CHAPTER 1IntroductionForewordGENERAL101. The Dominion Command Sports Guide is published toprovide guidance for the organizers and competitors atDominion Command sponsored sports events.102. Dominion Command sponsors the following events:a. Dominion Curling Championship, introduced in 1957;b. Dominion Cribbage Championships, introducedin 1989;c. Dominion Darts Championships, introduced in 1975;d. Dominion Eight Ball Championships, introduced in2012; ande. Legion National Youth Track and Field Championships,introduced in 1957.CONTENT103. The Sports Guide has evolved over time to the pointwhere it is an excellent source of information for membersat all levels of The Royal Canadian Legion. It must beappreciated that it is a guide and should be followed asclosely as possible. It is recognized that hosts will encountersituations that will cause them to deviate from theinformation published, but changes should be minimal.It is stressed that a well organized and dedicated committeewill be able to overcome any obstacle it may encounter.104. The Sports Guide has been divided as follows and eachpart contains information concerning an individual’seligibility to participate, responsibilities of the hosts,regulations and technical rules as applicable:a. Member Sports; andb. Legion National Youth Track and Field Championships.GEOGRAPHICAL GROUPINGS105. To ensure all branches have an opportunity to hostDominion Command Member Sports Championshipsand ensure the sites are rotated throughout the country,Provincial Commands have been divided into threegeographical groupings. The command groupingsare as follows:7SPORTS GUIDE

a. West—British Columbia/Yukon, Alberta-NWTand Saskatchewan Commands;b. Central—Manitoba/NWO, Ontario and QuebecCommands; andc. East—New Brunswick, Nova Scotia/Nunavut,Prince Edward Island and Newfoundland/Labrador Commands.It is intendedthat DominionChampionshipsbe held in eachgeographicalgroup once everythree years.It is intended that Dominion Championships be heldin each geographical group once every three years.106. The geographical groupings are not applicable to theLegion National Youth Track and Field Championships.EVENT PROTOCOL107. Legion dress, with medals, is required of all Provincialand Dominion representatives and the LocalArrangement Committee (LAC) in attendance at theofficial opening and closing ceremonies of each of theDominion Member Sport Championships and theLegion National Youth Track and Field Championships.108. It is mandatory that the ritual for the Act ofRemembrance be conducted during the official openingand closing ceremonies of each of the DominionMember Sport Championships and the Legion NationalYouth Track and Field Championships.109. It is mandatory that all Legion sponsored competitorsattend the awards banquet held at the completion ofevery Legion Members Sport competition.PARTICIPATION110. Sports has always been an important aspect oflife within The Royal Canadian Legion as there issomething for everyone. The role of the competitors isobvious, but the contribution of the organizers, fundraisers and countless others must not be forgotten forit is they who ensure the success of the program. Itshould be remembered that participation is the key;all are encouraged to join in for the joy of sport and thespirit of healthy competition that results. If sports areapproached from this perspective, all are winners.NOTE: The use of words indicating the masculineor feminine are interchangeable and one meansthe other.8THE ROYAL CANADIAN LEGION

CHAPTER 2EligibilityIntroductionto CompeteCOMPETITORS201. Dominion Member Sports Championships are opento members as defined in the General By-Laws of TheRoyal Canadian Legion. Ladies Auxiliary membersmay participate in all Legion Sports at all levels,with permission of the applicable Legion ProvincialCommand. Eligibility requirements for Ladies Auxiliarymembers to participate in member sports are the sameas for members of The Royal Canadian Legion.ELIGIBILITYTo be eligible,members must bein good standingand must havetheir membershipcard for the yearin which thechampionshipis being held intheir possessionat the site of thechampionship.202. To be eligible, members must be in good standing andmust have their membership card for the year in whichthe championship is being held in their possession at thesite of the championship.203. New members (defined as Ordinary, Associate andAffiliate) in good standing are eligible to participateat all levels of competition immediately.204. Reinstated members are able to participate in LegionMember Sports immediately, provided they aremembers in good standing.SENIORS205. To be eligible to participate in any Senior Championship,the member must be 50 years of age prior to January 1stof the year in which the championship is being held.COMPOSITE BRANCH TEAMS206. The members of a team shall belong to the same branchand shall represent that branch within their parentcommand. An exception to this criterion is as follows:a. Any branch with 100 or less members in any one zone,or district where no zone exists, and who cannot fieldtheir own team may pick up a maximum of two playersfrom any “other branch” within their zone or districtwhere no zone exists with the intent of creating a team(for the smaller branch) for the purpose of Legioncompetitive play.10THE ROYAL CANADIAN LEGION

