This two-time Presidentof the Jamaica Teachers Association (JTA) also served as Regional Officer for the South CentralRegion of the JTA (Manchester,Clarendon & St. Elizabeth) andcurrently serves as Assistant Secretary General for Property & Business Services at the JTA. Mr. Dixonserved as a member of the TeacherServices Commission and is currently a member of the NationalCouncil on Education.Senator Kavan Gayle serves as an Executive of the Bustamante IndustrialTrade Union (BITU) and was electedas President of the Union in 2007.A member of a Global Trade Unioncalled Union Network Internationalof the Americas, he was appointed tothe Senate in 2012.O’Neil Grant currently serves as President of the Jamaica Civil ServiceAssociation (JCSA). Additionally, he isthe Director of the Jamaica CooperativeCredit Union League, 1st Vice Chairmanof the First Heritage Cooperative (FHC)Credit Union, Chairman of the FHCFoundation and Director of the FHCInvestments Limited.He is a certified Mediator and a sitting member of the Lay MagistrateAssociation of Jamaica and sitsas a Judge in the Lay MagistratesCourts of Kingston & St. Andrew.Mr. Dixon chairs the CustomerRelations Committee of the NHT’sBoard.Senator Gayle is also a member of theBoards of the HEART Trust NTA; theOverseas Examination Commissionand the National Insurance Fund.Senator Gayle chairs the Human Resource Management and InformationTechnology Committees of the NHT’sBoard.In the past Mr. Grant has served as Honorary Treasurer of the JCSA; a Directorat the Ministry of Agriculture; a SeniorDirector of Finance of the Rural Agricultural Development Authority; a VicePresident of the Caribbean Public Services Association and the GSB Cooperative Credit Union between 2010-2012.Mr. Grant is the Chairman of the Properties and Technical Committee of theNHT’s Board.7

She is currently a Partner in thelaw firm Ernest A. Smith and Company.Granville Valentine is a Trade Unionist and Industrial Relations Consultant who has seen meteoric growth in the labour movement. He currentlyserves as the General Secretary for the NationalWorkers Union and has worked with the union forthe past 20 years.Mrs. Hunter specializes in Litigationcivil and family matters at the SupremeCourt and Court of Appeal as well asLegal Conveyancing. She is a BoardDirector of the National InsuranceFund and serves as a Director ofVaz Preparatory. She also serves asChairman of the Board of the MarcusGarvey Technical High School.Mrs. Hunter is Chairman of the Board ofTrustees of the NHT’s Pension Plan.Mr. Valentine is a Vice President of the JamaicaConfederation of Trade Unions; a commissioner of the Ministry of Labour and Social Security’sOverseas Programmes; a member of the Ministryof Finance’s Public Sector Monitoring Committee;a member of the Labour Advisory Commission; aJustice of the Peace; and a former director of theBoard of the National Insurance Fund.Mr. Valentine is also the recipient of the CentennialAward for his noteworthy contribution to Labour &Industrial Relations by the Government of Jamaicaand the International Labour Organization.

He is an advocate of professional policing and police welfare. Heis strident and fearless in pursuit ofhuman rights. A team player and family man, he is a Christian with soundvalues and principles.Ms. Hope Wint is a Risk Managementprofessional with over 26 years’ experience in the financial servicessector and is the Executive Directorof the Prime Contact Secretariat atthe Bank of Jamaica. She is a certified ISO31000 Lead Risk Manager; adesignated Certified Financial Analyst (CFA); a Financial Risk Manager(FRM); and a member of the Association of Certified Anti-Money Laundering Specialists (ACAMS).Ms. Donaldson has over twenty yearsof experience in both the public andprivate sectors.He has training in industrial relationsand is a trained paralegal.She is also a Jamaica Stock Exchange(JSE) Mentor for the Junior Marketwhere she advises on the adequacyof procedures, systems and controlsfor the financial reporting, corporategovernance, timely disclosures ofinformation to the market, and general compliance to listed companyrequirements.9

