Small Business Resources GuideBackground and PurposeProbity Builders LLC (Probity) was commissioned by the Oregon Department of Transportation(ODOT) to conduct a Small Business Resource Availability Assessment (Assessment) in 2009.The purpose of the Assessment was threefold. One objective was to provide a summary ofservices available to assist small business in contracting on ODOT projects. This summaryincluded services/resources available statewide, covering all ODOT Regions, and is provided withthis Small Business Resource Guide. The second objective was to identify gaps where essentialservices are insufficient or non-existent. The third objective was to identify possible solutions tofill the gap(s).The Assessment commenced following the completion of an ODOT Disparity Study dated October2007 and ODOT Contracting Capacity Analysis for Region 1 dated June 2009. Among otheritems, the studies show that small businesses have limited capacity to perform work on ODOTproject. This Assessment considers the issue of resource availability and related capacity of smallbusiness versus total projected ODOT expenditures.MethodologyIn-depth, statewide research and data collection and validation of available small businessresources was conducted. The results were entered into a database of Small Business Resourcesorganized by resource type with reference to ODOT Regions. This database was utilized in thecreation of this document, the Oregon Department of Transportation Small Business ResourcesGuide.Probity Builders obtained listings of forecasted ODOT projects by Region, developed a “cash flowprojection” of these forecasted expenditures and analyzed and compared this data to the capacityof available small business firms to perform ODOT work. This analysis and comparison showed agap between ODOT projects over a 3 year period and the capacity of services and small businessfirms to support this work.Summary of FindingsTo remedy the identified disparity, Probity Builders identified 15 potential solutions for ODOT’sconsideration. The greatest need was identified to be in the area of Public Works/ContractingInstruction and Mentoring/Coaching. This public document was created to assist Oregon’s small businesses in connecting with capacitybuilding resources statewide. This guide, organized by resource type with ODOT Region, is butone tool for Oregon’s small businesses to utilize when seeking to increase capacity with the goal ofperforming a greater number of ODOT projects.Inclusion in the ODOT Small Business Resources Guide was determined by the following criteria:A prospective business which falls into ODOT defined categories must be useful and either offer aservice which is unique or hard-to-find, or have a special clientele or experience. For example, acase of a marketing consultant who has worked in the construction trade and has constructiontrades people as clients. Another example would be a case of a bookkeeping company whoseemployees have worked with or for a construction company, or specifically target constructioncompany clientele. Due to the vast numbers of service providers across the state of Oregon,Probity Builders and D.L. Cohen, Information Management Subconsultant, used its discretionwhen including firms in the Small Business Resources Guide. The intent was to keep the guideuseful and manageable. The guide should be viewed as a comprehensive starting point, not as anall-inclusive, absolute listing of resources.
