SANTA MONICA COLLEGE CATALOG 2021–2022Santa Monica CollegeDegrees and CertificatesSanta Monica College offers a comprehensive variety ofdegrees and certificates, as well as preparation for studentsto transfer to four-year colleges and universities. Many SMCdegrees and certificates may now also be earned online(see smc.edu/online for details). For a complete list ofopportunities available, please see the Curricular Offeringstable on page 63.Global Citizenship RequirementTo fulfill the Global Citizenship requirement for a degreefrom Santa Monica College, students must successfullycomplete a minimum of 3 units from a list of coursesapproved with the Global Citizenship designation (see SMCGE Area V). These courses fall into one of the followingfive categories: American Cultures, Ecological Literacy,Genders and Sexualities, Global Studies, and ServiceLearning. These courses aim to provide an awareness ofthe diversity of cultures within the United States and/oran appreciation for the interconnectedness of cultural,ecological, economic, political, social, and technologicalsystems of the contemporary world. This prepares studentsto make a responsible contribution to a rapidly changingglobal society.Students pursuing an Associate in Arts for Transfer (AA-T) orAssociate in Science for Transfer (AS-T) to the CSU systemare exempt from the Global Citizenship requirement.Degree and CertificateRequirementsBACCALAUREATE DEGREE REQUIREMENTSA Baccalaureate degree is granted upon successfulcompletion of a program of study with a minimum overallgrade point average (GPA) of 2.0 (C) and a minimum of 120semester units, including: Completion of the academic path with a grade of C orhigher in each course (Title 5 §55063); Completion of at least 50% of academic path units atSanta Monica College; Department Chairs have thediscretion to waive the 50% minimum units requiredat SMC to meet the major or area of emphasis; Completion of one of the following general educationpatterns: CSU GE or IGETC; Completion of nine (9) semester units of upperdivision general education coursework with a gradeof C or higher in each course, or with a P if the coursewas taken on a Pass/No Pass basis, and the P is equalto a C or higher. Only three (3) of the nine (9) unitsmay be taken on a Pass/No Pass basis (Title 5 §55063).PILOT PROGRAM STATUS: Santa Monica College has beenselected to participate in the pilot California CommunityCollege Baccalaureate degree program and now offers aBachelor of Science (BS) degree in the field of InteractionDesign. This program, created by the state legislature (SB850), is currently scheduled to expire in June 2023. It leads students to abetter understanding of themselves and the world aroundthem, and guides them to select courses to develop skillsencompassing knowledge of the diverse elements of theirexternal and internal realities, and some understanding oftheir own and other cultural heritages.Essential skills include writing and speaking for selfexpression and effective communication, quantitativereasoning skills as needed for solving the problems ofeveryday living, and critical thinking.In addition to these skills, students gain knowledge of boththe natural and social sciences, and of the methods ofinquiry appropriate to each. Included in this knowledge isan understanding of political organization and of historicalperspective; a clearer concept of themselves as physical,emotional, and social beings, and an acquaintance with theeffects of technology. Also, students learn to form aestheticjudgments about the artistic achievements of civilization.See the General Education (GE) Patterns section (below) fordetails on the patterns acceptable for a degree from SMC.33

Students must receive a grade of C or higher ineach course to successfully complete a Certificate ofAchievement. (Exception: For CSU GE Certificates ofAchievement, a minimum grade of D- (0.7 on a 4.0scale) is required for each course, except for Area Aand B4, which must be completed with a C or higher.The minimum overall grade point average (GPA) onthe CSU GE pattern must be a C (2.0 on a 4.0 scale). Students must submit a petition to the relevantacademic department to be awarded a DepartmentCertificate.NONCREDIT CERTIFICATE REQUIREMENTSSMC offers two types of certificates for noncredit programsof study: A Certificate of Completion (Noncredit) is grantedupon successful completion of the courseworkrequired for a program of study that preparesstudents to enter or advance in the workforce, and A Certificate of Competency (Noncredit) is grantedupon successful completion of the courseworkrequired for competency-based programs such as ESL.Students in noncredit courses receive progress indicators — P for Pass, SP for Satisfactory Progress, and NP forNo Pass — for the courses they complete.Certificates of Completion (Noncredit) and Certificates ofCompetency (Noncredit) are NOT intended as a substitutefor any credit certificate or Associate degree.Catalog RightsA student may satisfy the requirements of a degree or certificate by completing the general education and academicor career path requirements in effect at any time of thestudent’s continuous enrollment. Continuous enrollmentmeans attendance in at least one semester (fall or spring)in each academic year.Transferring fromSanta Monica CollegeMany students use Santa Monica College as the freshmanand sophomore years of a four-year college plan. In fact,SMC is a leader in transferring students to four-yearcolleges and universities, including the UC and CSU systems.Each of these institutions has a list of courses that mustbe completed to satisfy its general education and lowerdivision major requirements.Students intending to transfer to a four-year institutionshould identify which transferable courses are requiredfor both their major and general education. Students arestrongly encouraged to meet with a counselor to developan academic plan best suited for their transfer institutionand intended major.The following checklist should help a student establishtransfer goals:1. Identify admission requirements.2. Identify general education requirements.3. Identify preparation for the major.

