Rilett, DistinguishedProfessor of Civil Engineering andthe inaugural holder of the Keith W.Klaasmeyer Chair in Engineering andTechnology at the University of NebraskaLincoln (UNL), is Director of both the UNLMid-America Transportation Center (MATC) and the NebraskaTransportation Center (NTC).Under Rilett’s directorship, MATC was designated as the U.S.Department of Transportation (USDOT) Region VII UniversityTransportation Center in 2006, 2011, and 2016. To date, MATChas received over 28 million in funding with an equal amountof matching funds. Rilett has led the development of importantoutreach activities including an after-school program formiddle-school students, a week-long STEM summer academyfor Native American high school students, and a scholars thatprovides mentorship to help undergraduate students fromunderrepresented groups navigate graduate school recruitment,admissions, and completion processes with success.Rilett’s research is in the field of transportation system analysisarea; his specific research focus may be divided into two mainareas: Intelligent Transportation Systems applications and largescale transportation system modeling. Rilett has been a principalinvestigator or co-principal investigator on more than 40 researchprojects with total funding in excess of 48 million.Rilett has more than 250 publications, including 90 peerreviewed articles, 90 conference proceedings papers, and manyother published reports, editorials, and reviews. The AmericanSociety of Civil Engineers (ASCE) awarded Rilett the 2019 ArthurM. Wellington Prize for Best Transportation-Related Paper in anASCE Journal and the 2021 Frank M. Masters TransportationEngineering Award for “contributions to innovative research ontransportation systems and collaborative leadership to develop adiverse workforce in transportation engineering.” He is currentlythe Managing Editor of the ASCE Journal of Transportation-PartA and was elected Vice-President of the Council of UniversityTransportation Centers for 2020-2021.7MATC Scholars ProgramDr. Judy A. Perkins is a Professor of Civil& Environmental Engineering at PrairieView A&M University (PVAMU) and holdsthe title of Texas A&M University System(TAMUS) Regents Professor. Dr. Perkins isthe former Department Head of PVAMU’sCivil & Environmental EngineeringDepartment and was the first AfricanAmerican and first female to serve in this administrative capacity.Dr. Perkins’ current research activities involve working on projectsfunded by an array of state and federal agencies. She has workedwith several Department of Defense research laboratories andcenters. Specifically, her research has focused on statewideintermodal transportation planning, asset management,emergency operations, transportation logistics, hurricaneevacuation analysis, military logistics, engineering education,minority outreach, optimization of transportation infrastructureinvestments, and radio-frequency identification (RFID) technologiesused by motor carriers and for locating underground utilities. Dr.Perkins has accumulated extensive experience in the developmentof survey design, data collection, state-level transportationplanning, and the refinement of economic developmentmethodologies used to evaluate transportation-related activities.Her extensive record of publication extends into both the nationaland international transportation and engineering educationarenas.Moreover, Dr. Perkins is the President of JPID Consulting LLC. Hercompany has designation status as a small business (SB), veteranowned small business (VOSB), and woman-owned small business(WOSB) company. She is a retired U.S. Army Lieutenant Colonel.During her 32 years of military service, Dr. Perkins served as apetroleum officer, transportation officer, and logistician.Lastly, Dr. Perkins holds a BS, MS, and PhD in Civil Engineering fromSouthern University, University of Illinois (Urbana–Champaign),and Georgia Institute of Technology, respectively. She is also alicensed professional engineer in the state of Texas.

Green became theUniversity of Nebraska-Lincoln’s 20thchancellor on May 8, 2016.Green previously served as the UNLHarlan Vice Chancellor of the Institute ofAgriculture and Natural Resources andNU system Vice President for Agriculture and Natural Resources,and as UNL’s interim Senior Vice Chancellor for Academic Affairs.Green received bachelor’s and master’s degrees in animal sciencefrom Virginia Tech and Colorado State University, respectively.His doctoral program was completed jointly at the University ofNebraska-Lincoln and the USDA-ARS U.S. Meat Animal ResearchCenter in animal breeding and genetics.Green has served on the animal science faculties of Texas TechUniversity and Colorado State University, and as the nationalprogram leader for animal production research for the USDA’sAgricultural Research Service and executive secretary of the WhiteHouse’s interagency working group on animal genomics withinthe National Science and Technology Council. Prior to returning toNU, Green served as a global executive for Pfizer Animal Health’sanimal genomics business.Green has published 130 refereed publications and abstracts,nine book chapters and 56 invited symposia papers; and hasdelivered invited presentations in 43 U.S. states and 21 countriesaround the world. He is a past-president of both the AmericanSociety of Animal Science (ASAS) and the National Block andBridle Club and has served in a number of leadership positionsfor the U.S. Beef Improvement Federation, National Cattlemen’sBeef Association, National Pork Board, the National ResearchCouncil of the National Academy of Sciences, the Associationof Public and Land-Grant Universities, and Alpha Gamma Rhonational fraternity. He currently is a member of a number ofboards including the Big Ten Conference, Neogen Corporation,and Supporters of Agricultural Research, and was recently namedto the Presidential Forum of the NCAA representing the Big TenConference. He was named a fellow of ASAS in 2014 and a fellowof the American Association for the Advancement of Science in2015, and was honored with the American Society of AnimalScience’s Morrison Award, the highest international academicrecognition for an animal scientist, in 2017.Ronnie and his wife Jane, a double UNL alumna, are the proudparents of four children – Justin, Nate, Kelli and Regan Green – allUNL graduates – and one granddaughter, Charlotte.8

