FY2021 AWARD TIMELINE Application Period Opens: November 2, 2020 Application Period Closes: November 30, 2020 Notifications made by: January 31, 2021 (approximately) Training start date: February 1, 2021 (earliest) Training end date: January 31, 2022 (latest)(Includes 90-day retention for new hires)

ELIGIBLE EMPLOYERS Must have a Michigan presence Must be in compliance with all federal and state tax obligation.Vetting for State of Michigan obligations will be through theDepartment of Treasury. Must be a private sector employer only (for-profit or non-profit). Public entities are not eligible No quasi public-private entities even if they’re non-profitSuch as: County Road CommissionsMunicipally-Owned UtilitiesFederally Qualified Health CenterCommunity Mental Health AuthoritiesUnions are not eligible to apply as employers. They can beeligible training providers.

ELIGIBLE TRAINEES: TWO TYPESCurrent Employees Individuals on the employer’s payroll at time ofapplicationNewly Hired Employees Individuals hired on or after 30 calendar days prior tothe award date Specific eligible hire date will be stated in awardletter Current employee promoted or moved into a newposition or moved from part-time to full-time is NOTconsidered a new hire/new employee

ELIGIBLE TRAINING PROVIDERS Michigan community colleges Training providers licensed in the State of Michigan Businesses, only if their resources or equipment areexclusive in nature and not available elsewhere Supporting rationale must be in the application Vendors providing training in operation of equipment orsystems for which they were the provider Registered USDOL joint apprenticeship training center (JATC) Community-Based Organizations Intermediate School District (ISD) School Districts

TRAINING DURATION No single training should exceed 6 months Training may start later in the FY (e.g. summer orfall semester 2021) All training including 90-day retention for newhires (if applicable) should be completed byJanuary 31, 2022

NEW EMPLOYEE REPORTING Required to report new hires directly to SEMCA Number of new hires Due the 7th of each month State will monitor whether employer is on track with newhire goals

CLASSROOM TRAINING Conducted by third party unless exclusive in nature Must lead to a credential for a skill that is transferable andrecognized by industry and enhance employability Training may take place at: Training provider On-site at company, or Online (if approved/instructor-lead) May receive up to 1,500 per trainee – training providersshould provide cost quotes

NEW EMPLOYEE ON-THE-JOB TRAINING Individual(s) hired on or after 30 calendar days prior to theaward date On-the-Job training (OJT) is conducted at the workplace Should not be utilized for low-wage, high turnover occupations May receive up to 1,500 per trainee Reimbursement based on retention50% reimbursement earned at 30-day retention75% reimbursement earned at 60-day retention100% reimbursement earned at 90-day retention

NEW OJT: EXAMPLE FOR REIMBURSMENT Employee is hired and placed on the job on March 1, 2021 Training Reimbursement: 15.00 X 80 hours 1,200. Employee completes on-the-job training on July 21, 2021 October 21, 2021 is still employed with the company Company may seek 100% reimbursement at 90-dayretention point If the course cost more than the eligible amount of 1500the employer may count the remaining amount ascontribution/leverage NEW! Apprentice retention period may start at thebeginning of OJT or RTI, whichever comes first.

NEW HIRE AND APPRENTICE ELIGIBILITY New Hire is defined as individuals hired 30 days prior to,on, or after the effective award date NEW! A “newly hired” apprentice is one that has beenregistered by the USDOL on or after January 1, 2021 A “first year” apprentice (whose proposed training isconsidered first year training on the employer’s workprocess) may still be eligible for reimbursement if theproposed training has not occurred prior to the awarddate.

APPRENTICE ELIGIBILITY NEW! Apprenticeship training includes both RTI and onthe-job training (OJT). As an exception to the rule that apprenticeship trainingmust be a combination of both RTI and OJT, 100% OJT maybe acceptable provided the submission of strong rationale. For example: with the Apprentice model, RTI has beenpaid by another source; RTI occurred prior to the effectiveaward date; etc. May receive up to 3,000 per trainee Classroom training only, or Combination of classroom and on-site work experience

ELIGIBLE/INELIGIBLE TRAININGTraining List reviewed & amended each year Based on demand and available resources Leadership/supervisory/management training require coursedescription and be a part of a operations strategic plan. No onehour workshops or one day training INSTRUCTOR-LED VIRTUAL ONLINE TRAINING that leads to acredential –specific to customized short term technical training.Cannot be learn at trainees own pace HIGH SCHOOL COMPLETION/EQUIVALENCY. Remedial educationand soft skills remain ineligibleThe list is not all-inclusive LEO reserves the right to deny training not included on the list ifLEO determines that the training does not meet the intent of theprogram. Companies must ultimately demonstrate the need.