Determine the competitive GPA for the major.Articulation is the process of linking two educationalinstitutions together to help students make a smoothtransition — without experiencing a delay or duplication ofcoursework — from the community college to a four-yearcollege or university.6. Establish a relationship with a counselor who will helpto make the student the most attractive applicantpossible!For transfer admission to the UC or CSU system, a studentwill need to complete 60 or more UC- or CSU-transferablesemester units of study — with the required grade pointaverage — by the end of the spring semester for falladmission, or by the end of the fall semester for springadmission. However, these institutions do not look onlyat the number of units that have been completed, theyalso look at how to apply those units to a student’seducation goal (e.g., how many of the units meet thegeneral education requirements, how many of these unitsmeet the major requirements, etc.).Admission requirements, course transferability, andcourse credit allowed will vary at private, out-of-state,or international colleges and universities. Studentsshould consult the transfer school’s catalog for specificrequirements and transferability or make an appointmentwith an SMC counselor or a university representative atGeneral Counseling & Transfer Services to clarify admissionstandards.For more up-to-date, detailed, or extensive informationregarding transfer requirements, students are encouragedto drop by General Counseling & Transfer Services or visitthe website (smc.edu/transfer). Students can also accessthis information online (go to assist.org). Students areinvited to visit General Counseling & Transfer Services todiscuss their transfer strategy with a counselor or withone of the representatives of colleges or universities, whoperiodically visit SMC. Various general education patternsfor some of the most popular transfer institutions for SantaMonica College students are described below. Selectedlower-division major requirements for some four-yearinstitutions are included in the Academic Programs sectionof this catalog.Students interested in transferring should also be awareof critical application filing periods and procedures. Thisinformation — as well as applications to most four-yearinstitutions in California — can be obtained online atsmc.edu/transfer.PLEASE NOTE: The requirements listed on the followingpages are SUBJECT TO CHANGE WITHOUT NOTICE. Forupdated information, please check with your SantaMonica College counselor periodically, or look online atsmc.edu/transfer.Santa Monica College has worked out transfer (articulation)agreements with a wide variety of colleges and universitieson how SMC’s units of credit will transfer. These agreementscan contain general education requirements, lower-divisionmajor requirements, or both.Students planning to transfer from Santa Monica College toa UC or CSU campus can find articulation information online(go to assist.org or to smc.edu/articulation). ASSIST (assist.org) is a database that contains information on lower-divisionmajor requirements and general education requirementsfor UC and CSU campuses and their equivalent at thecommunity college. Course requirements forgraduation vary from one institution to another, so it is to astudent’s advantage to choose his or her transfer universityor college as early as possible. Students are advised tocomplete the courses at SMC that best satisfy the lowerdivision course requirements of their transfer institution(s).Lower-division course requirements typically include a setof “general education” courses and a sequence of coursesin the student’s chosen “major” field of study.

