Non-residents are not eligible for a Kansasmultistate license. The NLC includes uniform licensurerequirements, which pertain to the issuance of a multistatelicense. This includes meeting the licensure requirements ofthe applicant’s home state.Existing Kansas residents who hold a Kansas license:To obtain a multistate license, the nurse will need tocomplete the application for a multistate license followingthe July 1, 2019 implementation date. The applicationwill be posted on the Kansas Board of Nursing website.The Board of Nursing will evaluate the application to seeif the applicant meets the requirements listed below. Anapplicant who does not meet one or more requirement isineligible for a multistate license and may be limited to asingle state license.For Kansas residents who do not hold a Kansas license:If the applicant holds an active license in another state,the applicant should complete the application for licenseby endorsement. The applicant will be assessed for amultistate license.If the applicant is a new graduate, the applicant shouldcomplete the application for license by examination. Theminutes from December 12, 2017 were approved.The site visit report from Labette CC PN Program was reviewed. It was moved to acceptthe site visit report for Labette CC PN program with recommendations and to reapprove theprogram for a period of five years.The site visit report from Pratt CC PN Program was reviewed. It was moved to accept thesite visit report for Pratt CC PN program with recommendations and to reapprove the programfor a period of five years.The site visit report from Pratt CC ADN Program was reviewed. The PN group met and identified the biggest discrepancy between themilitary medic types of programs and the nursing PN programs is that the military medictraining doesn’t meet the nursing content. October, November, December 2018Kansas Nursing Newsletter Page 3KSBN COMMITTEE REPORTSMarch 2018 APRN CommitteeThe APRN Committee met March 27, 2018 and was calledto order by Carol Bragdon, PhD, APRN, Chair at 1:30 pm inRoom 509 of the Landon State Office Building. Minutes fromDecember 12, 2017 were approved.Bobbe Mansfield, DNP, FNP-BC reported on the PrescriptionMonitoring Program Committee. The following are topicsof discussion in the committee presently: 1) KTRACS isbecoming available as an imbedded element in electronicmedical records; 2) what data should be collected and whatbenchmark should be sent to identify users both on thepatient side and excessive prescriber’s side; 3) what to do withthe data that has been collected and 4) developing a peerreview criterion for identifying a problem.It was moved to approve the following out of state schoolsand their courses: Allen College – Family NP Boston College – Women’s Health NP Saint Francis Medical Center College of Nursing –Neonatal NP University of Colorado – Adult/Gero NP University of St. Francis – Family NP Western Kentucky University – Psychiatric/MentalHealth NP Wright State University – Family NPCara Busenhart, PhD, CNM, APRN, reported the NurseMidwife Council met last in early November. Regulations wentto the full Board of Healing Arts on December 8, 2017 andwere approved. Some of the Nurse Midwife Council concernsare dual regulation of a split scope of practice, creation of anew unrecognized credential (CNM-I) and non-adherence tonational standards of practice for Certified Nurse Midwives.It was the consensus of the APRN Committee to declinethe current regulations and refer them back to the Boardof Healing Arts for consideration of nationally recognizedstandards of practice.There was preliminary discussion about the APRNConsensus Model. This model defines APRN practice and thefour areas of regulation: licensure, accreditation, certificationand education (LACE). The APRN regulatory model consists offour roles of APRN: registered nurse anesthetist (CRNA), clinicalnurse specialist (CNS), certified nurse-midwifes (CNM) andcertified nurse practitioners (CNP). Within each role, APRNS arePractice Committeeeducated in one of six population foci: neonatal, psych/mentalhealth, pediatrics, women’s health/gender-related and adultgerontology. Formal APRN education consists of a graduatedegree from an accredited academic institution, which preparesthe graduate in one of the four roles and at least one populationfoci. It also must include a minimum of a course in each of thefollowing: advanced physiology/pathology, advanced healthassessment and advanced pharmacology. APRN education alsoincludes clinical and didactic courses that prepare the graduateto practice in the APRN role.Any certification program must follow establishedcertification testing, psychometrics and standards. The testingmust assess for the role/population foci competencies and beaccredited by a national certification accreditation body.Licensure is another component of the APRN ConsensusModel. Boards of Nursing would licensure APRNs in one ofthe four roles. Licensure in the APRN Consensus Model islicensure as an independent practitioner with no regulatoryrequirements for collaboration, direction or supervision. Withthe APRN Consensus Model, the Board of Nursing would besolely responsible for licensing of APRNS. The APRN ConsensusModel includes grandfathering for APRNs already licensedand practicing. The APRN Compact is a licensure compactthat would allow APRNS to have one multi-state license, withthe ability to practice in their home state and other compactstates. Eighteen states have fully implemented the APRNConsensus model language. Three states have passed theAPRN Compact language.The meeting was adjourned at 2:19 pm.The Practice Committee met on Tuesday March 27, 2018.It was called to order at 3:02 pm. The Committee reviewedand approved the December 2017 minutes. An updatewas given on the Pharmacy Board regulations pertaining toepinephrine kits to be stocked in schools. Those regulationsare now in process for consideration with an estimatedcompletion time of six months. There was a discussionabout exploring new language of diagnosis in the context ofAdvance Practice for a future statutory amendment.Investigative CommitteeThe Investigative Committee meeting for Monday March26, 2018 was called to order at 9:00 am. Minutes for theDecember 2017 meeting were read and approved. Thesecond draft of the Policy and Procedure regarding referralof cases with potential criminal activity was reviewed andapproved. Michelle David, Assistant Attorney Generalpresented guidelines from the Attorney General on casesthat his office wants referred for review. October, November, December 2018Kansas Nursing Newsletter Page 5Kansas Announces Statewide Integration ofPrescription Drug Monitoring ProgramAdding K-TRACS Data to Electronic Health Records and Pharmacy Management SystemsThe Kansas State Board of Pharmacy (Board), inconjunction with the Kansas Department of Healthand Environment (KDHE), is pleased to announce a newpartnership with Appriss Health to provide interoperabilityservices for all prescribers and pharmacists in Kansas toaccess K-TRACS, the Kansas Prescription Drug MonitoringProgram, through the PDMP Gateway . “This is anopportunity for Kansas to deliver a more efficient andpatient-oriented prescription drug monitoring program,”said KDHE Secretary Susan Mosier, MD, MBA, FACS.“Integrating a patient’s controlled substance prescriptiondata into the electronic health record helps providers treatthat patient.”The project is funded by a grant from the Centersfor Disease Control awarded to the Kansas Departmentof Health and Environment. “Grant funds will supportGateway connection costs for each Kansas electronichealth records and pharmacy management systemapproved for integration,” said Board Executive SecretaryAlexandra Blasi. “Thismultiagency collaborationfurthers the K-TRACS mission to prevent diversion, misuseADDRESS CHANGEYou can use your user ID and password to changeyour address on-line OR send us the change ofaddress in writing. October, November, December 2018What is KNAP?KNAP is a professional assistance program designed toassist all nurses and mental health technicians who have aproblem or illness that has or could impair their ability topractice safely.The Goal of KNAPMental and physical illness, including alcohol and otherdrug addiction, can potentially impair practice and health. Weestimate that at any given time, approximately 10% of thepopulation is affected. This same percentage is thought to betrue of healthcare professionals.Alcohol and other drug addiction, as well as mental andphysical illnesses, are treatable. KNAP works with the programparticipants to obtain an evaluation, treatment (if indicated),and monitoring throughout the recovery process.ReferralsSelf-referrals to the program are encouraged, but referralsmay be made by a family member, a friend, employer oranyone concerned about the nurse/LMHT.Anonymous referrals are not accepted.
