Labelling and Packagingrequirements for Detergents& Biocidal Detergent ProductsInformation SheetSeptember 2018The Detergent Regulations cover the manufacture, placing, making available on the marketand use of detergent products. In addition, detergents with a biocidal action are alsoregulated by the Biocidal Products Regulation (BPR) which includes disinfectants, sanitisers,antimicrobials, antibacterials and any detergents with biocidal activity. This information sheetcovers the packaging and labelling requirements of detergents and biocidal detergents.All detergents on the EU market must be labelledand packaged according to the DetergentRegulations. Detergents that contain biocidalactive substances must also comply with theBiocidal Products Regulation.The responsibility for labelling and packaging ofdetergents and biocidal detergents lies with; all manufacturers/producers andimporters of detergent / biocidaldetergent products, any person changing the formulation(composition) of a detergent/biocidaldetergent, andFor detergents containing biocides it is theresponsibility of the Notification holder orAuthorisation holder to ensure that theirbiocidal detergent product(s) is also labelledin accordance with Article 69 of the BiocidalProducts Regulation.Detergent Products andBiocidal Detergent ProductsA detergent is any product intended for washingand cleaning. Labelling and Packaging requirements for Detergents andBiocidal Detergent ProductsInformation SheetSome detergent products may contain biocides.Biocidal substances are incorporated intodetergent products to give them antibacterial,antimicrobial, disinfecting or sanitising propertieswith the intention to destroy, make harmless orcontrol harmful organisms such as bacteria orviruses by means other than mere physical ormechanical action (see Article 3(1) of the BPR).How to know if a Detergent Productcontains a Biocide?rules set out in the classification and labellinglegislation (see Further Information).Specific packaging and labellingrequirements for Detergent Products soldto the general publicThe following information must appear on thepackaging of all detergent products which aresold to the general public: Name and trade name of the product.The label of a biocidal detergent product willclaim a biocidal effect such as; antibacterial, Name, full address and telephone numberof the party responsible for placing theproduct on the market. Names of any allergenic fragrances (aslisted in Annex III of the CosmeticsDirective).Labelling and Packaging ofDetergents and Biocidal DetergentProducts Website address where the list ofingredients of the detergent product isprovided.The labelling and packaging of all detergentproducts must comply with the requirements ofthe Detergent Regulations. They include; notification or approval number (e.g. PCS9xxxx or IE/BPA 7xxxx). Labelling and Packaging requirements for Detergents andBiocidal Detergent ProductsInformation SheetSpecific labelling requirements forDetergent Products classified ashazardousAll detergent products which are classifiedas hazardous must be hazard labelled inaccordance with Regulation (EC) No. 1272/2008on the Classification, Labelling and Packaging ofsubstances and mixtures (CLP).The hazard label on the package must displaythe following information; the trade name of the mixture, content (weight or volume) – for productssold to the general public (unless specifiedelsewhere on the package), the name, address and telephone numberof the EU supplier, hazard pictogram indicating the hazardconcerned, signal word, hazard statements describing the hazard ous effect e.g. Harmful if inhaled, and precautionary statements to allow theuser of the chemical to take measures toprotect health / environment e.g. Keep out ofreach of children.Ingredient Data Sheets and SafetyData Sheetsfor the labelling and packaging must also ensurethat an Ingredient Data Sheet containingthe name of the detergent, the name of themanufacturer and a list of all of the ingredientsin the detergent is made available for medicalpersonnel (as per Art. 9 of the DetergentRegulation (EC) No 648 of 2004).All detergent and biocidal detergent productswhich are classified as hazardous and which aresold to professional users must have a SafetyData Sheet (SDS) that outlines the hazard andsafety information for the product.For any detergent classified as hazardous forhealth and/or for physical effects which is placedon the Irish market, it is obligatory for importersand formulators to include the National PoisonsInformation Centre (NPIC) emergency numberin section 1.4. The NPIC emergency numbercannot be used in Section 1.4 of an SDS until thenotification process is complete. The notificationprocess is explained on the NPIC Registration.For institutional or industrial detergents wherea Safety Data Sheet is available, and providesthe exact information as is required by theIngredient Data Sheet, this will suffice in place ofthe Ingredient Data Sheet.Important: Where a detergent is sold toIn addition to ensuring that the labelling andpackaging are in compliance, those responsiblethe general public only or where a SDS isnot required because the detergent is notclassified as hazardous, an Ingredient DataSheet must be available.Page 4
