ClosedECircuitInsider report: behind the scene, before the factBack in front? In view of many observers, designation ofFred Silverman as president and chiefexecutive of NBC creates opportunity forhigher visibility for some long -time keyNBC executives, among them ChairmanJulian Goodman and Vice ChairmanDavid C. Adams. Theory is that Mr.Silverman, concentrating on programing, will need more than ordinary amount oftop level counsel and oversight assistancefrom experienced hands.Mr. Goodman gave up chief executive'spost year ago to focus on corporateprojects and long-range planning. Mr.Adams, who for years had operated athighest levels with minimum visibility, agreed several months ago to remainbeyond normal retirement date at end ofnext month, though on scaled -down basis. As part of agreement he's to get twoseparated months off each year plusnormal vacation time to be taken one dayper week.Campus recruiterAlthough FCC Chairman Charles D.Ferris is still not ready to announce staff ofstalled network inquiry, names havesurfaced in speculation over two key poststo be created -economist and legalcounsel. Professor Stanley Besen of RiceUniversity is said to be likely choice foreconomist's job. However, matter remainsundecided although he has talked toChairman Ferris at least twice, in earlyDecember ( "Closed Circuit," Dec. 12)and again last week. Professor ThomasKrattenmaker, who teaches antitrust andconstitutional law at GeorgetownUniversity, has talked to chairman aboutjoining network staff, but again nodecisions or commitments have beenmade.Chairman Ferris's apparent interest inacademics makes it likely network inquirywill not get back on track until May, whencollege year ends.Waiting for wordSenate Communications Subcommittee'spatience has been strained to breakingpoint waiting for White House toimplement its reorganization plan andsend up name of Henry Geller to headnew National Telecommunications andInformation Administration in CommerceDepartment. Making plans for hearings onPresident's public broadcasting legislation, subcommittee staff was annoyed atadministration's suggestions for Carterspokesmen who were perceived as too lowlevel or inexperienced in publicbroadcasting. As consequence, subcommittee counsel, Mary Jo Manning, speaking for subcommittee ChairmanErnest Hollings (D -S.C.) and newCommerce Committee Chairman HowardCannon (D- Nev.), has told White Housethat subcommittee won't act on anyadministration bills until it receives Gellernomination.DebuggingFinal drafting of reports by TexasInstruments and FCC on highperformance television receiver TI builtfor commission under 200,000 contractis being held up while efforts are made toeliminate final bugs from project. Model ofset that was undergoing tests atcommission laboratory outsideWashington was returned to Dallas afterwhat one commission official described as"new type of taboo" showed up. Thatproblem was solved, and set was sent backto commission. TI's Clint Hartman nowsays project has been completed and thatwhile set -designed with goal in mind ofreducing number of UHF taboos, thusmaking possible more economical use ofspectrum -does not meet allcommission specifications, improvements"sufficient to reduce taboos" have beenmade. But at commission lab, engineers arefinding problems, which they want TIengineers to check. Difficulty may simplybe in manner in which measurements aremade. Or, engineers say, modificationsmay be necessary. In any case, officials donot expect TI's report on set -and FCC'sevaluation -until late February.Odd lotStation reps are reported to be receivingrequests from Procter & Gamble, TV'slargest advertiser, for 45- second spot TVavailabilities on behalf of several brands.P &G's agencies, Benton & Bowles andWells, Rich, Greene, both New York, would not discuss development, believedto be first time national advertiser hasproduced and is seeking to place 45second announcements. Rationale is thatsome messages may not need 60 secondsbut require more than 30.Out of pocketNo matter what business deductions maybe endangered by President Carter's newtax proposals, present law puts crimp inbudgets of National Association ofBroadcasters board members planningjoint meeting with Canadian Associationof Broadcasters board in Toronto, June25 -30. Board members may deduct limit ofBroadcasting Jan 30 19789 55 of daily expenses at business meetingsin Toronto, provided they do at least sixhours of serious business per day. Boardmembers receive 45 per diem allowancefrom NAB which nowhere near coversusual expenses. It means only 10 ofexpenses per diem can be claimed ondirectors' tax returns. That may give somemembers second thoughts about takingwives. All this was reviewed at NAB boardmeeting two weeks ago in Puerto Rico, where news was reportedly greeted withequanimity. Some reason that expenseswill not be as great as if meeting werebeing held at tropical resort.Spark plugNew excitement in public broadcasting ispredicted following election of Newton N.Minow as chairman of Public BroadcastingService (BROADCASTING, Jan. 23). Mr.Minow, former FCC chairman (1961 -63),knows broadcasting operations not onlyfrom FCC background but also as Chicagolawyer representing both private andpublic broadcasters. He has high regard forPBS President Larry Grossman. Mr.Minow previously withdrew fromappointment to board of Corporation forPublic Broadcasting with explanation hecould not comply with requirement that hemake public his financial statementwithout breaching agreement with 100partners in firm of Sidley & Austin.Conrad venturesThose wondering what Anthony L.Conrad has been doing since he leftpresidency of RCA last September afterdisclosure of personal income taxproblems can find partial answer in newsreports of sale of sophisticated datacommunications equipment in exportmarket. Mr. Conrad, who headquarters athome on Gibson Island, Md., isconsultant to Telenet CommunicationsCorp. of Washington. Principals inTelenet, also Conrad clients, are Drs.Richard H. Bolt, Leo L. Beranek andRobert Newman, scientists and professorsat Massachusetts Institute of Technologyand authorities on communications, computer technology and acoustics. Dr.Beranek is also president of WCVB -TVBoston.Telenet announced last week thatBritish post office awarded it 400,000plus contract for packet network -switchingequipment to provide international datacommunications service for UnitedKingdom subscribers. Previously, it hadsold other telecommunications carrierssimilar equipment, including recenttransactions with Trans -Canada Telephoneand Hawaiian Telephone.