Santa MonicaCollege offers a selection of general education coursesbroad enough to satisfy almost any lower-division general

However, each collegeand university has a unique pattern that it requires of itsstudents.Because there are numerous general education patterns,all students SHOULD see a counselor to determine whichpattern is best for them and to develop an appropriatetransfer course plan. Students are urged NOT to attempt toplan a transfer without professional advice.Completion of IGETC or CSU GE does NOT constitutecompletion of all admission requirements. Please consultwith an SMC counselor to develop a comprehensive transferstrategy. Courses approved for IGETC are designated assuch in the course description. Students should refer toassist.org for further information.The IGETC and CSU GE patterns can be found in the GeneralEducation (GE) Patterns section of this catalog or online atsmc.edu/articulation.General Education Certification“General Education Certification” means that SMC hasverified that a student has completed the lower-divisiongeneral education requirements, and this guarantees thatno additional lower-division general education coursescan be imposed on a student as a condition of graduation.“Certified” community college students are deemed to havesatisfied the lower-division general education requirementsof their chosen transfer institution. “Uncertified” UC andCSU transfer students will have their transfer courseworkapplied to the graduation requirements of their new UC orCSU campus, but may find that they must complete morelower-division general education units than are required of a“certified” transfer. For this reason, “fully certified” transferis strongly recommended. NOTE: Students transferringto a CSU should be aware that nine (9) units of upperdivision general education courses must be completed aftertransfer.Santa Monica College is authorized to certify students whohave satisfactorily completed the required courses. Thisincludes not only courses taken at SMC, but also selectedcoursework taken at other regionally-accredited collegesand universities through a process called “pass alongcertification.” As a result, it is critically important for everystudent who transfers into SMC from another college oruniversity to have official transcripts sent directly from theother institution(s) to SMC’s Admissions Office. AllIGETC coursework MUST be completed before a student’stransfer to receive “Full IGETC Certification.” Students willreceive “Partial IGETC Certification” if they are missing nomore than two courses from the IGETC pattern.CSU GE CertificationThe California State University (CSU) system will extend“Full CSU GE Certification” to students who have completedall sections of the CSU General Education Pattern. “PartialCSU GE Certification” is awarded for completion of one ormore, but not all of the five general education subsections.CSU Certification should be requested during a student’slast semester at Santa Monica College. If a student isonly partially certified, most CSU campuses will allow thestudents to work on attaining full certification by takingSMC courses during an inter-session or during concurrentSMC-CSU enrollment.Requesting CertificationStudents whose transfer plan is the IGETC or the CSUGeneral Education Pattern should request certificationafter they have selected and committed to attend a fouryear institution. Requests for certification should be filed inthe Admissions Office during these dates (requests will beprocessed ONLY during these periods):Fall semester – October 1 to December 1Spring semester – January 1 to July 31Students are responsible for making the request forcertification. Santa Monica College does not automaticallycertify. Certification request forms are available online atsmc.edu/forms and in the Admissions Office. A minimalprocessing fee will be assessed (consult the AdmissionsOffice website for details).PLEASE NOTE: IGETC or CSU GE certification from SMCmight not be completed by the transfer college’s publisheddeadline for submission of application transcripts. Studentsshould NOT depend on this process for submission oftranscripts. A submitted certification request does notautomatically include a transcript submission to the transfercollege. A separate transcript order is recommended.TRANSFER TO THE UNIVERSITY OF CALIFORNIA(UC) SYSTEMSanta Monica College takes great pride in leading thestate in the number of students who successfully transferto the UC system. This system has ten campuses, thefollowing nine of which have undergraduate programs: UCBerkeley, UC Davis, UC Irvine, UC Los Angeles, UC Merced,UC Riverside, UC San Diego, UC Santa Barbara, and UCSanta Cruz. Admission representatives from UC campusesvisit SMC on a regular basis. Stop by General Counseling &Transfer Services to obtain a calendar of these scheduledvisits, or check online at smc.edu/transfer.UC ApplicationsIGETC CertificationUC applications are available August 1.When Santa