All Scouts are required to have a completed Consent to Treat Form on their personat all times. Drop-off instructions will be given at check-in.At check-in, each Patrol Leader will be provided a numbered Camporee Packet with score sheets andimportant information. Please insure that all information is reviewed and understood by all members ofthe Patrol. Page 4 of 9INTENT OF CAMPOREEUnder the direction of the Senior Patrol Leader and Patrol Leaders, Scouts working as Patrols willdemonstrate Scout spirit, leadership, resourcefulness, Scouting skills, and ability to work together.Inexperienced patrols are encouraged to use Camporee as a training opportunity.CAMPFIRECampfire will take place on Saturday evening. The Camporee staff is planning an exciting and funprogram. Call-Out for elected Order of the Arrow Candidates will be part of the Campfire Program.Each Patrol will have the opportunity to audition a skit for the Campfire and if selected may participate inthe Campfire. Bonus points, up to 10 points, may be awarded for skits, songs, stories, run ons, etc. perpatrol. Skits should be fresh, new and appropriate for youth. Old and used skits may not be consideredfor bonus points. Auditions are Saturday between 12:00 – 1:00 and will be judged by the OA.RULES AND REGULATIONSThese rules are set forth to insure all participants’ experience the true enjoyment of Camporee. This isintended to be a guide for Unit Leaders, Scouts, and Staff. Patrols are to pack a trail lunch to eat duringlunch break. Patrols must pack and Drink Water.RULES OF CONDUCT1.Scout-like behavior is expected at all times. All participants are expected to be true to the ScoutOath and Scout Law as well as National B.S.A. policy.2.Adults and Scouts are not allowed in Troop or Patrol campsites between 9:30AM and 3:00PM onSaturday. Two (2) adult leaders must be in camp while patrols are in camp and when cooking.There is a minimum of 1:10 ratio of adults to scouts in camp site. Two deep leadership at alltimes.3.One objective of Camporee is to allow the Senior Patrol Leader, Patrol Leaders, and the Patrolsto function without coaching from adult leaders. Adults are welcome to observe but are notallowed to coach or give assistance in the skill events. Coaching, mentoring or assisting byadults may result in loss of points to patrol or patrols.4.Between Taps and Reveille, all Scouts should remain in their tents quietly with the onlyexception being KYBO visits.5.Troops will sit as a unit during campfire and each unit leader will insure proper behavior of theirunit. NO LIGHTING OF LIGHTERS WILL BE TOLERATED AT THE CAMPFIRE.6.The Boy Scout Class A, or Troop uniform with Troop identification (class B), is the proper attirefor skill events. These uniforms are required for all Scouts at Camporee. Patrols should beconsistent in their uniforms.7.Class A uniforms are expected at Hike-In, Flag ceremonies, Campfire, Scouts Own services, andClosing Ceremony.8.All Scouts are required to have a completed Consent to Treat Form on their person at all times.9.NO ROCK THROWING or throwing objects of any kind, inappropriate use of combustibleswill not be tolerated. ANY SCOUT CAUGHT USING MATCHES, LIGTERS, ETC INAPPROPRIATELY WILL FACE DISCIPLINARY ACTION UP TO AND INCLUDINGIMMEDIATE EXPULSION. Page 5 of 9ACCIDENTS AND INJURIESAll accidents and injuries must be reported, as soon as possible after the incident, to the First Aid Stationand an Accident and Injury Report must be completed.INAPPROPRIATE AND CONTRABAND ITEMSCamporee Staff will confiscate any contraband item and any other items that are considered or deemedunsafe or inappropriate for Camporee. Firearms, sheath knives, radios, music players, electronicgames, iPods, TV’s, electronic communication devices, and fireworks are inappropriate. CELL PHONEUSE DURING SKILL EVENTS WILL NOT BE ALLOWED. ANY SCOUT OBSERVED BY STAFFUSING HIS CELL PHONE CAN HAVE HIS CELL CONFISCATED AND GIVEN TO HISSCOUTMASTER WITH A POSSIBLITY OF POINTS BEING TAKEN AWAY FROM THAT PATROL ORTROOP. The Camporee Committee considers alcoholic beverages, non-prescribed drugs, cigarettes ortobacco products, contraband.SECURITY AND SAFETYFor safety and security, the front gate will be locked from 10:00PM until 6:00AM. See Camporeechairman or campmaster to exit after 10:00PM.PARKINGPark vehicles in marked areas only, no parking will be allowed in campsites or Skill Event areas.CAMPSITESADULT LEADERSHIPUnits must maintain the National B.S.A. Policy of one (1) adult per ten (10) boys. No unit may remain atCamporee without Two Deep Leadership of two (2) adult leaders (one must be a least 21 years old andthe other at least 18 years old). Two leaders must be YPT certified. The 2 adult leaders must be incamp while patrols are cooking. A knowledgeable adult leader must supervise scouts whenever cookingstoves are used. Adult Leaders must be present whenever scouts are in