And whenthey face challenges, DASNY is ready to offer solutions, and todeliver. We have enhanced project delivery and expanded serviceofferings to better prepare DASNY to respond swiftly and expertly toour clients’ rapidly changing needs, thus meeting the needs of thepeople of New York.Throughout this report, we share some of DASNY’s significantaccomplishments and illustrate how our internal improvements areadding value to our partnerships in both construction and financing.In construction, DASNY’s expanded use of alternative constructiondelivery methods, such as construction manager-build and construction manager at risk, are speeding construction delivery and keeping

down costs for clients. We executed a newly developed design-buildcontract for a 24 million residence hall at The College at Brockport,which Governor Andrew M. Cuomo announced in March 2017. Weare extremely pleased with the progression of this project, whichwas completed this summer. It is one of our fastest new constructionresidence hall projects to be completed in recent years. Usingdesign-build significantly reduces the project timeline.This success confirms our efforts to increasingly deploy designbuild, which will be used for the new 250-bed residence hall atSUNY Polytechnic Institute in Utica and the 750 million NYS LifeSciences Public Health Laboratory in the Capital Region.In finance, DASNY issued approximately 8.5 billion, completing21 bond financings. The financings included more than 294 millionfor Memorial Sloan Kettering Cancer Center to help finance twonew ambulatory care centers, enabling patients to receive care ina comfortable setting close to home, and provided 678 million forNew York University, creating much-needed academic space andadditional learning opportunities.We are also working with our partners in State government tostrengthen the Western New York economy by revitalizing NiagaraFalls State Park. As you will see in the following pages, DASNY’srecent restoration of the Cave of the Winds in Niagara Falls capturesthe beauty of the State park and is the centerpiece of GovernorCuomo’s 70 million renewal effort at the park.Building on a foundation of diversity and inclusion, DASNY isdelivering projects that will encourage economic growth and ensurea stronger, more vibrant New York for decades to come. Driving Innovative SolutionsIn December 2017, various federal taxreform proposals threatened to eliminate the ability of DASNY’s health andhigher education partners to issuelow-cost, tax-exempt private activitybonds (PABs). DASNY responded,advocating for the preservation ofPABs and working hand-in-hand withits partners to help them meet theirfinancing needs.The DASNY Board met five timeswithin a six-week period to undertakeactions to ensure that its clients maintained their ability to finance and refinance the infrastructure that drivesNew York’s economy.“Eliminating PABs would have drivenup borrowing costs for not-for-profit6entities forcing them to issue taxablebonds,” said DASNY’s President andCEO, Dr. Gerrard P. Bushell. “Theincreased costs would have causedmany not-for-profits to push more oftheir infrastructure costs onto theirclients, and jeopardized services tosome of New York’s most vulnerableresidents.”DASNY accelerated six issuances inDecember 2017 for the following institutions: Fordham University, St. John’sUniversity, Touro College, CerebalPalsy Associations of New York State(Jawonio, Inc.), Bronx-LebanonHospital, and Memorial Sloan KetteringCancer Center.

Design-Build in ActionNew Residence Hall for The College at Brockport“We’re proud to be thefirst campus in recentmemory in the SUNYsystem to team up withDASNY on a designbuild and panelizedconstruction project.”– Heidi Macpherson, Ph.D.PresidentThe College at BrockportWhen Heidi Macpherson, Ph.D. beganher tenure as the seventh president ofthe State University of New York’s TheCollege at Brockport in 2015, she hada vision of the future. She wanted tobuild a better Brockport.That vision led to the College’s strategic plan, which mapped out a seriesof initiatives between 2017 – 2022.Dr. Macpherson knew a bold stepneeded to be taken right out of thegate – a step that would improve thelives of students already on campus,and attract those hoping to join them.one of its longest-standing partners:DASNY.To make the project possible, DASNYdeployed design-build, an alternativedelivery tool that can be applied toSUNY projects. DASNY designed anew contract that incorporatedlessons learned from the past. Thecontract is now serving as a model forother design-build projects DASNY isexecuting for SUNY campuses acrossthe rest of the State.That step was a new 24 million residence hall, scheduled for completionin time for the fall 2018 semester. Toget this ambitious project completedexpertly and efficiently in a relativelyshort timeframe, the College turned toWhen ground was broken for theresidence hall project in March 2017,Lt. The building features steel construction with concrete floors. It hasmodern fire-safety equipment, includingfull sprinkler and fire alarm systems, aswell as state-of-the-art security systemsand card access throughout. Thespaces in the building are built to fosterstudent learning and collaborative study,including a smart classroom, multipurpose room, and other features toenhance student interaction.“The construction of this new residencehall at SUNY College at Brockport isanother example of this administration’scommitment to investing in modernizing and updating our colleges and universities across New York,” GovernorAndrew M. Thecleanroom will play a major role in thefabrication of energy-efficient solarcells, hack-proof hardware — evendevices that can identify cancer cellsand revolutionize medicine.When working with technology on anano-scale, the tiniest of particles inthe air can affect the outcome of astudy. To maintain a level of cleanliness, the room uses high-efficiency airfilters and visitors are required to wearprotective gear such as gloves, hairnets, shoe covers and body suits.12“The Higher Education Capital Matching Grant Program (HECap) leveragesprivate investment with public dollarsto stimulate the economy and keepNew York competitive,” said DASNYPresident and CEO, Dr. Gerrard P.Bushell. “DASNY is pleased to administer this program and support importantprojects such as NYU’s ultra-cleanroom.New York is a leader in medical andscientific innovation. By helpingadvance projects such as this, we willempower scientists and open the doorto potential new cures and treatments— bringing hope to millions.”Funded in part by a 2.5 millionHECap grant administered by DASNY,Dr. Bushell visited the NanoFab Cleanroom fully equipped with a clean suitfor the reveal of the space. NYU beganfull operations in late spring 2018.

