Design Delegation AgreementDistrict 4 Progress ReportJanuary 2017–June 2017BackgroundThe Design Delegation Agreement was executed on January 31, 2015, between Headquarters (HQ)Design and the District 4 Director, Bijan Sartipi, in response to the 2012 Program Review, astakeholder survey, and the 2013/2014 State Smart Transportation Initiative Review. The District4 Director delegated all approval authority defined in the Design Delegation Agreement to theDeputy District Director of Design, Helena “Lenka” Culik-Caro, as applicable and detailed inAttachment 3 (Tracking log for delegated design policies and deliverables).This Fifth Progress Report discusses District 4 (District) activities related to delegated districtapprovals, including a performance measure summary of results from January 2017 through June2017.District 4 Activities and Accomplishments1. From January to June 2017, the District approved seven mandatory design exception factsheets. Two of these fact sheet approvals were for exceptions to 2013 Delegated MandatoryDesign Standards. The Deputy District Director of Design approved five mandatory designexception fact sheets, and the Design Office Chiefs approved two exceptions to the 2013delegated mandatory design standards fact sheets. Detailed descriptions of each Districtapproved fact sheet begins on page 3 and is also summarized in Attachment 1 (Mandatorydesign exception fact sheets) and Attachment 2 (2013 Mandatory design exception factsheets).2. There were no freeway agreements executed from January to June 2017. The Districtanalyzed several route matter actions related to freeway agreements. See Attachment 4(Freeway agreement status) for details.3. There were no exceptions to Design Information Bulletin 82-5 accessibility designstandards approved at the District level from January to June 2017.4. The District Design Liaison (DDL) attended all the monthly “Think Tank” meetings (heldon the first Friday of each month). The DDL also attended (by phone bridge) the monthlyThursday afternoon “Office of Project Support” meetings (held during the same week ofthe month as the Think Tank meetings). The Think Tank meetings continue to be used todevelop policies that will result in changes to the Highway Design Manual, the ProjectDevelopment Procedures Manual (PDPM), and other guidance. One fact sheet for exceptions to mandatory design standards was approved on 1/27/17 fora frontage improvement project on Route 82 (El Camino Real) at the San Carlos TransitVillage in the city of San Carlos, San Mateo County. Exceptions to mandatory designstandards were approved to maintain the existing right-turn lane shoulder, which is lessthan the minimum 4-foot design standard, and other locations where the existing shoulderwidth is less than the minimum 8-foot design standard. The widening required to meet theshoulder width standard was constrained by right-of-way limitations, environmentalconcerns, and compliance with local agency agreements (see Attachment 1; #1, 4J380SM-82-6.2/6.8).Route 82 northbound (El Camino Real) near postmile 6.2 in San Carlos, San Mateo County.San Carlos Transit Village to be constructed between Route 82 and Caltrain rail line.2. One fact sheet for exceptions to mandatory design standards was approved on 2/23/17 fora bicycle and pedestrian improvements project on Route 1 at Tamalpais Junction in MarinCounty. Exceptions were approved to maintain existing shoulders below the 8-footminimum design standard width and for an 11-foot width on a two-way left-turn lane. Theexception was approved due to property acquisition, costs, and schedule delays (seeAttachment 1; #2, Permit 0416-NMC0307-MRN-1-0.47/0.77).Route 1 northbound (Shoreline Highway) in Marin County; the location of future bicycleand pedestrian improvements in the vicinity of the existing left-turn lane.3

One fact sheet for exceptions to mandatory design standards was approved on 4/20/17 foran embankment slip-out repair project on Route 1 in the vicinity of Tennessee ValleyRoad in Marin County. The project constructs soldier pile wall, side gutter, and guardrailupgrades. Exceptions were approved to maintain the existing shoulder below the 8-footstandard width, horizontal clearance below the 4-foot standard, and stopping sightdistance. Widening and realignment would require hillside cuts, which are not a viablealternative due to environmental constraints and local agency regulations (see Attachment1; #3, 2J560-MRN-1-0.3).Route 1 northbound (Shoreline Highway) south of Tennessee Valley Roadin Marin County; near location of future slope stabilization repairs.4. One fact sheet for exceptions to mandatory design standards was approved on 5/1/17 fora signal installation project on Route 123 (San Pablo Avenue) and Bancroft Way in thecity of Berkeley, Alameda County. To meet the 11-foot width of the turning lane designstandard, an exception was approved to reduce the shoulder width at that location from 8feet to 6.5-feet. In addition, the exception was approved due to constraints at that locationthat limited widening alternatives (see Attachment 1; #4, 1J700-ALA-123-2.83).Route 123 northbound (San Pablo Avenue) approaching the Bancroft Way intersectionin the city of Berkeley, Alameda County.4

One fact sheet for exceptions to mandatory design standards was approved on 6/30/17 fora project to replace San Rafael Harbor Bridge No. 27-0033 in Marin County, includingramp widening to current Caltrans design standards. A nonstandard ramp superelevationrate that is below the minimum design standard was approved as a design exception. Thereason for approving the exception is the presence of geometric constraints that wouldcause additional environmental impacts and business relocations (see Attachment 1; #5,4G820-MRN-101-10.6/10.8).Route 101 northbound approaching the San Rafael Harbor Bridge No. 27-0033 nearpostmile 10.6 in Marin County.Delegated District Approvals: 2013 Mandatory Design Exception Fact Sheets1. One fact sheet for exceptions to 2013 mandatory design standards was approved on5/24/17 for interim bikeway modifications under permit at the Route 280 and Page MillRoad interchange. The scope of work is part of a larger bikeway improvements project inpartnership with Santa Clara County. The fact sheet approved a design exception to allowa local facility (Page Mill Road) in State right-of-way to have a shoulder width of lessthan 4-feet (see Attachment 2; #1, Permit 0416-NMC2192-SCL-280-18.4).Page Mill Road westbound approaching the Route 280 northbound on-ramp and Route 280undercrossing near postmile 18.4 (SCL-280) in Santa Clara County.5

One fact sheet for exceptions to 2013 mandatory design standards was approved on6/14/17 for a safety improvement project related to the bikeway modifications project onRoute 280 and Page Mill Road. The fact sheet approved an exception to the mandatorydesign standard width of outside lanes on a local facility (Page Mill Road). The reason forthe exception was that the required widening was outside the scope of work andpartnership agreements (see Attachment 2; #2, 2G350-SCL-280-18.2/18.6).Page Mill Road approaching the Route 280 southbound on-ramp and Route 280 undercrossing(SCL-280) in Santa Clara County.6