patrol campsites. Adults andScouts are not allowed in Troop or Patrol campsites between 9:30AM and 3:00PM on Saturday.ADULT LEADERS ARE RESPONSIBLEFOR THE CONDUCT OF THEIR SCOUTS AT ALL TIMESTROOP CAMPSITE ASSIGNMENTSThe Campmaster will assign Troop and Patrol campsites. Two (2) Adult Leaders must camp with theirtroop. All other adult leaders must camp in the area designated for adult leaders and others. (Minimum,1:10, adults per scout). Campsites will be approximately 27’ x 27’ square per patrol.TROOP CAMPSITE AND FLAGA US Flag and a Troop flag or sign should be displayed in the Troop campsite area. Each troopcampsite must be clearly marked with a Troop Flag or a sign. Unit Leaders camping areas should beclearly marked. Page 6 of 9PATROL CAMPSITE AND FLAGPatrols should camp together in a clearly marked area. It is important to include a patrol flag or sign inthe patrol campsite at all times. A clearly marked patrol campsite area will ensure skill event judging willcredit the proper patrol. A patrol map of the site should be provided including North direction (compassorientation) and tent assignments. NO SITE SHOULD HAVE ROPED OFF AREAS. This is a safetyhazard.LOW IMPACT CAMPINGAll Camporee participants must follow the Principles of Leave No Trace Outdoor Ethics.CAMP MEALSMeals, breakfast and the evening meal, will be prepared at Troop and Patrol campsites. Saturday lunchmust be a trail lunch to be eaten away from the campsites. Patrols are to pack a trail lunch to eat duringlunch break. Patrols must pack and drink water throughout the skill event times. Be careful ofdehydration.COOKING STOVESWhen using cooking stoves all Stove Safety Rules must be followed. A knowledgeable adult leadermust supervise scouts whenever cooking or hooking up fuel to a stove. Once a stove is hooked up it canbe left attached to the fuel for the weekend. Turn stove off while not in use. B.S.A. approved stoves,canister type, butane, or propane can be used. All cooking must be done on above ground stoves (18”minimum).NO OPEN FIRES WILL BE ALLOWED AT CAMPOREENO BBQ’S WITH CHARCOALNO GROUND FIRES WILL BE ALLOWED AT CAMPOREESANITATIONPACK IT IN, PACK IT OUT. Patrols are to supply their own plastic trash bags. All trash, liquid and solid,must be kept in these plastic trash bags. Do not burn these materials. At the conclusion of Camporee alltrash must be removed, packed out, by Troops and Patrols. The "gray water" dishwater should be placedin designated disposal site. Gray water should not contain food material, trash, etc DO NOT WASH DISHES AT WATER FAUCETSDO NOT DUMP GREASE IN THE GRASS OR AROUND TREES - PACK IT OUTCLEAN-UP AND CHECKOUTAfter clean up, the camp and skill areas should show no evidence of the Camporee except for footprints.Cooperation in this regard is expected of all participants. Page 7 of 9The guide for Camporee, skill events, and scout behavior will be the Boy Scout Handbook 12th Edition.All Scouts should bring their Handbook to Camporee.COMPETITION AWARDSFour different awards can be earned by Patrols that participate in Camporee. The number of pointsearned during the skill event competition will determine the award a Patrol receives. Patrols willcompete in 10 skill events (each with a maximum of 100 points). No patrol can score more than 1000points.The awards and break points are as follows:· Presidential· First Award900 points and above800 to 899 points· Second Award· Third Award700 to 799 pointsup to 699 pointsAwards will be presented at the closing ceremonies on Sunday.SKILL EVENTSThe Skill Events will challenge Patrols and their members. The events will require the knowledge of andability to demonstrate the Scout skills needed to meet the joining requirements through those needed tocomplete the First Class Scout rank. Patrols will be judged on not only how well they know the skills, butalso how well they follow instructions and directions, follow their patrol leaders, their equal participation,their Scout and Patrol Spirit, and their ability to be creative and resourceful in resolving situations usingthe appropriate Scout Skills. As much as possible, Scouts will be asked to demonstrate the skills in apractical manner, in a situation they are likely to encounter in their scouting career.1. HIKE-IN(100 POINTS, CORE EVENT, OA) PAGES 262 TO 311All Patrols will hike into Camporee from the Drop off / Registration location. Patrol members need to beoutfitted as though they will be taking a 5-mile Patrol pack trip on a weekend back pack trip. Each patrolmember will pack-in their personal camping gear. The Patrol will have Hike Trip Plan before starting onthe trail. Patrols will be observed and judged on their trail manners, their ability to recognize and followdirections, and the way they adapt to trail situations and various trail conditions. Patrols may be judgedat various stages along the hike by judges not readily