(Bob) Wilhelm is the ViceChancellor for research and economicdevelopment at the University ofNebraska-Lincoln. He works at advancingthe quality, diversity, and growth ofresearch at UNL by establishing and enabling research directions,cultivating partnerships, strengthening national and internationalrelationships, and articulating a vision for partnership-basedresearch and economic development.Dr. Wilhelm has served in university executive roles since 2005and as a faculty member since 1993. At UNL he is the Kate FosterProfessor of Mechanical and Materials Engineering. Previously hewas a professor and Vice Chancellor at the University of NorthCarolina Charlotte.A recognized expert in precision engineering and advancedmanufacturing, he began his career at Cincinnati Milacron, theRockwell Science Center and his own advanced manufacturingcompany. He holds three U.S. patents.He is a Fellow of the International Academy for ProductionEngineering and has served on many boards, including theNorth Carolina Board of Science, Technology, and Innovation; theNorth Carolina Biotechnology Center; Ventureprise; NebraskaInnovation Campus; the National Strategic Research Institute;and NUtech Ventures.He holds a BSIE from Wichita State University, an MSIE fromPurdue University, and a doctorate in mechanical engineeringfrom the University of Illinois. Jones is Professor andAssociate Dean for Graduate Studiesin the College of Engineering at theUniversity of Texas at Arlington (UTA). Jones joined UTA in 2010after eight years at the University of Nebraska – Lincoln, wherehe was Associate Professor. He is the George and ElizabethPickett Endowed Professor of Industrial, Manufacturing andSystems Engineering and served as the Deputy Director of the UTArlington Homeland Security focused University Center SAVANTand Director of the RFID & Auto-ID RAID labs at UTA.Until recently, Jones has served as a rotating program directorat the National Science Foundation (NSF). His programs includedthe Graduate Research Fellowship Program (GRFP) the GraduateResearch Internship Program, and the Workforce Strand of theEducation Core Research Program in the Education and HumanResources Directorate. His last NSF detail was as a ProgramDirector for the Engineering Research Centers or ERCs, in theEngineering Directorate.Dr. Jones graduated from Texas A&M University with a degreein Industrial Engineering and attained a Masters and PhD inIndustrial Engineering from the University of Houston. Dr. Joneshas held positions in industry which include Industrial EngineeringSpecialist, Director of Engineering, Consultant and ProjectManager, and Executive Manager of a “Big 5” Accounting firm.Dr. Jones’ unique background positioned him to develop one ofthe first and largest academic RFID labs in the country in 2003.Recently, Dr. Jones’ interdisciplinary research with chemists andphysicists, neuroscientists and surgeons, and bio- and biomedicalengineers is leading to translational and commercial researchfor important national programs including the BRAIN initiative,Homeland Security and Safety, and Smart Planet initiatives. Hisresearch partnerships include a wide range of organizations.Academically, Dr. Jones has received over 9 Million dollars infunding for academic research projects. Dr. Jones’ researchincludes the areas of automated data capture using RadioFrequency Identification (RFID) technologies, Quality Controlat the Six Sigma level, and Manufacturing Technologies thatsupport the development of “Auto Sensing” technologies. He haspublished over 165 manuscripts including 3 textbooks. He has been a faculty member in the Department ofElectrical and Computer Engineering since 1996 and is currentlythe Heins Professor of Electrical and Computer Engineering.In his previous administrative positions, Pérez was responsiblefor faculty and leadership development, promotion and tenure,instruction technology and classroom facilities’ improvements,and graduate education. He led the implementation of 30 millionin improvements to the academic facilities and played a pivotalrole in the university’s entrance into the Big Ten Committee onInstitutional Cooperation.As a faculty member, he has won numerous teaching awards andhas been principal investigator or co-principal investigator onmore than 15 million in federally funded research. Ford School ofPublic Policy at the University of Michigan.He was also a research associate professorin both the U-M Transportation ResearchInstitute (UMTRI) and Michigan Institutefor Data Science (MIDAS), and an affiliated faculty member inthe Department of Industrial and Operations Engineering (IOE).His unique blend of engineering systems research with publicpolicy has made him a leader in not only transportationresearch, but also on the disparate impact of policy decisions intransportation systems. This has led to important strides in ourunderstanding of transportation equity.
