The longtime standard landscape palette consistsof turf and trees, often pines. Recent water regulations have given Council causeto consider a revised style of landscape toone that is more drought tolerant.Willdan is the on call engineering firmfor the City of Lakewood. They have provided a detailed scope of work and beengiven a budget of 40,900 to construct themaster plan.City Staff has requested Willdan prepare a proposal for the conversion of turfareas to drought adaptive landscapes. Themajor function of the master plan is toidentify the landscape conversion areasand present various design theme concepts.These concepts will assist in deciding which direction the City would liketo implement in terms of prioritizing andbudgeting.Based on the concepts selected bythe City, Willdan will apply an estimatedA preliminary discussion was heldat Council July 13, 2015 relating to thehighly anticipated Phase IV of the PioneerBoulevard Improvement Project, whichincludes building the downtown entryarchway.In preparation for Phase IV, a selectedphrase will be integrated into the preliminary design of a gateway arch for approval.A "branding phrase" is the next step toidentify the entry to the distinctive downtown experience.City Manager William Rawlings advised Council, “although this seems a bitbackwards, we need to agree on a phrasebefore we can agree on an archway design. CountyFire Museum ProjectMoving ForwardBy Tammye McDuffThe City of Bellflower initiated a competitive selection process December 2014to secure a qualified design entity to buildthe LA County Fire Museum and EventCenter Project. The first step of the Executive Project Committee [EPC] was toestablish four qualified Design / Build Entities [DBE] that would participate in theRequest for Proposal [RFP]. Only one entity, Abbott Construction, submitted a proposal in the initial amount of 6,599,900.After design discussions, Abbot Construction submitted a revised bid of 8,158,131.It was determined that Council would reconvene to discuss the status of the Project as it relates to the scope, size, structureand additional monetary considerations.Abbott’s proposed design called for abuilding approximately 16,600 sq. ft. insize, with the cost per foot estimated to be 398. The EPC expressed concern regarding the size, which led to an extended period for Abbott to make modifications andprovide a revised cost and implementation plan. Abbot responded with a 19,700sq. ft. building constructed of steel andstucco with an estimated cost of 7.8 million, roughly 396 per sq. ft. A subsequentmeeting between City and Abbott washeld to discuss additions which resultedin a third revised Project cost of 8.2 million. As the EPC continued to work withAbbott, it became clear the initial budgetquoted in the RFG would not yield thetype of structure the City desired.The 16,600 sq. ft. facility was significantly smaller than originally anticipatedand did not provide adequate space forthe ground floor museum or second floorevent center. The Plan outlinesthe mission, vision, core values key goalsand strategies to implement necessary action and successfully reduce the homelessissue in Orange County.The single most important action currently needed is to develop a year roundpermanent emergency shelter.Recently the cities of Fullerton andAnaheim have collaborated on severalinitiatives to support the Orange CountyPlan to end homelessness. Anaheim hasnow identified a site for consideration asa regional shelter. The site is located at1000 N. Kramer Place in Anaheim, within the Anaheim Canyon Business Centersite [near East La Palma Avenue, Northof Riverside [SR-91] Freeway betweenOrange [SR-57] Freeway and the CostaMesa [SR-55] Freeway].The location is intended to serve theregion and provide services to the surrounding cities, including La Palma.In partnership with Mercy House, theCounty currently operates the OrangeCounty Cold Weather Armory Emergency Shelter Program from November toApril each year.However with the number of homeless individuals growing, the programcannot meet the needs of this year roundpopulation. A permanent site would improve cost effectiveness, living environment and program outcomes.La Palma City Manager, Ellen Volmert addressed Council, “the recom-mended action is to adopt this resolution,adding the support of our City. It wouldalso be expected that once the facility isoperational, the city would be involved incoordination of local services for the center.”Staff report stated the City of La PalmaGeneral Plan Housing Element includes asection dealing with emergency transitional and supportive housing. As required bystate law, it establishes a zone within theCity where emergency shelter is a use permitted by right. Supporting a permanentlocation outside of La Palma, but closeenough to provide services for the community would reduce the need or demand forplacing a shelter within the city limits.Volmert noted that the City is not required to support this or any other specificsite.
