BILL 2016Activity and Service Fee Budget Proviso LanguageSpecial InstructionsI.GENERALA. No A&S funded account may pay any stipend, wage, salary, or salary increase toany positions not funded in Bill 2015 without express consent of the StudentSenate.B. In the event of shortfalls or excesses, the Vice President of Student Affairs, theSGA Advisor, the Senate President, and the Student Body President shall meetto review options.C. The suggestion for A&S Fees shall be 12.86 per credit hour.II.CAMPUS RECREATIONA. It is the position of the 67th Student Senate that the Bobby E. Leach StudentRecreation Center, the Fitness and Movement Clinic, the Intramural fields, andthe Rec SportsPlex have been primarily funded by student dollars and that thesefacilities' primary purpose is for student recreational purposes.B. Monies were allocated into the Expense category for the purpose of fundingSport Club Council Salary & OPS Wages.C. Monies were allocated as a lump sum in the expense category with therecommendation that Campus Recreation determine its designation.Ill.OGLESBY UNIONA. Any event or entertainment provided by the Oglesby Union shall be free andopen to all students with valid identification with the exception of Breakfast for aBuck. Non-FSU students shall be subject to admission fees.B. Revenue placed in the Headliner Account shall be used for the express purposeof bringing major concert acts for the entertainment of the Student Body. Thisaccount shall be administered by the Student Activities Office with input theHeadliners Committee, appointed by the Student Body President and approvedby Senate. An admission price may be charged to students in conjunction withmonies used from this account. The Headliner Account shall not be swept at theend of the fiscal year.C. It is the opinion of the 67th Student Senate that Headliners Artist Series supportthe FSU Homecoming expenses of Warchant and Powwow.

D. Monies were allocated as a lump sum in the expense category with therecommendation that Oglesby Union determine its designation.IV.STUDENT ACTIVITIES AND ORGANIZATIONSA Agencies, bureaus and affiliated projects are strongly encouraged to utilize theevent planning and contract negotiation services offered by the Student ActivitiesCenter throughout the planning and execution of any A&S funded events. Eventsinvolving a contractual service (speaker, musician, comedian, trainer, performer,etc.) exceeding 3,000 are to be planned and negotiated in consultation with arepresentative from the Student Activities Center prior to any verbal or writtencommitment of such A&S funds. This clause shall only pertain to the contractualservice (speaker, musician, comedian, trainer, performer, etc.) for negotiationand not necessarily for other arrangements such as space reservations,advertisement or any other component of the program.B. Monies in the Food category shall never be used for Executive Board meetingsand not more than three times each semester for General Body meetings.C. Monies allocated to the Student Government Administration Account areexpressly intended for the payment of the FSView, telephone, computerassessment, the Milestone, the Torch, maintenance contracts, office supplies,printing, advertisement, and miscellaneous expenses.D. No money shall be used to fund : service outside of the Tallahassee community,conferences, and/or travel with more than eight (8) students attending withoutspecific approval by Senate by a 2/3 majority.1.The Office of Governmental Affairs shall send no more than three(3) students on the annual trip to Washington , D.C., without specificapproval by Senate by a 2/3 majority.E. In regards to the Office of Elections, following the spring elections any A&S feesnot needed for the Black Student Union elections shall be reverted back to theSenate Projects account.V.SPECIFIC INSTRUCTIONSAAny A&S monies not spent on Homecoming shall be remanded to the HeadlinersArtist Series.B. The 67th Student Senate recommends that at least 1 Senate Representativeserve on all Homecoming Committees that involve A&S fees.C. The 67th Student Senate recommends the Congress of ·Graduate Students fundthe remaining needs of the Childcare Center in the salaries category.D. The 67th Student Senate recommends the Congress of Graduate Students fundthe remaining needs of the SGA Salary Account in the salaries category.

E. The Golden Tribe Lecture Series shall limit the amount of speakers to three (3) orless per academic year; with the recommendation of one (1) speaker in the fall ,one (1) speaker in the spring, and one (1) speaker for MLK Week activities.(1.The Golden Tribe Lecture Series Account shall not be swept atthe end of the fiscal year.F. Monies were allocated as a lump sum in the expense category to WVFS-V89,with the recommendation that WVFS-V89 determine its designation.G . The College Leadership Council Funding Committee is to be formed pursuant toFlorida State University Statutes Chapter 622, and is to give funding preferenceto the College Leadership Council at both the College of Social Science andPublic Policy, and the College of Human Sciences.H. Executive Projects is to give preference to designating a portion of its funds tothe renewal of the "Nole Cab" contract, with the recommendation the Departmentof Transportation Services review the possibility of funding a larger portion of"Nole Cab", depending on its success.I.Senate Branch is recommended to spend no more than 100 in the foodcategory per meeting which serves food.J . The Resource for Travel Allocations Committee ("RTAC") shall be entitled to asupplement of 10,000 from Senate Projects, if the RTAC Account has less than 1 ,000 by the first Senate meeting of the 2017 Spring Semester.1.The additional 10,000 shall be granted to RTAC only one (1)time, additional funds RTAC may request will be in the form of a TransferBill.K. Due to the limited budget in Bill 2015, the 67th Student Senate recommends thatno requesting organizations buy space improvement resources over 500 exceptfor Campus Recreation and the Oglesby Union. In this circumstance, the 67thStudent Senate recommends requesting organ izations go to Sweepings.VI.SEVERABILITY CLAUSESA. All clauses in the Proviso Language for Bill 2015 sha ll be considered fullyseverable.
