1.26 million the Town hasbudgeted to continue providing weekly curbside pick-up of trash and recycling forresidences of three units and under. Bills for the fee will not be sent out until the fall.Once a comprehensive plan is in place, the impending changes will not occur withoutadequate time for all residents to be informed of the new regulations. Until then, pleasecontinue to follow the current schedule and regulations for pick-up. Use the blue barrelwith the blue lid, provided by the town and your personal covered barrel for anyadditional trash. It is suggested to put your address and unit number on your bluebarrel.Recycling bins, the blue barrel with the yellow lid, is for recycling only. No plastic bagsfull of trash, containers with any food residue, metal pots and pans, Styrofoam, take-outcontainers, meat packages, bottoms of pizza boxes with cheese and grease, or diapers.No free-floating plastic bags in the recycling cart, that includes supermarket bags, breadbags, chip bags, or plastic film that comes wrapped around bottled water. No six packplastic rings, or things like hoses, wires, chains, electronics' wires, or plastic strapping.Recyclables need to be clean and dry and placed in the recycling bin free-floating.Contaminated recycling bins will not be collected as of July1, 2021.Informational and educational resources are forthcoming.Let us all continue to rethink and reimagine ways to reduce our solid waste.