Monica College is a student’s last/most recentschool of attendance, SMC can certify the completion ofthe Intersegmental General Education Transfer Curriculum(IGETC), which satisfies the lower-division general educationApplications for admission to the UC system are availableonline at admissions.universityofcalifornia.edu. CaliforniaCommunity College students receive admission prioritycompared to other transfer applicants, and several of theAcademicsTransfer InformationThe fact that so many different patterns exist createssome problems for the community college transferstudent. Fortunately, students at a California CommunityCollege may use the Intersegmental General EducationTransfer Curriculum (IGETC) to fulfill lower-division generaleducation requirements for almost all schools in eitherthe CSU or UC system. Alternatively, CSU has developed ageneral education pattern (CSU GE) for community collegetransfer students that meets the lower-division generaleducation requirements for all of the CSU campuses.37

The Transfer Admission Planner (UCTAP) — at sfer-admission-planner — is an online tool that can helpstudents plan and monitor progress towards transferringto a UC Campus. Because the pool of students applying tothe UC varies each year, the level of academic performancefor admission to a campus or to a major will vary as well.Variables such as the number of applicants, their academicqualifications, and the number of spaces available canimpact acceptance rates.AcademicsTransfer InformationUC Priority Application Filing PeriodTo Attend:FallWinterSpringApply:November 1 – 30July 1 – 31October 1 – 31All UC campuses accept applications for fall admission. Todetermine which UC campuses accept in winter and/orspring, call the specific campuses or see universityofcalifornia.edu/admissions for details.Transfer Admission Requirements for theUniversity of California (UC)The minimum requirements for UC transfer admission canbe found at e include: Complete the following 7-course pattern by the end ofthe spring term prior to fall enrollment at UC: Two transferable courses in English composition; One transferable course in mathematical conceptsand quantitative reasoning; Four transferable college courses chosen from atleast two of the following subject areas:– arts and humanities– social and behavioral sciences– physical and biological sciences Complete at least 60 semester (90 quarter) units ofUC-transferable credit. No more than 14 semester (21quarter) units of the 60 semester (90 quarter) unitsmay be taken on a Pass/Fail or Credit/No Credit basis.Courses designated “UC” in the course description willtransfer as baccalaureate credit for (at least) electivecredit to the University of California. Students shouldrefer to assist.org for further information. Earn at least a 2.4 GPA in UC-transferable courses (2.8if student is a nonresident) and be in good standing atthe last college or university attended. NOTE: Somemajors require a higher GPA for admission selectionand a higher grade point average is required to be amore academically attractive transfer applicant to mostUC campuses.All branches of the University of California allow up to 70transferable semester units from a community college.Students who have already completed 70 or moretransferable semester units at a community college maystill complete courses for credit (e.g., to finish IGETC ormajor requirements) at a community college, but will notbe able to transfer more than 70 semester units of credit tothe University of California. Please note: all UC-transferableunits will be included in the GPA calculation and analyzedfor subject credit.Students are advised to visit SMC’s General Counseling &Transfer Services for a realistic estimate of the current gradepoint average actually required for admission to variousmajor programs at various UC campuses, and to verify themost appropriate lower-division general education patternfor their goal.Beyond the Minimum: An AcademicallyAttractive Applicant for UCThe University of California tries to provide a place on oneof its campuses for all California resident applicants whomeet the minimum admission requirements and file anapplication during the appropriate filing period.In recent years, the number of applicants for somecampuses and some majors has far exceeded the number ofspaces available. When a campus cannot accept all eligibleapplicants, it uses standards that are more demandingthan the minimum requirements to select students. Thesecriteria are: Completion of a specified pattern of courses thatprovide continuity with upper-division courses in themajor; Completion of a specified pattern of courses that meetgeneral education or breadth requirements; Attainment of a specified GPA in all transferablecourses; Participation in academically selective honors coursesor programs; Special talents, achievements, and awards in aparticular field, such as the visual and performingarts or in athletic endeavors; special skills, such
