Updated: 04/18/2018Appendix AA – Rider Procedures & ExpectationsHello and welcome to the Austin – Travis County EMS student andobserver rider information packet.This document provides information on how to sign up for ride outs with AustinTravis County EMS (ATCEMS). It also provides the expectations for Riders, andContact Information for ride outs with ATCEMS. It may be helpful to print thispage out for future reference and / or to bring with you to your ride out.Rider Classifications / CapabilitiesThere are three classifications of riders who may ride with ATCEMS. Theinformation in this document is divided into these classifications.1. Clinical Internist – persons who are obtaining clinical hours as part of anEMS education program. The school or program must have a ClinicalAffiliation Agreement with ATCEMS, and students function under theterms of that agreement. Students are classified as either BLS or ALS.2. Explorer Observers – EMS explorers who are cleared through the Austin– Travis County EMS Office of the Medical Director. Explorer Observersmay preform skills up to their credentialed level, with proper ID, whileriding out. Explorer Observers follow the Explorer Post guidelines andsign-up processes and are not addressed further in this document.3. Guest Observers – persons who are not allowed to perform patient carewhile during their ride out. This includes MD’s, RN’s, LVN’s, friends,family, prospective employees, members of the press, city employees,providers from other systems, students from non-contracted schools, etc.Guest Observers cannot provide patient care. In the event of a cardiacarrest an observer that is trained and certified in CPR may, “respond toand deliver CPR and rapid defibrillation (AED) of cardiac arrest patients”.Guest Observers must be at least 18 years old. Anyone under 18 yearsof age must have specific prior approval from the EMS Chief or hisdesignee.Clinical Internists - Instructions1. Sign Up:Clinical Internists must sign up through their program coordinator usingthe on-line scheduling system (Fisdap)2. Schedule changes:Clinical Internists must make scheduling changes through their programcoordinator

On the Day of the Ride out:a. Call the ATCEMS Scheduling Rider Line (512-978-1184), at least 45minutes prior to your shift. You can start calling at 0515. Thelocation of your ride out may have changed due to sick call, vacation,etc.b. Arrive at your station at least 10 minutes prior to your scheduledtime, no more than 30 minutes early.5. Sick Call:a. If you need to call off sick you must call ATCEMS scheduling atleast 1 hour prior to your scheduled start time.Contact Information is listed at the end of this document.6. Introduce yourself to the crew and enjoy your ride out.Clinical Internist General Info: Clinical Internists must follow the uniform requirements specified in theirprograms Clinical Affiliation Agreement. This typically will be EMS pantsor black or blue slacks, white collared shirt and black boots or closed toedblack shoes. Jeans of any type are not acceptable. No outsidedepartment uniforms or logos may be worn by Clinical Internists. ALS students require a System Credentialed Preceptor; BLS students donot require a System Credentialed Preceptor. Riders are expected to remain for the entire scheduled shift.Guest Observers - Instructions1. Sign Up:a. Guest Observers may sign up for ride outs through a coordinatingcommander.1. For field ambulance and Command units ride outs, thecoordinating commander will be the AcademyCommander.2. For ride outs with Community Health Paramedic units theCHP Commander will be the coordinating commander.Contact Information is listed at the end of this document.2.Schedule changes:a. Guest Observers (or their program liaison when appropriate) areexpected to contact the coordinating commander at least 24 hoursprior to the ride date for schedule changes, not including sick callthe day of the ride out.3. ATCEMS does not generally schedule half or reduced hour shifts on fieldambulances / command units. Riders should plan to stay for the entirescheduled shift. Ride out times may only be during the hours of 0600 – midnight CHP Rider times are generally 0800-1600 but can be flexible – contactthe CHP Commander for assistance. Guest Observers must sign the ATCEMS Rider Privacy and ConfidentiallyAgreement and the ATCEMS Rider / Observer release. They areincluded in this packet. You must print, sign, and bring the paperwork toyour assignment. Guest Observers are to wear neat, clean, and professional lookingclothes. No jeans, t-shirts, scrubs, shorts, sandals, open toe or high heelshoes. A collared shirt with no marks symbols, logos, names, etc. isexpected. No outside department uniforms or logos may be worn, unlessprior arrangements have been made with the coordinating commander.Expectations for all RidersThese are Austin-Travis County EMS expectations. They may be different thanyour school or agency’s policies.1. Riders are expected to show up on time, well rested, and ready for their shift.2. Riders are expected to display a professional, respectful attitude witheveryone they interact with while on a ride out.3. All riders are responsible for their own meals. It is suggested that riders bringmoney and food. The unit may be on calls all shift and may not be able toreturn to the station, or it might be in station all day and not able to go getfood.

Updated: 04/18/20184. Riders will not operate the stretcher if a patient is on it, even if they knowhow to use it. This is due to insurance and liability reasons. Riders mayoperate the stretcher without a patient at the Medic’s request.5. Riders will not enter an unsafe scene until an ATCEMS Medic clears them toenter. This includes violent scenes such as assaults, shootings, stabbings,etc. This also includes vehicle rescues, high angle rescues, confined space,etc. Regardless of their personal training and/or equipment, riders will notenter these scenes until directed to by an ATCEMS Medic. Riders are not toperform any type of rescue while on an ATCEMS ride out.6. The Paramedic(s) on the ambulance are in charge of all decisions and areresponsible for riders at all times.7. The Paramedic(s) on the ambulance may send riders home for inappropriatebehavior to include, but not limited to; illness, not being well rested, use ofinappropriate language, uniform appearance, inappropriate patient care,safety issues, inappropriate attitude or affect, etc. A rider who is sent homewill not receive any clinical hours for the ride out. All such events will bereported to EMS Command.8. Updated: 04/18/2018RIDER / OBSERVER RELEASEIn consideration of being allowed to accompany City of Austin / Travis County Emergency Medical Services(“EMS”) personnel on EMS calls and otherwise participate in the Emergency Medical Services Program:I, the undersigned, binding my heirs, executors, administrators, and assigns, do hereby release and agreenot to hold liable, the City of Austin, Travis County, its officers, agents and employees and Medical Directorfrom any and all actions, causes of actions, claims, injuries or death sustained by me or my property whileparticipating in the EMS Program. I further agree binding my heirs, executors, administrators, and assigns,to indemnify, hold and save harmless the City of Austin, Travis County, its agents, officers and employees,and Medical Director from any liability, action, claim, damage, award or judgment incurred or suffered bythe above City, County or individuals as a result of any act or omission by me or caused by me whileparticipating in the above named Program.In addition, I make the following representations and acknowledgements upon which I intend the City andCounty to rely:(1) I understand and agree that while accompanying any EMS employee during his/her duties, myparticipation in patient care, if any, shall be at the direction of the Medical Director or designee. I furtheragree that I will not initiate any patient care under any circumstances without the prior approval of theMedical Director or designee.
