III - The Establishment of Pamela's PalaceIn the earlier published articles I & II, while making reference to the novel “Things Fall Apart', a parallelwas drawn between Caribbean Export Development Agency (Caribbean Export) and the fact that it wason the verge of falling apart due to mismanagement by the Executive Director and executive officers.In reviewing the remarks on previous submissions it forced us to examine these records we were sentand it suddenly hit us like a rock, how the CE and its officers are simply establishing themselves as theowners of Caribbean Export; a regional trade, and investment agency composed of 15 CARIFORUMMember States.And with that realization it became clearer what this document’s focus HAD TO BE, to clearly detail how,in the absence of any controls, how the Caribbean Export version of Animal Farm is manifesting.The Council of Ministers of 15 CARIFORUM countries, and the EU, had a vision to establish a Caribbeantrade and investment development agency therefore The Agreement Establishing Caribbean Exportwas ratified. Caribbean Export was to be the Caribbean region’s response and mechanism to enhancetrade relations, technical capacity and exports for 15 countries.After many years, and the efforts of various CEOs, the CEDA agency was brought to a point of credibilityamong the various regional and international development agency stakeholders. Along comes the 'tradedevelopment saviour' in 2010, the pretty, bright and “pretend” religious Pamela Coke Hamilton “to therescue”.However, as opposed to following the mandate of Caribbean Export as laid down by The AgreementEstablishing the Agency and reiterated in the signed Contribution Agreement for EUR 28.3M EU fundedRegional Private Sector Development Programme, Pamela (and her band of misfits) concoct a diabolicalplan to “surgically high-jack” Caribbean Export from its owners - we the people of the Caribbean.That this kidnapping has been for their own personal/financial gain will be irrefutably substantiated by(i) high salaries not agreed in programme agreements, fringe benefits - renewed contracts and salaryincreases, for “loyal” supporting staff and friends to include (ii) purchases of paintings from the wife ofthe Ambassador of the EU Delegation, (iii) hiring of Ingrid Persaud (project consultant for DesignCaribbean), (iv) the hiring of Angelique Beaubrun (current HR Manager), (v) the engagement of SelwynCambridge (“loverboy”) for “London 2012” as a “Primed for Success” consultant, (vi) the hiring of AlysonFrancis (current Services Manager), (vii) the hiring of Joellen Laryea (current public relations officer),(viii) the engagement of Edna Simpson (Personal Assistant and the wife of good friend Paul Simpson,architect) (ix) the hiring of Zamani Moodie (famous organiser of Pamela's 50th birthday party whichcosted 75,000. Zamani, for this and other favours, has been generously relocated to CaribbeanExport's office in the DR), (x) the hiring of Gayle Gollop (trade/legal consultant - who featured in theadvice to CE management in terminating Christine Ferriera's (Island Life) contract. Ms Gollop alsoadvised in retroactive insertion of non-mutually agreed contractual terms for UR-Imagination’s contractwhich has also not been paid. Note is made of the fact that Mr. Dibber Finance Officer at the EuropeanUnion Delegation wrote to say that CE “violated its contractual obligations with UR Imagination”),(xi) the hiring of Robertha Reid (current CE advisor another term for ass-licker and new shoulder to cryon during Pam’s ongoing separation issues from former husband, and last, but not least, (xii) BF and CEOffice Manager Christopher McNair whose salary was incredulously increased from BBD 17K per monthto BBD 25K per month (WHICH DEVELOPMENT AGENCY IS FOOTING THESE BILLS?).

