Associate Degree Nursing (A45110)/Diploma in Practical Nursing (D45660)The Associate Degree in Nursing (ADN) and Diploma in Practical Nursing curricula, approved by the NorthCarolina Board of Nursing and offered only in seated format, prepares individuals with the knowledge andskills necessary to become a registered nurse. Course content relates to the nurse’s role as a provider andmanager of care, as a member of the discipline of nursing, and as a part of the interdisciplinary team.Graduates of Craven’s ADN program are eligible to take the National Council Licensure Examination (NCLEXRN), which is required to practice as a registered nurse in all 50 states. Once a student has passed the NCLEXRN and has obtained a license to practice nursing in the State of North Carolina, they can seek licensurethrough reciprocity in a another state that is a member of the National Council of State Boards of Nursing’s(NCSBN) Nurse Licensure Compact (NLC). The NLC provides the opportunity for NC licensed RNs to practice inNorth Carolina and all other NLC states.Craven also offers the Diploma in Practical Nursing. That program’s curriculum prepares students with theknowledge and skill to provide nursing care to children and adults. Students will participate in assessment, planning, implementing and evaluating nursing care. Graduates are eligible to take the National CouncilLicensure Examination (NCLEX-PN), which is required for practice as a Licensed Practical Nurse.Craven’s Nursing program hold pre-accreditation status from the National League for Nursing Commission forNursing Education Accreditation. Holding pre-accreditation status does not guarantee that initialaccreditation by NLN CNEA will be received. Why are students receiving this disclosure? On November 1, 2019, the U.S. Department of Education published Final Regulations for accreditation andstate authorization. The regulations address the role of reciprocity agreements, update the language regardingstudent location, clarify required state authorizations for distance education programs, and revise consumerdisclosure requirements that become effective July 1, 2020. These final regulations, among other things, Make clear that an institution must identify the State in which a student is “located” and, therefore, the State in which the institution must have authorization. Expand consumer protections for students enrolled in programs that lead to occupational licensure, including those enrolled in seated courses or programs. Enable institutions to determine the States for which it will determine occupational licensingrequirements, while requiring institutions to report that information accurately to students. To be following the regulation’s disclosure requirements and consumer protections, Craven has researchedlicensure requirements for registered nurses (RNs) and practical nurses (LPNs) in those states that are notcurrently members of the NLC.As of this writing (June 2020), 34 states have enacted NLC legislation and are, thus, members of the NationalCouncil of State Boards of Nursing’s (NCSBN) nursing licensure compact. In addition to protecting the public by setting consistent standards andpromoting a health care system that is fluid and accessible by removing barriers to care and maximizingportability for nursing, the URLs assure the consumer that a nurse in one state has met the requirements ofnurses in every other state. These can be found at https://www.ncsbn.org/12 ULR table adopted.pdf.Do you plan to leave North Carolina? The U.S. Department of Education’s 2019 regulations require that all institutions of higher learning track thelocation of its students—not necessarily their permanent addresses or their state of residence. If you areconsidering relocating to another state before gaining licensure in North Carolina, we urge you to contact youradvisor or the Dean of Health Programs to confirm licensure requirements in your destination state. If you are considering relocating to an NLC member state after gaining licensure in North Carolina, you areresponsible for applying for licensure by endorsement in the new state of residence. This should becompleted upon moving and should not be delayed as there is no grace period. Moreover, you should notwait until your North Carolina expires to apply in your new state of legal residency. You may practice on yourNorth Carolina state license only UNTIL the multistate license in the new NLC home state is issued. Proof ofresidency such as a driver’s license may be required. Upon issuance of a new multistate license, your NorthCarolina license will be inactivated. If you relocate to an NLC member state after completion of your Associate degree or diploma but beforetaking and passing the appropriate NCLEX, you can obtain licensure by examination in any NLC member state. That multistate license will allow you to practice in any NLC member state. To apply for a multi-state nursinglicense, you must resident in an NLC state and you must declare an NLC state as your primary state ofresidency; be actively licensed as a registered nurse (RN) or licensed practical/professional/vocational nurse(LPN/LVN); you must continue to meet any requirements for licensure in your home state, but whenpracticing, you also will be held to the standards of the state where the patient or practice is located. These include Alabama, Arizona, Arkansas, Colorado, Delaware, Florida, Georgia, Idaho, Indiana, Iowa, Kansas,Kentucky, Louisiana, Maine, Maryland, Mississippi, Missouri, Montana, Nebraska, New Hampshire, NewJersey, New Mexico, North Carolina, North Dakota, Oklahoma, South Carolina, South Dakota, Tennessee,Texas, Utah, Virginia, West Virginia, Wisconsin, and Wyoming (https://www.ncsbn.org/compacts.htm). Statesand territories where NLC legislation is pending include Guam, Massachusetts, Michigan, Pennsylvania, RhodeIsland, Washington, and Vermont. If you relocate to a non-NLC member state after gaining North Carolina licensure, your multistate license ischanged to a single state license upon changing legal residency. You are responsible for notifying the board ofnursing (BON) of the former NLC state of the new address and you must meet the licensure by endorsementor by examination requirements of the non-NLC member state.AND/PN General Disclosures and State ContactsV.