TARGETED POPULATION INCENTIVES Additional 500 incentive will be reimbursed if employer hires andtrains: Veteran Active military reservist Older worker – 55 and older Returning citizen New! High School Diploma/Equivalency Trainee - 1,000 Maximum amount 500 per new employee (except for highschool diploma/equivalency) Employee must complete training and/or 90-day retention forincentive to apply Incentive must offset additional training costs

EMPLOYER EXPECTATIONS Fact Finding Drill down on the real training need andjustify the training Pay wages equal to or greater than the prevailing wagefor the local labor market for the applicable job title Provide Impact stories Commit to retain employees at the completion of training Provide Employer Contribution Responsible for following all SEMCA and LEO Talent Fundguidelines and parameters

EMPLOYER CONTRIBUTION OR LEVERAGED FUNDSEmployers must show that they have a personal stake orinvestment in achieving their training goals. What risk or costhave you incurred to train your employees?Cash (overage/excess training cost)Wages of employees while in trainingTravel cost for employees in trainingCost of new equipment or software directly related to trainingSupportive servicesOther (overhead/administrative costs, cash cost for trainingthat employer is paying for, lost productivity due to employeesattending training – figures must be explained in the rationale Scoring value will change

FACT FINDING What does your business really need? Are your goals achievable during one fiscal year?Would your training plan work better over 2 or moreyears? Can you justify the training? What impact does COVID-19 have on your business? What is your current business situation? Why is thistraining critical? How can your business needs be met? Are all relevant partners at the table? Is the Is the Talent Fund a fit? Is it the only fit?

EXPLAINING THE BUSINESS CASE What has your company spent on other related training(prior to this training or after completion of this training)? What are the cost for the participants to be trained (wage& benefits, supplies, etc.)? Has your company purchased equipment or intend topurchase equipment with regards to this training. Has thecompany received any funds from the MEDC, localeconomic developers or local municipalities forequipment/expansion/etc. for which this training is nowrelevant?

EXPLAINING THE BUSINESS CASE Will there be future business increases due to this training(including from other states or countries)? Will there be future business losses if training is notreceived (including losses to other states or countries)? What impact will the training have on those employees whoare trained? Conversely, will there be negative falloutshould they not receive the training? Will the training add to the knowledge base of those beingtrained (will they be better off career-wise as a result of thetraining?)

EXPLAINING THE BUSINESS CASE Will the training add jobs to your business (specifics - #positions, titles, wages) Will the training make the business more competitive(gain business or not lose business) Will wages increase due to training? Are the wages paid at or above average for similarjob(s) in the local area? Is your company only requesting funds that you need?

EMPLOYER AND LAYOFFSIf your company experience layoffs after receiving funding: Notify SEMCA immediately SEMCA will notify LEO via email: To provide the details To identify the impact on the GPTF training, if any LEO will review and determine what, if any, action isrequired

MULTIPLE FACILITIESCompanies with multiple facilities May elect to work with one or multiple MWAs If they elect to work with one MWA, the sponsoringMWA must notify any other MWAsApplications Each location must complete an application If there are just a few employees per facility beingtrained, your company may elect to participate in anindustry-led collaborative

INDEPENDENT APPLICATION Will be available through the Work-based LearningOnline Management System (WBLOMS) Available only through Michigan Works! system Application period Monday, November 2, 2020 toMonday, November 30, 2020, 5 p.m. Businesses are strongly encouraged to work with theMichigan Works! Agency in their local areas Strong business case/rationale is key Greater weight in scoring criteria

WBLOMS Employers should access the online portal now tocreate an account and sign in. The authorization request to submit an applicationcannot be done until November 2, 2020. Fact-finding visits are required prior to receivingapproval to complete an application. Companies will be able to set up multiple accounts ifthey have multiple facilities. The online application is designed to reduce errors.Changes can be made to the application and trainingplan prior to submission to LEO.

WBLOMS The online portal will have outcome data collection,reporting and historical data load capabilities Documents can be attached Completed applications do not guarantee approval andcannot be retrieved after submission to LEO Employer Guide, Application Guide for Employers that isrelated to WBLOMS, and other documentation will beavailable and posted on the State’s and SEMCA’s websiteat www.semca.org

AWARDS 27 Million available statewide Award announcements – January 2021 Not all applications will receive funding LEO may negotiate awards for a reduced amount There may be be a queue for unfunded applications ofmerit. REIMBURSEMENT Employer must sign a contract/training agreement withSEMCA. Reimbursement requests must include all requireddocumentation listed in the contract/training agreement. Reimbursement occurs AFTER the training has beencompleted Employer submits electronic documents directly to SEMCA SEMCA verifies and pays employer Documentation to support incentives will also be required. Employer should retain all documents in case of futuremonitoring or audit.

REVISIONS AFTER APPROVAL Revisions must be approved by SEMCA and LEO Employer contributions may change upon modificationof the application Revised projected employer contribution amounts mayalso require changes To more accurately reflect actual employercontributions For example, if award was reduced, leveraged fundsshould be reduced proportionately The revised form must be submitted directlyto SEMCA

IMPACT STORY Requirement for each awardee – submit directly to SEMCA One impact/success story To show value Measurable outcomes Interesting photos – i.e. tell a story Appropriate releases required

INDUSTRY-LED COLLABORATIVE (ILC) Two or more employers come together to solve a commonor shared workforce need or training Employers can be from outside of their local area or fromacross the state Employer may participate in an ILC application and anindependent application. Employer cannot be a part ofmultiple ILCs Separate application and scoring criteria

INDUSTRY-LED COLLABORATIVE (ILC) Must reflect true needs common to all ILC participants As a collaborative the employers must intentionally striveto build a continuous partnership and indicate futurestrategic plans following the training Open application period may be submitted beginningApril 2021