Helping Advance ScientificResearch and DevelopmentThe NYU Tandon NanofabricationCleanroom adds to the network offacilities in New York City that areenabling innovative research throughout the city. It was designed from thestart to complement cleanrooms atColumbia University and the CityUniversity of New York’s AdvancedScience Research Center (ASRC)NanoFabrication Lab. DASNY Bonds Further Investment in RisingResearch Hub at Columbia UniversityBuilding on a solid foundation, DASNYcontinues to support Columbia University by proving low-cost, tax-exemptfinancing when needed. Most recently,DASNY worked with Columbia University on a new issuance for the design,construction, and renovation of scienceand health care facilities at Columbia,and for other University projects.Part of the University’s ongoinginvestment includes an upgrade andexpansion of its CNI NanofabricationCleanroom, a facility in the EngineeringSchool at its Morningside Heights campus. Founded in 2014, the ColumbiaNano Initiative (CNI) enables multidisciplinary and collaborative researchprograms in nanoscale science andengineering, supporting the Departments of Applied Physics, ChemicalEngineering, Chemistry, ElectricalEngineering, and Physics.Victoria Benitez, Assistant Vice President ofCommunications, Columbia University, andDr. Gerrard Bushell point to the numerousDASNY-financed projects underway atColumbia and share a sneak peek of a modeldepicting Columbia’s tremendous vision for thefuture. Building the Foundation, EducatingCommunitiesSince 1954, DASNY and the State University of New York (SUNY) have partnered to provide students across NewYork State with best-in-class facilitieswhere they can live and learn.DASNY issues low-cost, tax-exemptbonds through the SUNY DormitoryFacilities Program. The program allowsDASNY to finance construction andrehabilitation of residence hall projectsfor the SUNY system of senior collegesand universities located throughoutNew York State.Fiscal Year 2017-18 proved to beanother productive period in DASNYand SUNY’s storied history. DASNYissued 344.7 million in bonds throughthe program, including 212 million inrefinancing of older debt and approximately 133 million of new money fornew construction and renovation projects, including: More than 37 million to the Western New York Region, with approximately 15 million in financing forthe initial phase of renovation toMacKenzie Hall at Alfred StateCollege; 12 million supporting the 16 million conversion project ofBishop Hall and an additional 4.5million in financing for additionalMacKenzie Hall, Alfred State CollegeIn Western New York, the 17.8 millionPhase One renovation of SUNY Alfred’sMacKenzie Complex is now complete, andstudents have moved into the 132-bed residence hall. An existing two-story dining hallon the accompanying quad was completelyrenovated to create food service, studentlaundry, a fitness room and seating areas.“Built in 1970 as the largest singlehousing complex in the SUNY system,the renovation of MacKenzie Hall with1,100 beds will make a huge impacton our students. Building the Foundation, Educating Communities, cont’d.Ridgeview Hall, SUNY New PaltzRidgeview Hall at SUNY New Paltz has been awarded LEED Silver certification duringFiscal Year 2017-18. The construction of the 227-bed residence hall was completed in2015 and helped relieve a housing shortage on the New Paltz campus. The constructionof the 70,524 square-foot building cost 25 million.Ridgeview Hall includes double occupancy rooms, a café with seating for 100 people,air conditioning, LED lighting, rain gardens, Skype lounges, a seminar room, and acard-access security system. The project also included the construction of a 192-spaceparking lot.residence hall renovations at BuffaloState College; more than 5.5 million to support facility upgrades atthe University at Buffalo; and anadditional 350,000 of financing forrenovations at SUNY Fredonia. More than 22 million to the FingerLakes Region, with approximately 19 million for the new residence hallat the College at Brockport. More than 2.5 million to theSouthern Tier to support renovations at several residence halls atSUNY Delhi.18 More than 24 million of financing tothe Long Island Region to supportStony Brook University, which hasdeveloped projects designed to meetincreasing demand for on-campushousing. Bishop Hall at Buffalo State CollegeSUNY Canton and 1 million forupgrades at SUNY Potsdam. About 8 million to the CapitalRegion for renovation projects at theUniversity at Albany. More than 2 million to the CentralNew York Region with approximately 800,000 of the financing for thefinal stages of the 8 million renovation of SUNY Cortland’s DeGroatHall; approximately 600,000applied to the initial stages of the 12 million renovation at SUNY Cortland’s Smith Hall; a master planninginitiative at SUNY Morrisville; andparking facility enhancements atSUNY Upstate Medical Universityin Syracuse.extensive renovations at SUNY NewPaltz's Bevier Hall.
