ABOUT TOURO UNIVERSITY WORLDWIDEMISSIONThe mission of Touro University Worldwide (TUW) is to offer online degreeprograms to serve the needs of adult learners (service to society), professionals (intellectual pursuit), and the underserved (social justice). Together, the campus basedand online programs contribute to the achievement of the overall Tourocore values driving this mission to provide opportunities for those who areunderserved, provide service to society and achievement of the overallTouro University Worldwide student success.HISTORY OF THE TOURO COLLEGE AND UNIVERSITY SYSTEMIn 1790, George Washington visited the Touro Synagogue in Newport,Rhode Island, and spoke eloquently of democracy, ethics, equal opportunityand the American ideal. Little did he know how far his words would carry.Washington's vision inspired Isaac and Judah Touro, leaders in colonialAmerica, to pioneer their family's efforts to enrich the lives of all people,regardless of creed or color, through educational opportunities, spiritualoutreach, and vocational enterprise. The Touro family began providing major endowments for universities, the first free library in North America, independent health facilities across the United States, and communities inIsrael.In 1970, in the tradition established by the early Jewish-American leadersfor whom it is named, Dr. Bernard Lander founded Touro College tostrengthen the Judaic tradition and serve the broader community with compassion and dignity. Chartered by the Board of Regents of the State of NewYork, the College welcomed its first 35 students in the Liberal Arts and Sciences in 1971.From humble beginnings, Dr. Lander built a flourishing institution thatreaches across the country and the world. Touro is currently enrolling over18,000 students a year in a broad range of disciplines, including business,law, social work, Jewish Studies and technology. Each decade has usheredin a wave of new academic and professional programs designed to give students an advantage in an increasingly competitive world:1

The 1980sThe Jacob D. Fuchsberg Law Center and the School for Lifelong Educationopened, as well as a college for recent immigrants. The latter would eventually evolve into the New York School of Career and Applied Sciences (NYSCAS).The 1990sTouro University California, Touro University International, and the School ofHealth Sciences were established, introducing colleges of osteopathic medicine, pharmacy, health sciences, and education. Touro expanded its undergraduate offerings with new campuses in Brooklyn and Manhattan.The New MillenniumSince 2000, the Touro network has grown to include international sites inParis and Berlin, as well as coastal campuses in Los Angeles, Orange County,and Miami. In 2004-5, the new Touro University Nevada launched programs inosteopathic medicine, nursing, occupational therapy, and education. Between2007-2009 the College of Osteopathic Medicine and the College of Pharmacyopened in Harlem, and in 2011 New York Medical College, in Valhalla, NY,became part of the Touro family.In 2010, when Dr. Alan Kadish took over as president of Touro following Dr.Lander’s esteemed tenure, he renewed our commitment to ensure that evenas we grow, each campus, every program, and all of our students are held tothe standard set for us over 220 years ago.Touro is a system of non-profit institutions of higher and professional education. Touro College was chartered in 1970 primarily to enrich the Jewish heritage, and to serve the larger American and global community. HISTORY OF TOURO UNIVERSITY WORLDWIDEThe Touro College and University System has a long track record of offeringhigh quality online degree programs in professional fields at the Bachelor,Master, and Doctorate levels. Touro University International (TUI) wasfounded in 1998 by Dr. Yoram Neumann and Dr. Edith Neumann and was thefirst university in the world to offer a regionally accredited PhD programonline with no residency requirements. Government and military studentshad exceptional participation. Drs. Neumann, the founders, led TUI for 11years (1998-2009). At that time, TUI had graduated 14,000 proud alumni.From no courses in 1998, TUI offered more than 50,000 course registrations in2009. In 2007, TUI was sold to a private equity group.Touro University Worldwide (TUW) was founded in 2008 by Dr. BernardLuskin to replace the void that the sale of TUI had created. Drs. Neumann, thefounders of TUI, returned to Touro in July 2012 and assumed the leadership ofTouro University Worldwide. The mission of online education at Touro University Worldwide is to offer professional degree programs to serve the needs ofadult learners (service to society), professionals (intellectual pursuit), and theunderserved (social justice).3

KEYNOTE SPEAKERGeneral James “Jim” CombsJim retired in 2009 as the CommandingGeneral the 40th Infantry Division aftermore than 42 years in uniform. Jim entered active military service in the Armyon July 1967 and after completing a tourin Vietnam he was appointed a Lieutenant in the California Army NationalGuard. Jim progressed through command and staff assignments and wasultimately appointed Commander of theCalifornia Army National Guard’s sixteen thousand service members in2003. In this capacity he was responsible for the deployment of over seventhousand troops in 2004 and 2005. During this assignment he was mobilized to support Guard and Reserve deployments as part of Operation Enduring Freedom.Jim received another dual hat assignment in 2007 as the Commander of the40th Infantry Division and Commander Joint Forces Training Base with theprimary focus on preparing units for employment as part of both joint andcombined forces for state and federal missions. Jim worked closely with theEmployer Support of the Guard and Reserve (ESGR) to create a favorablepartnerships with employers to enhance the retention of reservists andprepare employers to support the mobilization of two of his brigades intoIraq and Afghanistan.Since his retirement from the military in 2009, Jim has invested his time innonprofits endeavors to support returning warriors. His effort includedworking with: incarcerated veterans, veterans suffering from PostTraumatic Stress and Traumatic Brain Injury, as well as Guard and Reservetransition assistance and fundraising. Jim was elected President of theGreater Los Angeles Chapter of the Association of the United States Army inJune 2014 and served for two years. In October 2015 Jim was appointed bythe Secretary of Defense as the State Chairmen of California’s Employer5

Support of the Guard and Reserve Committee. Its primary mission is to helpcreate a favorable relationship between California’s fifty-eight Guard andReserve members and their employers, reducing unemployment amongreservists and when required acting as a mediator to resolve conflicts withemployers.Some of Jim’s awards include the Distinguished Service Medal, "Order ofCalifornia" from Governor Arnold Schwarzenegger and the "MagnoliaMedal" from Governor Haley Barbour of Mississippi for exceptionally meritorious service. Jim was also selected as the “Man of the Year" in 2008 byCity of Los Alamitos and in 2009 by City of Cypress for his support to veteran and military nonprofit organizations within those communities. Jimwas elected President of the Southern California Association of the US Armyin 2014 and received the Association’s McClain Medal for outstanding contributions to the Army.Jim received his Bachelor’s degree from Humboldt State University, hisMaster’s degree from Shippensburg University in Public Administration andis a graduate of the US Army War College. Jim is married to Janet and theyhave a son, Staff Sergeant Vincent Combs, a member of the California ArmyNational Guard who has deployed twice in support of Iraqi Freedom.6
