Those withrecommendations should contact Olin Compton. In addition, he alsodiscussed Committee Goals as requested by our PES President.Similiarly, anyone having recommendations for Goals or new futuredirections for our Committee should also contact Mr. Compton.-3.1Audible Sound and Vibration A. 3.4Dielectric Tests - R. E. LeeSee Attachment 5-87-H.During the presentation of the activities of the W. G. forRevision of Dielectric Testing of Distribution Transformers thequestion of balloting a Revised proposal for Routing Impulse Testingof Distribution Transformers became the subject of considerablediscussion. The concern was that the document had not received anon-controversal Subcommittee Ballot and it was felt that a MainCommitte Ballot was premature. Chairman Compton took the opportunityto stress that ballots should only be brought forward to the MainCommittee after satisfactory reconciliation of all major questions atthe Subcommittee Level. When negative ballots are received at theMain Committee level, from someone not directly involved, thereconciliation of the negative ballot often proves to be extremelydifficult and actually looses instead of gains time.Bob Lee also notified attendees of the "Round Table Discussion onLow Side Surge Requirements for Distribution Transformers" which wasgoing to be conducted this afternoon. (Secretary's Note: Mr. Leefurnished a report on this Round Table Discussion which is not to beconsidered a part of the Minutes of this Transformers CommitteeMeeting but which has been included as ATTACH. 5-87-1 due to the levelof interest in this subject and its future importance to the Committee)3.5Dry Type Transformers - R. E. Uptegraff. Jr.See Attachment 5-87-5.On a motion by Mr. Uptegraff the Transformers Committeeunanimously approved the re-authoriztion of ANSI C57.94-1982 entitled"Recommended Practice for Installation, Application, Operation, andMaintenance of Dry Type, General Purpose, Distribution and PowerTransformers." There were no abstentions.3.6Instrument Transformers - R. B. StetsonSee Attachment 5-87-K.Chairman Compton requested that Messrs. Stetson and Lee and theirrespective Subcommittees coordinate with each other regarding thequestion of Dielectric Testing of Instrument Transformers above 230kV.3.7Insulation Life - D. H. DouglasSee Attachment 5-87-LMr. Douglas indicated that topics such as Bubble Evolution andStray Flux Distribution are subjects which will require additionalwork in the future.3.8Insulation Fluids H. A. PearceSee Attachment 5-87-MIt was agreed that only minor editorial changes were made to thesuccessful ballot of Project C57.121- "Guide for Acceptance andMaintenance of Less Flammable Hydrocarbon Fluid in Transformers."-6

It was also agreed that this document could be sent to the IEEEStandards Board.Resolution of negative ballots on Project C57.111 is underway.It is hoped that resolution can be achieved thus allowing forwardingto the IEEE Standards Board.3.9Performance CharacteristicsSee Attachment 5-87-N-J. HarlowMr. Harlow stated that "All persons participating in IEEEStandards Activities must sign the IEEE Standards ActivitiesAcknowledgement Form within a reasonable period of time, understood tobe by the second meeting, or be excluded from Standards Activities."These forms have been available at this meeting. Those who have notyet signed them have until the New Orleans Meeting to do so. He alsoreported that the IEEE Board of Directors voted in February, 1986 toindemnify volunteers against reasonable expenses including, withoutLimitation, attorney's fees and judgements actually incurred by suchpersons in the defense of any action associated with authorized IEEEwork. The Board also agreed that standards volunteers should signforms acknowledging that they have read and complied with the IEEEStandards Manual and related material. This too has been available atthe meeting.In addition, any transformer committee ballot sent to the IEEEStandards Board after January 1, 1987 must have a copy of the signedform for all balloted members of the Transformers Committee.Provisions will be made at registration in New Orleans to insurethat all registrants, so required, will have signed the appropriateforms.There was considerable discussion regarding the definition of a"Participant" in the Standards Process. Those assembled favored theposition that an observer in a room in which a meeting takes place isnot a participant in the sense that he would not have to sign a formto be there.Only active participants in the process must sign theseforms as all IEEE meetings are considered open to all IEEE members.This would naturally include all Committee, Subcommittee, WorkingGroup, and Task Force Members among those required to sign.Mr. Harlow's Report is contained within the minutes of theAdministrative Subcommittee. IEEE/PES TRANSFORMERS COMMITTEEREPORT OF THE COMMITTEE CHAIRMANMAY 10, 1987I)This has been an interesting and busy 4 months for me. Ithas also been an eventful time for the committee. I have had towrite far too many responses to lers of resignation to persons who have been 1f our Committee.Thisactivity reinforcesneed to be constantly onnot only for. our Committee ;the lookout fbut, also, foittees and our Working Groups.At the 1987 WPM Technical Council Meeting in New Orleans inFebruary, the prime topic was the future handling of Standar.ds.A s you may know, only about half of the IEEE members have signedforms acknowledging that they have read the Standards Manual andIEEE By-Laws sections relating to Standards. There also seemsto be a skirmish going on between the Board of Directors and theStandhrds Board.As a result, there is more confusion than i.sneeded'in the implementation of the IEEE as an accredited Standards Approval body and the concurrent member indemnificationprogram. Incidentally, I want to assure you that all IEEE members participating in standards work are now indemnified. Youwill notice at this meeting we are bending over backward in ourattempt to do every thing right so there will be no questions--and more important, no delays in our Standards development.,One addition point must be made. Since the naming of theIEEE as an accredited Standards Approval agency, it has becomenecessary that we maintain a chain of accountability for allstandards related work.This means that permanent files willhave to be maintained on all Project Authorization Requests andother documents pertinent to a standard's development. AllWorking Group Chairmen should review their files and set up anynecessary permanent files and make sure they are either properlyhanded over to a successor to the Sub-committee Chairman, asappropriate.There is some concern in the Power System Relay Committeethat the T&D Committee's work on high impedance faults may beencroaching on the Relay Committee's turf. I'm sure this willbe straightened out and a standard will be forthcoming promptly.In the wake oh the "special paper session" by thd T&D bommittee' at the Anaheim TLD Conference has raised again the discussion of nconferencel' and Transactions grade papers.So acommittee will be named to again review this ongoing concern.After many meetings and much discussion we still are talkingabout how many papers can be approved for each Power Meeting.The current approach is a five year allotment schedule where theCommittees' Technical Papers Chairman can develop his individualschedule just so long as he doesn't exceed his five year total6Chairman's Report\\O
