114th Congressional Victories was introduced by Rep. Adam Kinzinger(R-IL) and Rep. Jerry McNerney (D-CA)This bill directs the Department of Energy to submit a reportwithin one year on the impact of thermal insulation on bothenergy and water use systems for potable hot and chilled waterin federal buildings and on the return on investment ofinstalling the insulation.This Report would establish the data for a business case forthermal insulation use in the energy-water nexus sphere.

114th Congressional Victories The House Energy and Commerce Committee spent monthsputting together a broad, comprehensive Energy ReformPackage that was ultimately introduced as H.R. 8, the NorthAmerican Energy Security and Infrastructure Act.NIA worked with Rep. Kinzinger, Rep. McNerney, and theCommittee and were successful in adding our language fromH.R. 568 into the underlying language of H.R. 8.H.R. 8 was passed by the full House of Representatives onDecember 3, 2015 by a vote of 249-174.While this process was playing out in the House, we were alsoworking to ensure that our language was understood andaccepted in the Senate as they crafted their own broad basedenergy reform package.

114th Congressional Victories While the Senate struggled to craft their bipartisan bill in the Energyand Natural Resources Committee, NIA was successful in gaining thesupport of Chairwoman Lisa Murkowski (R-AK) and RankingMember Maria Cantwell (D-WA) for our study language.As a result and to move the process forward while they crafted theirbill, Chairwoman Murkowski and Ranking Member Cantwell jointlysent a letter to the Department of Energy stating that our languagepassed the House of Representatives and that they demanded thatthe Department conduct our study under their current authority.We recently received word from the Senate Energy and NaturalResources Committee that they have heard back from theDepartment of Energy and that DOE will finalize the study by theend of 2016.

Our 2016 Washington, D.C. AgendaMechanicalinsulation assessments.—The Committee acknowledges thecost savings possible through energy savings associated withproper insulation, and encourages VA to work in collaborationwith industry partners to conduct a mechanical insulationenergy and water assessment at several representative VAhospitals. The assessment should study the potential forimproved energy and water efficiency of the selected medicalcenter mechanical systems by applying mechanical insulationin repair, replacement, or up- grade applications. Assessmentresults shall be shared through a report to the Committee notlater than 60 days after enactment of this Act.

Our 2016 Washington, D.C. AgendaOur top regulatory priority remains our constant contact with theDepartment of Energy to further our efforts to promote and utilizemechanical insulation within the federal government and inindustries throughout the United States.We expect to meet with DOE in the near future to discuss theenergy-water nexus study, offer our assistance in their efforts tofinalize this study, and to discuss the results of the report they arefinalizing in response to our previous efforts on ways to increase theuse of mechanical insulation in federal programs.As an update on a previous legislative priority, the MechanicalInsulation Installation Incentive Act was re-introduced by Rep. BobDold (R-IL) and Rep. Linda Sanchez at the end of 2015. As itcurrently stands the bill has not gained much traction and at thispoint we do not expect major tax reform efforts to occur until 2017.
