COA stands for Council on Aging, it is a departmentwithin the Town of Bolton. The Senior Center is the physicalbuilding (located within the Bolton Country Manor seniorhousing building) where we host programs and our office islocated.What age is considered a “senior”? In Bolton the magic numberto be considered a senior is 60. (Now that you know that,take a peek at all the activities you have been missing outon!)What is the difference between the COA and FOBS? Becausethe COA is a town department, funded by the town budget, wecan not solicit or raise funds. FOBS stands for Friends ofBolton Seniors, they are a non-profit that works to supportBolton Seniors. The COA works very closely with FOBS toprovide additional services, help and programs that weotherwise wouldn’t be able to offer without their generosity.Some of the things they organize and fund are the SummerSenior Cookout, Thanksgiving Dinner, Tuesday Connectionprograms, hardship grants for seniors in need, and so muchmore. All of this is solely funded through donations. (Donationscan be sent to Friends of Bolton Seniors Inc., P.O. Space is limited, soplease sign up with Heather if youare interested.A NOTE FROM OUR REP– KATE HOGANSeasonal Resources Autumn is upon us, and with it some perennial truths: the cider will be delicious, the leaves along the Assabet beautiful, and winter is just around the corner. This is also the time of year that many seniors start to think about the cost of heating their home over the winter. This year, the cost of other staples may be anissue too. Following are some local, regional, and state resources that could be useful for seniors. The good people at our COA are always able to help whenapplying for assistance: Low Income Home Energy Assistance Program (LIHEAP) Residents who are experiencing a loss of income are urged to consult with their utility to see if they may qualify for the utility’s lowǦincome rate, ArrearageManagement Programs (AMP), or the federal LowǦIncome Home Energy Assistance Program (LIHEAP). Customers may qualify for lowǦincome assistance, even ifthey haven’t in the past, as eligibility is based on the last four weeks of gross household income. The AMP provides for an individualized payment plan that, iffollowed, allows the customer to have forgiven all or a portion of an outstanding unpaid balance. In order to qualify for LIHEAP, customers must have ahousehold income that does not exceed 60 percent of the state median income. Good Neighbor Energy Fund If you don't qualify for federally funded assistance programs, you can apply for the Salvation Army's Good Neighbor Energy Fund. The Good Neighbor EnergyFund can help Massachusetts residents experiencing a temporary crisis which has left them without enough money to pay their utility bill, but do not qualify forfederally funded assistance programs. To apply for assistance, contact your local Salvation Army Assistance Center. To make a contribution to the Good Neighbor Energy Fund, please visit the Salvation Army's website. You can also mail a check payable to "Good NeighborEnergy Fund" directly to The Salvation Army at 25 Shawmut Road, Canton, MA 02021Ǧ1408. SNAP Gap There are 659,340 people in Massachusetts who are eligible for, but not enrolled in, the Supplemental Nutritional Assistance Program (SNAP), also known asfood stamps. This might be youȄif you're not sure where to start, call Project Bread’s free, con idential, multilingual hotline and they will walk you through yourapplication: 1Ǧ800Ǧ645Ǧ8333. Mortgage and Rental Payment Assistance If you’re looking for help with housing costs, you’re not alone. State and local organizations are distributing federal rental assistance in our communities. Manyprograms take applications from both landlords and renters who are struggling to keep up with rent and other bills. There is no fee to apply for Massachusetts’Emergency Rental Assistance Program (ERAP) and free help is available to complete applications. The South Middlesex Opportunity Council, Inc. (SMOC) canassist you in applying.

Bolton Council on Aging600 Main St.Bolton, MA 01740BOLTON HISTORYWindmillsTrinity Church. In the 1887 Town AnnualReport there’s an “expense pertaining towind-mill” for 234.95 (which could have beenthe purchase price) and a repair charge of 9.35the following year for the windmill at the PoorFarm. The Poor Farm, which operated from1836 to 1903, was a working farm wherepaupers were supported at the Town’s expense;it was located on the corner of Farm and BerlinRoads. The last working windmill in town, seenin the picture, was at 218 Sugar Road, nowhome to Babacool Art Studio.With the demand for alternative sources ofenergy, wind power is seeing an interest thathasn’t existed since the mid to late 1800’s.Before electricity came to Bolton, the only wayto get water from a well was to haul it up bybucket or by pumping it up, either by hand orwith a windmill. For area farmers, windmillsbecame the most efficient way to pump waterout of a well primarily to provide water for thelivestock in the barn. There were 14 knownwindmills on farms in Bolton around 1898.Long ago, Earl Wheeler of Berlin remembered the windmill at the Wheeler farm (no longerstanding) at 401 Berlin Road and how it worked.The water was pumped up to a tank in the topof the mill and gravity took it to the house andbarn. In the barn, water ran down into a bigtrough for the cattle. A small stove at the baseof the windmill kept the water in the tank fromfreezing during the winter.