seen.2. CAMPING(100 POINTS, CORE EVENT, COMMISSIONER STAFF) PAGES 286 TO 311Patrol campsites will be judged throughout the Camporee. Patrol campsites must be free of health andsafety hazards, free of litter and garbage, and should practice the Low Impact Keys. Each Patrol needsa water container of sufficient size (5 gallons minimum), a shovel, a First Aid Kit, and enough tents for allmembers. Food, fuel and gear must be protected from the natural elements Camp Staff must be able toeasily find or see items. Patrol sites should be neat, safe, and comfortable. Campsites need to beclearly marked and identified and a site map with North orientation should be posted with the duty roster.3. FIRST AID (100 POINTS, CORE EVENT, TROOP 104) PAGES 124 TO 177Patrols will be tested on basic First Aid skills needed for Tenderfoot through First Class Rank. Patrolsmay be tested orally, in writing, and/or by demonstration. Patrols may be tested on the primaryobjectives in giving first aid, how to get help, doing first thing first, assessing hurry cases, treatingcommon camping or trail injuries, and moving and transporting an injured person. Patrol to havePATROL FIRST AID KIT WITH THE PATROL AT ALL TIMES FROM HIKE-IN TO SUNDAY AT END OFCAMPOREE.4. COOKING (100 POINTS, CORE EVENT, COMMISSIONER STAFF) PAGES 102 TO 107 &PAGES 314 TO 343Patrols should be able to demonstrate meal planning and preparation skills. Patrols may be judgedduring meal preparation, during the meal, or during cleanup after the meal. Menu’s (with ingredient list)and duty rosters are required. Camp duties must be rotated. Page 8 of 9the “Food Pyramid” per the Boy Scout Handbook on page 320. A hot food or drink item must be includedfor each meal (except those eaten on the trail). The Patrols should serve quality meals with sufficientquantity for all members. Patrols do not need to prepare an extra portion for the Judging Staff. Patrolsnot preparing Saturday’s evening meal should notify Camporee Staff at Check-in, so that the other mealscan be judged. Saturday lunch is to be a hot weather safe TRAIL LUNCH.5. FIRE SKILLS(100 POINTS, TROOP 125) PAGES 410 TO 415The Fire Skills event will test a Patrol’s knowledge of proper fire building and safety. Patrol membersmay be asked to explain the proper care and use of tools, proper fire lays, and cooking stove use andsafety. The Patrol will be asked to demonstrate their fire building and safety skills in a timed test.6. KNIFE AND AXE(100 POINTS, TROOP 135) PAGES 402 TO 409The Knife and Axe skill event will ask Patrol members about basic knife, axe and saw safety and use.They may be asked to demonstrate proper use, transporting, storage, cleaning & sharpening of thesetools, as well as to identify the parts of any of these tools.7. KNOTS AND LASHINGS(100 POINTS, TROOP 266) PAGES 21, 378 TO 400Patrol members will be asked to demonstrate their skill tying knots. Patrol members may also be askedproper knot usage and proper rope care. As a Patrol, Scouts will be asked to demonstrate their skill withlashings by building a camp gadget in the patrol camping space. The gadget or gadgets shall use 3 ofthe five scout lashings. CAMP GADGETS MUST BE MADE AT CAMPSITE.8. MAP AND COMPASS(100 POINTS, TROOP 373) PAGES 346 TO 375Patrols will be judged by their ability to solve problems using a map and compass. Patrol members needto know basic map and compass use and their pace. Patrols should have experience in measuringdistance, (including distance that can not be paced) and measuring heights, map use and symbols, aswell as how to map an area.9. CITIZENSHIP(100 POINTS, TROOP 141) PAGES 16 TO 65 & PAGES 68 TO 89Patrol Members should know the proper way to display, raise & lower, and fold both the American andstate flags. They should also know a citizen’s basic rights and responsibilities, important elements of ournational history, and basic facts about their country, their state and their community. Basic scout historyand facts may also be asked.10.MYSTERY EVENT/SURPRISE EVENTHANDBOOK(100 POINTS, TROOP 147) THE SCOUTThe Patrol will need to demonstrate leadership, teamwork and creative thinking to successfully solveproblems at this event. The Patrol members may or may not be working together using some basicscout skill to resolve a situation. The exact nature of the situation will be revealed to the Patrol whenthey check in at this event / events.NOTE:1. Each patrol to have a patrol first aid kit with patrol at all times.2. Each Boy Scout to carry his “SCOUT BASIC ESSENTIALS” with him at all times.(12th edition page 264)3. Each patrol member to carry drinking water following Leave No Trace principalsi.e. use reusable water containers, Nalgene bottles, etc.4. Camporee Trading Post hosted by the O.A. will be open to sell lightrefreshments.There will be a 7.00 per person camp usage fee that will be collected by Camporee Headquartersstaff upon your arrival.