TRANSFERS207. To be eligible to play, members who have transferredmust have been members of their new branch as ofJanuary 31st of the year preceding the year of thechampionship. In other words, in order for the memberto participate at a Dominion Championship to be heldApril 2013, he must have been a member of his branchas of January 31st, 2012.208. It has been recognized that a rigid application ofthe above criterion can be unfair. Exceptions havebeen authorized to permit members in the followingcircumstances to participate immediately:a. An eligible member, in good standing, who is aTo be eligible toplay, members whohave transferredmust have beenmembers of theirnew branch as ofJanuary 31st of theyear precedingthe year of thechampionship.member of a branch that was required to surrenderits Charter to Dominion Command and the memberhas transferred to another branch, shall enjoy thesame rights and privileges he would have enjoyedhad the Charter not been surrendered and thebranch dissolved;b. A member who retires or who has been transferredby his employer, or whose personal circumstancesdictate a change of employment or permanentresidence is eligible to participate in DominionMember Sport Championships. The member mustprovide, on demand, proof that the transfer wasinitiated by the employer and that he was a memberof a branch at his former place of residence on orbefore January 31st of the year preceding the year inwhich the competition is to take place. The membermust also confirm that he is changing his permanentplace of residence; andc. Further to Section 208.b. above, the member has oneyear of grace, from the effective date of retirement,change of employment and/or permanent residence,to transfer his membership to his new branch.TEAM COMPOSITION209. Each command is invited to send one team to aDominion Championship. If desired, the doublesand singles players for the Cribbage and DartsChampionships may be drawn from the team.Each command isinvited to send oneteam to a DominionChampionship.11SPORTS GUIDE

210. Only Provincial Command champions (team, double,single) for the year in question are eligible to participatein Dominion Member Sports national tournaments.211. Commands that do not enter competitors into a specificmember sport competition on the Dominion CommandRegistration Form (i.e. singles, doubles and team events)will not be permitted, upon arrival at the host site, toenter any competitor(s) into that specific event.SPARES/SUBSTITUTES212. With the exception of Dominion Curling (see Chapter 4,Rink Composition), spares are not authorized to participatein Dominion Member Sports Championships. If one ofthe team members is not capable of playing, a substituteis to be obtained, at the actual competition, as follows:a. If the Provincial Command Sports Representative isCompetitors arenot required topay an entry feeat a DominionMember SportsChampionship.in attendance and is capable of participating in thesport, he will be permitted to play as a substitute; orb. If the Provincial Command Sports Representative isnot present or not capable of participating, the hostwill provide the substitute as provided for in theRegulations and Technical Rules of each sport.ENTRY FEES213. CHAPTER 3Responsibilities and DutiesDOMINION COMMAND301. The Dominion Curling, Cribbage, Darts and Eight BallChampionships are conducted under the authority of theDominion Command Sports Committee of the DominionExecutive Council. The Committee determines thelocation, the rules and the manner of play of DominionChampionships, but the Dominion Executive Counciland/or Dominion Convention authorize policy.302. The Dominion Command Sports Committee isresponsible for:a. Providing fare saver airfares (lowest available rate),for four competitors per member sport event from thenational airport nearest their place of residence to thenational airport nearest the site of the Championshipand return. For Provincial Command team memberschoosing to travel by car to Dominion Member SportChampionships, each member whose vehicle is utilizedfor this purpose is provided the equivalent of thelowest available fare-saver airfare (from the nationalairport nearest their p
