10 USC 2362Objective: Enhance defense–related research andeducation at HBCU/MIs to assist the Department indefense-related research, development, testing, andevaluation activities through: Enhancing research and educational capabilities Encouraging participation in research, development,testing and evaluation programstesting, Increasing the number of faculty and graduates indisciplinespimportantpto national securityy Encouraging research and educational collaboration withgovernment, academia, and industry defense-relatedorganizations3

10 USC 2362 Assistance Support for research, development, testing, evaluation,or educational enhancements in areas important to thenational defense Support to assist in the attraction and retention of facultyin scientific disciplines important to national security Establishing partnerships between such institutions anddefense laboratories,laboratories Government defenseorganizations, the defense industry and other institutionsof higher education Other such non-monetary assistance as the Secretaryfinds appropriate to enhance defense-related research,development, testing and evaluation activities atHBCU/MIs.4

SECNAV INSTRUCTION5402.31The Chief of Naval Research ((CNR),), shall designategtheDepartment of the Navy HBCU/MI Program Manager(Navy PM) to provide policy guidance and generaloversight to the Navy HBCU/MI ProgramProgram. The Navy PMis tasked with issuing administrative instructions,monitoring their implementation and conferring withrepresentatives fromfparticipating organizations(Administering Offices and their subordinateorganizations)g) to assure sufficient understandingg andaccomplishment of the Navy program planning, goalsand objectives.5
