Patient Look-Up (PLU) Service PLU connects regional HIEs through a federated model Provides transport only - no centralized database Each participating organization:– maintains its own records– ensures required safeguards are in place– is responsible for vetting user access Participants can audit to verify that users of the PLUservice are in compliance with the consent policy5

PLU Participants Ten health care systems are live with PLU, covering 23% of all hospitalbeds in Florida. These systems are made up of approximately 522 different health careorganizations, which include hospitals, clinics, and long-term careproviders. PLU also enables cost effective participation in the nationwide e HealthExchange6

PLU Options Health care organizations have the opportunity toparticipate in PLU by signing up with one of ourparticipating organizations:– Strategic Health Intelligence– Tampa Bay Regional Health Information Organization Hybrid PLU allows providers to query the PLU networkwithout onboarding to PLU– Hybrid PLU is limited to prescribing physicians only– All PLU policies, including patient consent and auditing policies, applyto Hybrid PLU– Hybrid services are offered by PLU participating organizations. Pricesare set by these organizations8

eHealth Exchange Formerly the Nationwide Health Information Network– An initiative for the national exchange of health care information The Florida HIE is connected to the eHealth Exchange– Health care providers participating in the Florida HIE can exchange healthinformation with eHealth Exchange participants for disabilitydetermination or access to records for emergency department patients Florida law requires explicit consent to access certainpatient information; eHealth Exchange partners mustcomply with this requirement9

Direct Messaging A simple standards-based way to send and receiveauthenticated and encrypted health information overthe Internet, regardless of location or ElectronicHealth Record system in use by exchanging parties Direct messaging is now an integral component ofStage 2 Meaningful Use objectives and measures thateligible providers must meet to receive payments Certified EHRs support direct exchange10

Florida HIE’sDirect Messaging Service Operated by Inpriva under contract with Harrisfor the Florida HIE– Inpriva is accredited by Direct Trust Enables exchange of messages by users of anyDirect Trust accredited vendor EHR integration is available11

Event Notification Service The Event Notification Service (ENS) providestimely notice of a patient’s hospital encounter to thepatient’s health plan ENS can benefit hospitals, patients, and health plans– Enhanced post-discharge care coordination– Supports efforts to shift the setting of care fornon-urgent conditions from the emergencydepartment to primary care– Reduced readmissions ratesfor hospitals12

How ENS Works Participating hospitals provide the Florida HIE with noticeof patient hospital encounters as they occur Health plans subscribe by providing the Florida HIE with alist of active members for whom they'd like notifications ENS compares hospital notices to the health plan memberlists; if a match is made, notice of the patient’s hospitalencounter is securely delivered to the subscribing plan– Matching is based on patient demographics (name, DOB, etc.), notself-reported health plan membership– No database exists for ENS – either the notice passes throughto the subscribing plan or the notice is discarded14
