6. INTEGRATED URBAN ENVIRONMENTAL MANAGEMENT (IUEM)Thane-Belapur Industrial Area (TBIA) and Chembur, Maharashtra, IndiaGoldfinch carried out the IUEM project as Indian counterpart of Ecology & Environment, Inc.,USA. This study project is a part of The World Bank's Metropolitan Environmental ImprovementProgram (MEIP), executed by The Environmental Department, Government of Maharashtra. This study was carried out for two hot spot areas; TBIA, and Chembur, known to haveenvironmental problems. TBIA is the largest industrial belt in Asia, housing more than 1200small, medium, large scale; diverse type of industries. Chembur, which is part of GreaterBombay, houses 8 very large industries and other urban industries and other urbandevelopment. Both these areas have become mixed use are as over the years & hence anintegrated approach program was desired. The work carried out by Goldfinch encompasses anEnvironmental Assessment, Feasibility Studies, and an Integrated Plan of Action. Theenvironmental assessment included collection of data, preparation of computerized databases, data assessment, identification of data gaps and determining the environmental status of thestudy areas. Various databases for water contamination, air pollution, soil contamination, micrometeorological parameters etc. were prepared. Also an overview of current waste treatment anddisposal practices was done and pollution loads in air, water and land were estimated. Goldfinchcarried out feasibility studies on industrial waste abatement, disaster management, trafficmanagement, strengthening of public services and health impacts. In industrial wasteabatement, Goldfinch performed an engineering analysis of the existing pollution abatementpractices in order to develop new strategies for a more cost-effective, long-term pollutionabatement program in the study areas. Methodologies used were; industrial waste classification/ inventory, identification of treatment methods, review of emissions and standards anddevelopment of methods of compliance, evaluation of pollution control alternatives with anemphasis on waste minimization, pollution load estimation, and design of pollution abatementprogram. In disaster management; hazards from industrial, transportation and nontransportation sources were considered. Methodology used included identification of disasterscenarios using computer modeling, review of existing risk assessments and mitigationmeasures and recommendations for improvement. A traffic management plan and a roadnetwork improvement plan for Chembur was developed with an intent to reduce vehicular trafficcongestion and air pollution. Emergency escape route for use in disaster was also identified. Areview of the existing public service infrastructure was done and improvements wererecommended in the areas of solid waste management, storm water drains, green belt/30

afforestation, sewage system, legislation and zoning policy. For evaluating the health impacts ofpollution the existing data on epidemiological studies of disease rates in the communitiessurrounding study areas was sought to identity exposed and unexposed areas. A guideline formonitoring health impacts was developed. For improving environmental conditions, anintegrated plan of action was developed, which consisted of the results of the environmentalassessment and feasibility studies and is supplemented by recommendations for policychanges, priorities for action, potential financial sources, and institutional and manpowerrequirements.7. WASTE ANALYSIS AND DESIGN OF A WASTE TREATMENT FACILITYChiplun, Maharashtra, IndiaFor an industry that manufactures engineers’ steel files and twist drills, Goldfinch conductedfeasibility studies and designed a waste treatment facility. The industries’ process encompassescropping to packing including hardening, pickling, and electro-polishing. Cyanide waste wasgenerated from hardening and chromium waste was generated from electro-polishing andpickling. The industry was not allowed to discharge trade effluent in sewer and it was to bereused/ recycled after treatment. Goldfinch completed feasibility studies to determine a suitablecost-effective treatment scheme. Analysis of effluent samples for various parameters and pilotplant studies were carried out for this. The scheme consisted of isolating cyanide and chromiumbearing waste and treating them separately. After chemical reaction, solids were allowed tosettle in clarifier. Clarified water, mixed with domestic effluent was oxidized by biologicaloxidation on the principle of extended aeration. Goldfinch designed, fabricated, erected, andcommissioned the entire treatment facility, prepared the operating manual and trained industrystaff to operate this facility. The parameters of the treated water were within the consentedlimits. For reuse/ recycle of the treated water, various alternatives were considered. Goldfinchsuggested reusing the water for gardening. Treated water was tried on different saplings forabout two months and found to have no adverse effects. An irrigation system for the entire plotwas designed. The solid waste generated was mainly iron dust produced during wet grinding.Studies for reuse/ conversion of this waste to any other form were performed. After elaboratestudies, a process was evolved to make ferrous sulphate using this waste. For making internalroads in the factory, this dust was used in the tar.31

8. WASTE-WATER MANAGEMENT - Khopoli, RaigadClient proposed to manufacture Phenyl Glycine at their plant at Khopoli. Goldfinch performedwaste-water management. The waste-water emanating from the process included various typesof streams including cyanide bearing, free chlorine bearing, high dissolved solids bearingcontaining mainly inorganic solids (HDS), and low dissolved solids bearing containing highorganic load (LDS). Goldfinch developed a treatment process based upon the samples availablefrom the pilot plant and from the theoretical estimations. Further, Goldfinch engineered theentire project up to the commissioning stages including the design of equipment, piping, electrical and instrumentation. Goldfinch evaluated various options for treatment includingstripping, chlorination, evaporation, incineration, and biological oxidation; and estimated thecapital and running costs. The treatment scheme selected consisted of segregation of streamsin three main categories: cyanide, LDS, and HDS. Cyanide was destructed by chlorination usingsodium hypochlorite or free chlorine bearing stream from process when available. The freechlorine then was removed and this stream further joined the LDS stream. LDS stream wasgiven primary treatment of neutralization, alum coagulation and settling followed by two stagebiological oxidation (extended aeration process), and secondary settling. The sludge generatedwas dried and used as landfill or manure. The HDS stream was equalized and pumpedcontinuously to a multiple effect evaporation system. Here waste was concentrated to a flowableextent and the concentrate disposed in the saline zone at a selected location. The evaporatorcondensate joined the LDS stream. Various legal/ statutory requirements were fulfilled and thenecessary consents/ no objection certificates (NOCs) obtained on behalf of the industry from thestate pollution board by Goldfinch.9.
