1A DIRECTORY OF BRITISH DIPLOMATS:1900-2011CONTENTS:Foreign Office/Foreign and Commonwealth Office:pages 3-68Diplomatic Missions Overseas(alphabetically by country):pages 69-166Consul-Generals(alphabetically by city):pages 167-206Introduction:These lists are a companion to ‘British Ambassadors and High Commissioners 18802010’ on this site. The Notes provided on page 1 of that document apply here also. The principal source used has again been the annual Foreign Office List(from 1965 theDiplomatic Service List). As noted previously however publication ceased in 2006.I have not been able to date to access copies prior to 1917. Additionally I have made extensiveuse of both ‘Whitaker’s Almanack’ and ‘Who’s Who’.The Foreign Office List contains lists of previous British Ambassadors abroad. Prior to around1950 the List also included lists of previous British Consul-Generals. To my knowledge what isattempted in this Directory has not previously appeared in print or online. The lists included below involve a degree of selection on my part and may appear, to an extent, tobe somewhat arbitrary. I have however tried to include most of the Ministers within BritishEmbassies and High Commissions. The research involved in compiling these lists has been of exceptional difficulty and there willwithout any doubt be some mistakes and inaccuracies. It is however my hope that sharing theinformation I have been able to accumulate will be of some use to others. I am only too happy tobe corrected where I am in error.

2Notes:1. Deputy Under-Secretaries and Assistant Under-Secretaries. It has been particularlydifficult to identify the specific departmental/geographical responsibilities of the holders ofthese posts prior to the Second World War. Far fewer officials at those grades existed before1939 and their responsibilities were therefore usually much wider in scope. I have simplylisted Deputy and Assistant Under-Secretaries up to 1945 without including specificresponsibilities.2. Foreign Office Heads of Department. I have included many-but not all-of the departmentalheads within the Foreign Office up to 1965 and the Foreign and Commonwealth Officethereafter. Over the past ten to fifteen years there have been a very considerable number ofchanges within the FCO to the names and functions of most departments reflecting changes inthe international situation and in management practice. I have not attempted to reflect thesechanges and the departmental listings do not, by and large, extend beyond the mid 1990s.3. Counsellors. I have included in these lists as far as possible those Counsellors who could beidentified as the ‘senior’ Counsellors within an Embassy or High Commission. In most casesthese individuals held the additional post of Head of Chancery or, more recently, DeputyHead of Mission or Counsellor(Political). I have also attempted to provide lists of theCommercial Counsellors in at least the major British diplomatic missions abroad.4. Consul-Generals. The choice here may well appear to be somewhat arbitrary but those citiesinclude most of the major locations of British Consul-Generals. Deputy HighCommissioners based in major cities within Australia, Canada, India, Nigeria and Pakistanare included in this section.5. Honours and decorations are given for postholders but these are not necessarily those heldwhilst the individual was in post but are the ‘final’ honours awarded to the postholder. It wouldhave required a great deal more time and effort to identify which honours each individual heldwhilst in each particular post.6. Reference should be made to the companion list of British Ambassadors and HighCommissioners for detail of periods during which no diplomatic relations existed with aparticular state.