We all have had to find new ways to live,work, and build. Despite changing and uncertaintimes, the National Housing Trust (NHT) remainsresolute in its mission to build andexpand communities acrossJamaica by continuing toprovide affordable and qualityhousing solutions.Mr. Lennox Channer(Chairman)Mr. Martin Miller – Managing DirectorSince its inception 45 years ago, the National HousingTrust has completed approximately 110,000 housingsolutions for its contributors. In fact,despite an extremely testing year, we are pleased toannounce that we have achieved and surpassed the goal,set five years ago, of starting 23,000 housing solutions bythe end of the 2020/2021 financial year. The NHT has had23,015 housing starts since the 2016/2017 financial year,when the organisation embarked on this voyage.The COVID-19 pandemic has significantly disruptedconstruction activities, made it difficult for manyhouseholds to pay for housing, and has generallythrown the lives of many of our mortgagors andPublic sector workers continued to enjoy a 1% reductioncontributors into disarray. Thus, from April 1, 2020, contributors up toage 70 years have been able to access housing benefitsfrom the Trust, subject to conditions.13PERFORMANCE REVIEWFINANCIAL MANAGEMENTTotal AssetsSimilar to the previous financial year, the NHTrecorded 3% growth in total assets during 2020/2021.SPECIAL COVID-19 RELIEF MEASURESA significant decline was observed in investmentsecurities as the NHT converted them to housing, inSpecial COVID-19 MoratoriumFrom April to September 2020 there was a temporarysuspension of monthly mortgage payments. Themoratorium was initially for a period of three (3) monthskeeping with its thrust to start 23,000 solutions by theend of March 2021. The Trust ended the financial yearwith total assets valued at 310.5B.for mortgagors with reduced income or no income dueLoan receivables totalled 238.5B and accountedto the pandemic.for 77% of total assets. This represents a 4% declinecompared to the prior year’s balance. ReceivablesSuspension of Late Feesand prepayments amounted to approximately 11.0B,Mortgagors who were unable to make payments ona notable increase of 79.2% over 2019/2020. Thetime also received a reprieve for the period April tobalance recoverable from the sale of a portion of theSeptember 2020, with the suspension of the automaticJoint Finance Mortgage (JFM) portfolio and Projectbilling of late fees.Mobilization receivable accounted for the largestshares of receivables and prepayments with 43.2% andLoan Rescheduling , iefformortgagors who were experiencing challenges in2%making their mortgage payments and would have been3%further negatively impacted financially as a result of the1%pandemic. The special one-off arrangement allowed11%mortgagors to reschedule loans in arrears of 90 days ormore as at February 29, 2020. This facility was extendedto persons who submitted an application between6%April and September 2020. On a case-by-case basis,mortgagors were given the option to extend the tenureof the loan, reduce the interest rate, or a combinationof both. These allowances improved their ability to77%service their loans. The decline in sumscollected is the combined result of the reduction ininterest on loans, the disposal of a portion of the JFMportfolio, and the disruption in mortgage paymentsowing to loss of income and employment due to thepandemic.Housing StartsHousing starts this year were severely impacted byrestrictive measures brought on by the pandemic.Therefore, while starts exceeded the adjustedtarget set for 2020/2021 by 15.4% totalling 1,744housing solutions, this number represented a 57%decline from the previous year which recorded4,086 housing starts. This year’s starts comprisedconstruction on two housing developments and Loans CreatedA total of 8,697 loans were granted to contributorsbetween April 2020 and March 2021, roughly 5%more than planned and marginally more (1%) thanlast year. The total of these loans was approximately 40.0B. As is customary, main mortgage loans1,642 individual projects (Build on Own Land,Construction Loan etc.). Thisexpenditure facilitated the completion of the PortAntonio station, continued construction in Buff Bay,Olympic Gardens, and the Special Operations Unit(Mobile Reserve) in Kingston and St. Andrew. Policestations in Savanna-la-mar, Frome, Little London,Lacovia, Anchovy, and Stony Hill to the date of writing,remain in the planning stage, while the project in PortMaria remains on hold.Community Renewal17An estimated 24.8M was spent on Research andDevelopment projects in 2020/2021.
