Readiness Metrics Readiness Metrics are:–a standard of measurement used to gauge readiness for IntegratedMarketplace implementation–an input into the Go/No-Go Criteria and decision–included in SPP’s FERC Readiness FilingGoals of Readiness Metrics are to:–provide clear and consistent reporting to both internal (SPP) and external(Market Participants) audiences–monitor readiness areas over the lifecycle of the program throughmeasureable criteria–indicate if an identified readiness area is not achieving desired results16

“Actual” Meter Data is submitted by the Meter Agents–Actual Meter Data is always your first choice for accuracy–Load and Generation can be submitted in either 5-Minute or Hourlyintervals–If submitted in 5-Minute intervals –For calculation purposes, the 5-Minute quantity is multipliedby 12 to convert it to levelized MW(s)If submitted in Hourly intervals It is profiled against State Estimator data into 5-minuteIntervals–Both 5-Minute and Hourly data may be submitted in the same filefor a single OD for different MDSLs.–Interchange data is submitted Hourly38

“Actual” Meter Data is submitted by the Meter Agents Meter Data is submitted by MA’s in MWH via API or Portal withinthe “Open” Meter Data Submittal window: OD 4 by noon, unless Saturday or Sunday, then due on Friday If submitted after closing of window, file will be processed upon reopening of window for Final Settlement After file is submitted, MA receives response from SPP indicating the statusof their submission. If Meter Agent determines resubmittal is required, they should follow thesame process as original submittal. SPP will use the latest date/timestamp.39

State Estimator Data comes from Upstream Systems–State Estimator uses actual SCADA data–It is always in 5-Minute intervals–It is used to profile “Actual” Meter Data submitted inHourly intervals–It is used to establish a baseline for Demand ResponseResource–It is also used to report Settlement Area Losses43

“Adjusted” Meter Data is Calculated–“Actual” 5-minute Meter Data is first choice–“Actual” Hourly Meter Data profiled against StateEstimator data is second choice–State estimator 5-Minute data is last choice–Gross-Up for Demand Response is added to the Load SLwith imbedded DRR–Top-Down (Residual) Loads are adjusted by SettlementArea Losses44

The report detailsmissing resource, load, and interchange values for a Meter Agent and an Operating Day, ordered bySettlement Area.–Interchange ReportPoint-in-time view for a Meter Agent into the data available for a given operating day for theinterchange, positive or negative, in each settlement area. The report details interchange metering, withreciprocals, and net actual interchange values by Settlement Area and Meter Agent for an Operating Day.–Calibration ReportPoint-in-time view for Meter Agents for the generation, load, and interchange data available for a givenOperating Day for all meter data submittal locations (interchange locations) for which the Meter Agentcan submit data.NOTE: while the reports are more quickly available, they will be more useful as more data is submittedand may not be final until meter window closes for the Operating Day being reported.46
