It is the crown jewel of the IllinoisState Fairgrounds and has hosted countless high-profile events since its inception.The scope of work for phase II of the Coliseum renovation consists of multiple interior upgrades. These upgrades includerenovating the lower level spaces to include accessible restrooms, offices, and support spaces. A new elevator will beinstalled; repairs will be made to the interior masonry; and new floor coating will be applied at the concourse, vomitories,and arena sitting areas. The building will receive new electrical service, sprinkler system, heating for the entire building,cooling for the lower level, and new lighting. This prompted a bidprotest to be submitted to CDB on April 12th, 2021.The review process for the bid protest was lengthy and was eventually resolved onAugust 5th, 2021, which resulted in the protest being denied. On September 8th,2021, the CPO determined that due to the extended length of time since the bidduration expiration and the associated cost escalations for material and labor sincethe project bid, it was in the best interest of the state to cancel all bids receivedand to rebid the project.I reached out to the A/E on September 8th, 2021 to explain that all bids werecancelled and that we would be rebidding the project. I explained that we wouldneed a proposal from the A/E for rebidding purposes to update the specificationsand drawings. We received the mod proposal on October 5th, 2021 and a meetingwas held on October 12th, 2021 to discuss the proposal.It was determined that the A/E would need to revise and resubmit their proposal.The revised proposal was received on November 15th, 2021 and was determinedto be accepted on a not to exceed basis on November 30th, 2021 which the A/Eagreed to. This modification was drafted by the contract executive and issued to014

the A/E for signature on January 21st, 2022. City Colleges ofChicago (CCC) requested CDB to combine these into one project with two phases to create a comprehensive project toexpedite the necessary updates/repairs. The scope of work also provides fortuckpointing and repairing sections of the existing exterior masonry, cleaning and painting steel lintels, and cleaningmicrobial and efflorescent staining from the masonry surface.As work began, the brick masons observed a discharge of mortar dust adjacent to areas of joint grinding, indicating thepresence of additional mortar deterioration that was not visible during the original survey. Some areas of the originaltuckpointing were found to require a brick rebuild. Masons removed some displaced brick to prevent a falling hazard toworkers below. The existing stone foundation is also cracked as revealed by the removal of dirt and paint during thepressure washing and chemical cleaning process.Description of RFP Change: Provide for additional masonry work that was discovered during cleaning and tuckpointingof the stone and brick.
