PURPOSEPasco County Mosquito Control District (“District”) is seeking the services of a Floridalicensed Real Estate Broker or Broker Associate to provide Real Estate Services on an “asneeded” basis. The required services will consist of acquiring or selling commercial,agricultural, undeveloped or vacant property. This Request for Qualifications (“RFQ”) seeksto qualify one or more subject area expert brokers or broker associates to assist withidentifying and securing property based on the District’s buying needs or opportunities toacquire a larger facility, including bond financing associated therewith; as well as, potentiallyselling property no longer needed by the District if a larger facility is identified andpurchased. Qualification under this RFQ does not guarantee any Real Estate Broker or BrokerAssociate will be engaged or hired by the District to perform such services.BACKGROUNDThe District currently owns and occupies approximately 10 acres located at 2308 MarathonRoad, Odessa, FL 33556 consisting of approximately a 6,000 square foot administrationbuilding, a 5,000 square foot chemical storage building, a 8,000 square foot shop building,three (3) 1,400 square foot detached parking canopies, a 3,000 square foot hanger and one(1) FAA approved helicopter landing pad.

PROJECTThe Broker or Broker Associate will work with the District to provide the services listed inthe Scope of Work.SCOPE OF WORKThe scope of the work shall consist of, but not be limited to, the following: Assist the District to search and locate available property as needed. Represent the District in negotiations and contractual issues related to buying andselling property. Assist the District in facilitating and coordinating with a lender for bond financing of theproperty. Assist the District in the evaluation of property. Present oral and visual presentations to District’s staff and Board, as requested by theDistrict. Provide regular progress reports to the District. Provide general real property consulting on an as needed basis for issues unrelated topending purchases or sales of property.MINIMUM QUALIFICATIONSThe following minimum qualifications are required in order for a Respondent to be evaluated: Respondent must be a licensed Real Estate Broker in good standing in the State ofFlorida. Respondent must be either a Real Estate Broker or Broker Associate. Respondent must have a minimum of seven (7) years’ experience working in theacquisition and sale of at least one of the property types held by the District,including commercial, agricultural, and undeveloped or vacant property. Respondent must have experience with providing commercial property comparative marketanalysis. Respondent must be insured in compliance with the District’s minimum policy limits ofCommercial General Liability coverage of 1,000,000 per occurrence/ 2,000,000aggregate for bodily injury, personal injury, and property damage and AutomobileLiability coverage of 1,000,000 per occurrence for bodily injury and property damage. Respondent must have E&O Insurance with a minimum policy limit of 1,000,000for each claim and 1,000,000 aggregate with 30 days’ notice of cancelation.Respondent must be a member in good standing with the West Pasco Board ofRealtors or Central Pasco Board of Realtors. It is strongly recommended that the Respondent live and work in Pasco County,Florida.

It is strongly recommended that Respondent have a designation of a CertifiedCommercial Investment Member (“CCIM”). It is strongly recommended that the Respondent be an accredited Land Consultant.Respondents to this RFQ are not required to be subject area experts in all desired areas ofexpertise. The District will choose from the list of prequalified subject area experts dependingon individual project needs.PROPOSAL CRITERIASubmittals should include the following information: Brokerage Firm Information: The proposal shall contain the legal name and addressof the company, including the legal form of company (partnership, corporation, jointventure, etc.).E&O Coverage of the Brokerage Firm: The proposal shall include a copy of theBrokerage Firm’s E&O Insurance Policy.Insurance Coverage of the Brokerage Firm: The proposal shall include a copy of theFirm’s Liability, Casualty, and Workers Compensation Insurance Policy(ies).Experience of the Brokerage Firm: The proposal shall include the firm backgroundand at least three references.Years of Experience: The proposal shall include the total number of years the firmhas been operating as a real estate brokerage.Qualifications of the Project Team: The proposal shall contain the names of theindividuals and experience of each that will be directly involved with this project.Detailed Scope of Work: The proposal shall contain enough detail to demonstrate anunderstanding of the project and checklist of responsibilities; including any additionalservices that might be available.Fee Proposal: The proposal shall include a fee schedule to include the following:commission or hourly rate for the acquisition or disposition of real property and forreal property leases, if applicable. EVALUATIONEach proposal will be analyzed by District staff. The District staff may choose to interviewtop firms. Factors to be used in evaluating the proposals will include, but are not limited to: Firm’s ability to provide the requested servicesQualifications, skills, applicable experience of firm and firm’s team members (Brokers andBroker Associates)Demonstration of relevant experience in the applicable types of real propertytransactions in the local area and the scope of services requested by the DistrictProposed fees for servicesQuality and content of proposalLocation of office and its team membersExperience in working with similar organizationsReferencesGENERALReservation of Rights. District reserves the right to request additional information fromRespondents prior to final selection and to consider information about a firm other than thatsubmitted in the proposal or interview. District may select for contract negotiations the firmthat, in District's judgment, will best meet the project’s needs, regardless of the comparisonof fees and costs estimated by the Respondents.Disclaimers. District is not committed to any course of action as a result of its issuance ofthis RFQ and/or its receipt of a proposal from any Respondent in response to it. In particular,Respondents should note that the District may: Reject and not consider any proposal that does not conform to the instructionsand specifications which are issued herein, including but not limited toincomplete proposals or proposals offering alternate or non-requested servicesNot accept proposals after the stated submission deadlineWaive any informality, irregularity, immaterial defects or technicalities in anyproposals or other responses receivedReject all proposalsCancel the RFQ at any timeAward a contract in connection with this RFQ at any timeMake no award of contractNegotiate fees and/or agreement terms with the awarded Respondent at the District’sdiscretionAppoint more than one firm to provide services on given portions of the projectTerminate a contract awarded pursuant to this RFQ at any time for convenience upon 10days’ written notice to the selected RespondentProhibit any further participation by a Respondent or reject any proposal submitted thatdoes not conform to any of the requirements detailed herein

No Reimbursement. District will not reimburse any organization for proposal preparationcosts or other work performed in connection with this RFQ, whether or not a Respondent isawarded a contract.Proposal Records. Proposals (including accompanying materials) will become the propertyof District. Proposals will be held pursuant to Florida law regarding public records.Proposal Validity Period. All Proposals shall remain valid offers open for the Districtacceptance for a minimum of 21 days following the RFQ due date.Addendum to the RFQ. Any changes, additions or deletions to the RFQ will be in the formof a written addendum issued by the District and forwarded to all Respondents. Except asstated in this provision, no person is authorized to amend or revise any part of this RFQ, inany respect, either in writing or by oral statement.Questions. Respondents are responsible for reading carefully and understanding fully theterms and conditions of this RFQ. Requests for clarification or additional information mustbe made to the proper contact referenced below. Only written communications relative tothe project shall be considered. It is incumbent upon Respondents to verify District’s receiptof their questions. To the extent that a question causes a change to any part of this RFQ, anaddendum shall be issued addressing such.SUBMITTAL REQUIREMENTSThe deadline for submitting clarification questions is 3:00 pm on June 19, 2020.Questions and answers will be sent to all respondents on June 10, 2020.Please submit any and all questions in writing to Rhonda Stevens, Administrative Managerat rstevens@pascomosquito.org.
