NICE/SENATOR THOMAS "MAC" MIDDLETON BRIDGE REPLACEMENT PROJECT,AS REQUESTED BY THE MARYLAND DEPARTMENT OF TRANSPORTATION (MDOT)WHEREAS, the National Capital Region Transportation Planning Board (TPB), which is themetropolitan planning organization (MPO) for the Washington Region, has the responsibilityunder the provisions of the Fixing America’s Surface Transportation (FAST) Act for developingand carrying out a continuing, cooperative and comprehensive transportation planningprocess for the Metropolitan Area; andWHEREAS, the TIP is required by the Federal Highway Administration (FHWA) and the FederalTransit Administration (FTA) as a basis and condition for all federal funding assistance tostate, local and regional agencies for transportation improvements within the Washingtonplanning area; andWHEREAS, on October 17, 2018 the TPB adopted the FY 2019-2024 TIP; andWHEREAS, in the attached letter of July 11, 2019, MDOT has requested an amendment tothe FY 2019-2024 TIP to update the project description and funding information for theGovernor Harry W. Nice/Senator Thomas "Mac" Middleton Bridge Replacement project (TIP ID5527) to reprogram funds in FY 2019 through FY 2022 and to include an additional 186.1million in state funding, as described in the attached materials; andWHEREAS, this project is included in the Air Quality Conformity Analysis of the Visualize 2045Plan and the FY 2019-2024 TIP; andWHEREAS, full funding for this project is included in the Visualize 2045 Plan financial analysis;andWHEREAS, by December 2019, MDOT will report to the TPB the results of their efforts tosecure the barrier-separated bicycle/pedestrian path on the bridge; andNOW, THEREFORE, BE IT RESOLVED THAT the National Capital Region TransportationPlanning Board amends the FY 2019-2024 TIP to update project and funding information forthe Governor Harry W. Nice/Senator Thomas "Mac" Middleton Bridge Replacement project(TIP ID 5527) to reprogram funds in FY 2019 through FY 2022 and to include an additional 186.1 million in state funding, as described in the attached materials.Adopted by the Transportation Planning Board at its regular meeting on May 15, 2019.Adopted by the Transportation Planning Board at its regular meeting on July 24, 2019

Nice/Middleton BridgeImprovement Project through FY 2024. The last TIP amendment that was provided for the project was forthe FY 2017-2022 TIP, which only included a total of 559,816,000 in funds at that time based on theprojected spending on the project through FY 2022. The amendment did not include funding in FY 2023and FY 2024 since that was outside the current six-year program window at that time. We are nowrequesting to add the remaining funding of 208,784,000 in FY 2023 and FY 2024 to the FY 2019-2024TIP and revise the annual funding amounts in FY 2019 to FY 2024 to be consistent with the currentapproved MDOT FY 2019-2024 CTP.Please amend the FY 2019-2024 TPB TIP and the FY 2019-2022 Maryland STIP to reflect theinformation provided in this memorandum. The MDTA requests this amendment in order that theFY 2019-2024 TPB TIP reflect MDTA’s addition of construction funds for the project.The MDTA is an independent State agency that acts on behalf of but is separate from the MarylandDepartment of Transportation. By law, the MDTA is a group of eight citizens who are appointed by theGovernor (and confirmed by the Senate) and the Secretary of Transportation, who serves as Chairman.The MDTA is a non-budgeted agency that relies solely on revenues generated from Maryland’s eight tollfacilities.
