TEXAS FOREIGN-TRADE ZONESOverviewU.S. and Texas Foreign-Trade ZonesU.S. foreign-trade zones (FTZs or Zones) are thedomestic equivalents of what are internationallyknown as ‘free-trade zones.’ They are usuallylocated in areas with geographic trade advantages,such as major seaports, international airports, andnational frontiers. Within FTZs, company goods canbe unloaded, manufactured, reassembled, tested,sampled, processed, repackaged, and re-exportedwithout the intervention of U.S. customs authorities.Only when goods are moved outside a Zone do theybecome subject to U.S. customs duties. Zone statusmay also make sites eligible for state and local taxbenefits.Administrations (ITA), the latest data available,indicate that the combined value of merchandiseentering all U.S. FTZs totaled over 835 billion, upfrom 732 billion in CY 2012.Texas leads the nation with 32 FTZs, more than anyother state, according to the ITA’s FTZ website. Themap on the next page provides details on Texas FTZlocations. The state also currently has 64 firmsassigned to subzones. The ITA website’s Texas FTZlistings (see pages 3-9) provide details on TexasSubzones.Officially, FTZs are sites approved and administeredby U.S. Customs and Border Protection (CBP) aswell as the Foreign-Trade Zones Board (FTZB) andlocated in or near U.S. Customs Ports of Entry, whereforeign and domestic merchandise is considered to beoutside the country for the purposes of duty payment.U.S. Foreign-Trade ZonesBy the NumbersFTZs promote the international competitiveness ofU.S.-based businesses because Zone activitiesprimarily involve domestic operations combiningforeign inputs with significant domestic inputs.Zones also facilitate and expedite international trade,retain and create jobs, and encourage investment,manufacturing, and logistics within the United States.Businesses operating in FTZs can reduce duty andtax costs, as well as streamline their production andprocesses.The primary manufacturing industries benefitingfrom FTZs are oil refining, vehicles/automotive tics-related firms also benefit, as companies canutilize FTZs for warehousing, inspection, labeling,salvaging, and distribution. Retail trade is prohibited.Some FTZs contain Subzones, which are specialpurpose zones approved for use by one company fora specific activity, usually as manufacturing plants.Major companies operating in Texas FTZs includeBASF Corp., CITGO Refining & Chemicals, DellComputer, Dow Chemical, Exxon Mobil, GeneralMotors, Shell Oil, and Zale Corporation.Calendar year (CY) 2013 FTZ statistics from the U.S.Department of Commerce’s International Trade Number of zones: 177 FTZs and over500 Subzones Location of zones: 50 states andPuerto RicoValue of merchandise: over 835billionExports: over 79 billionEmployment: approximately 390,000Businesses served: 3,050 Source: ITA, CY 2013Texas had a number of top FTZ national rankings inCY 2013, according to the ITA. Texas ranked No. 1 for total FTZ exports,manufacturing/production-related activity,and warehouse/distribution-related exports.FTZ subzone No. 84O, assigned to ExxonMobil in Houston, Texas, ranked No. 1 forthe value of manufacturing operationsrelated merchandise received with 25-50billion. Texas subzones held five of the top10 rankings in this breakout area (122L No.4; 116A No. 5; 199A No. 7; 84J No. 9).1
