What is the CDE?The Consumer Directed Employer (CDE) project willtransfer the administrative functions andresponsibilities of Individual Provider (IP) managementfrom DSHS and AAA case management staff to theConsumer Directed Employer.1/22/192

Q: What does "DSHS will have the oversightresponsibilities for managing the CDE vendor”mean?A: DSHS will manage the CDE contract and monitorvendor compliance using dedicated FTEs who aretasked with on-going quality assuranceresponsibilities.1/22/1919

Q: Will case managers be able to view the hours anindividual actually worked?A: This will be determined after the CDE vendor isselected and begins working with the department onsystem requirements.1/22/1920

Q: What agency will handle any hearings concerningvendor overpayments?A: Overpayments will be issued to the CDE ratherthan to IPs, in the same manner as overpayments areissued to a home care agency rather than theindividual home care agency worker. Overpaymentswill be issued to the CDE by state staff.1/22/1921

Q: Will the CDE have the ability to fire an IP, or willonly the client have that ability?A: The client will have the ability to dismiss an IPfrom working with the client; the CDE will determinewhether the IP can continue to be employed andhave the IP work with a different client.1/22/1922

Q: Will case managers still be able to deny a clientchoice of provider with a Character, Competenceand Suitability (CC&S) review?A: The CDE will complete the CC&S review and thecase manager will have the opportunity to provideinput. In the event the CDE finds the IP should not behired or continue to work as an IP, for compliance orother reasons, the CDE may terminate the IP fromemployment with the CDE.1/22/1923

Q: If an IP accidentally enters more time than theyare allocated will the CDE alert them to themistake?A: This will be part of the CDE vendor’s system andwill be determined after the CDE vendor is selectedand begins working with the department on systemrequirements.1/22/1924

Q: How do clients/families that do not have access tothe internet or a computer complete electronictimesheets?A: IPs will begin using Electronic Visit Verification (EVV) atthe time the CDE is implemented. Providers will berequired to clock in and out as well as provide theadditional information required by the 21st Century CuresAct. The vendor will provide multiple options for thisdata entry including one that will meet EVV needs in theevent there is no access to internet or cellular data.1/22/1925

Q: Will the case manager be able to track an IP’scontracting status?A: IPs will no longer have contracts. They will becomeemployees of the Consumer Directed Employer.Methods for case managers to track the IPsemployment status will be determined after the CDEvendor is selected and begins working with thedepartment on system requirements.1/22/1926

Q: Centers for Medicare and Medicaid Services(CMS) exempts 2 entities from EVV, nursing homesand group home residences. With so many clientsliving at home with family caregivers, can CMSamend the group home exemption by dropping theword "group" such that family caregivers living withtheir loved one can be exempt from EVV?A: DSHS continues to work with CMS on potentialEVV policy options for live-in care providers.1/22/1927