We won’t spend too much time here on the other “categories of beneficiaries of Pamela’s largesse”which includes friends and/or ministers in certain Member States who are directed (coached) on how tosubmit grants that Pamela and Chris pre-approves for these Grant Beneficiaries from fictitiouscompanies. (This information can be confirmed with grant applicants where CE Competitiveness &Innovation officers made directly contact applicants DURING THE GRANT EVALAUTION PERIOD,)While the likelihood of securing confirmation on this from the Barbados DRAO is slim, certainly thecurrent practice of trying to convince said DRAO to approve applicants, WHO WERE NOT APPROVED bythe Evaluation Committee, will confirm how Pamela and the CE Crew pay their friends and get a “cut”Readers are asked not to review McNair’s incredible salary increase, or any of the other unnecessarystaff/salaries, in the context of “Why did he, Christopher McNair, Manager Competitiveness &Innovation get this increase or why were these people hired and paid?” Many would be surprised toknow that McNair’s compensation and the subsequent increase was not based on any HR review butbecause Chris demanded to be paid “a salary greater that the BDS 22k per month that Pamela's otherfriend, Angelique Beaubrun, HR Manager, was getting!” Both were being paid to do what many say isabsolutely nothing.Please don’t examine these grievous misuses of resources emotionally but in the context of CEestablished Rules and Regulations, which govern both staff hirings, ongoing HR evaluations. salaryincreases AND, most importantly, the donor agreements that detail CE programme spend, hiring of staffand more critically, ensuing salary increases.A few have correctly commented that McNair’s behavior is deserving of maximum sanction i.e.termination namely (i) openly telling staff to 'f**k off', (ii) smashing up company property/assets, (iii)missions to represented CE/Pamela at specific conferences at CARICOM or international events) andbeing either “too drunk to attend” or “too busy shopping” to attend the respective meetings. Forconfirmation, ask former employees Carlos Wharton and Andrea Alleyne about these events.A forensic examination of CE operations can easily confirm excessive/unnecessary duty travel across theregion. All these amount to, and are themselves indicative of, an abuse of agency resources, position,and gross dereliction of duties. These travel outings are at total variance with the agreed, scheduled andpre-ratified Caribbean Export' programme. One can therefore use these to easily point out that,notwithstanding the smoke screen that Pamela Coke Hamilton, CEO of CE, has employed to cover hertracks, this waste of finances has left such a scandalous paper trail which, if the CE Board and itsDirectors were vigilant, should have, at least, resulted in, some sanctions against, or terminations of theperpetrators.Let me detail a simple aspect of this “trail”. Unknown to most readers, every mission that is undertakenby CE staff MUST BE ACCOMPANIED BY a “Back to Office Report”. During all of his gallivanting,Christopher McNair has never submitted a Back To Office Report once. This can be confirmed throughour buddy Bradshaw or, now that he is not on premises, with the Accounts Unit. Other sanctionableactions include the case of sexual harassment of Robertha Reed (while she was pregnant), which shouldhave resulted in Chris McNair’s termination but, as Pamela's confidant and close buddy, Chris was aboveall sanction. This can be confirmed by Remy King, former HR Manager, and Robertha if she was true tothe LIVING GOD.

But upon whom should the blame for all this waste of regional aid and funding resources be cast?Should we blame The Board of Management, the respective DRAOs, the compromised EU Ambassadorand his Delegation, the European Union Itself or Pamela Coke Hamilton (the CEO)?Like the allegory of the dedicated Napoleon in Animal Farm proposes, WE, the people alone, are to beblamed since, even in the face of all the incriminating evidence, nothing has been done to change this.Later, as you read the confidential documents that will be submitted here soon e.g. (i) the BoardMeeting Minutes and (ii) the confidential Auditor's’ Report, it will become evident why Caribbean Exporthas been renamed 'Pamela's Palace'.At that time we will provide (Braddy’s ?) evidence of the CE management’s blatant disregard ofaccountability coupled with the lack of authority of the Board. You are asked to look at them in conjunction with the Agreement EstablishingCaribbean Export and will see how Pamela Coke Hamilton has over the last 5 plus years deceived(seeming intelligent) authorities at the EU and across the 15 Member States of CARICOM by:1.2.3.4.Orchestrating the change in the length of her contract from 2 to 3 yearsBlatant disregard for her employers’ authority - not providing a report on her performanceBlatant lies (to her employers - the Board) that “all CE staff performances were evaluated”Manipulating critical financial and operational information provided to Board and to the CEAuditors so that she would avoid sanctions or termination5. Manipulating the term of office of Chairman of the CE Board from 2 years to 1 year (MasterChess Move where you shorten your Boss’ contract)6. Further deceptions of the Board, EU, DRAO, Director General of CARIFORUM on how the CE wasbeing managed7. Deceiving the above parties on (i) non-renewal of staff contracts, (ii) court cases (iii) cancellationof consultants contracts (iv) awards to consultants who are friends (v) job offers to friends whoare not qualified for CE operations and (vi) and my personal favourite, non-payment ofseverance to “disgruntled staff” under the employment laws of BarbadosThese document will show that, even in the face of ratified Agreements and programme documentsPamela Coke Hamilton’s rules explicitly direct this organization NOT the so-called “Excellencies” andHeads of Government of the Member States, the employee has them doing things her way, or else.Well, summarily dismissed staff certainly know well what this "or else" meant. Get rid of all individualsthat had a difference of opinion or demonstrated some modicum of principle. Such objection howeverdid not go “unrewarded”. CE Management responded by firings and then relentless characterassassinations of said former employees so that they could not gain meaningful employment to feedand care for their families.

This is the incontrovertible evidence of “Pamela's Palace” and as you read you will see how Pamela CokeHamilton achieved this incredulous feat. For the Bible harping supporters who are quick to invoke thepunishment of the Lord on anyone who speaks out about Pamela’s theft, their answers will be seen inthe written word, I am not referring to the 'Bible'. Her deceit will be shown it the written words of CE’sAuditors & its Board of Management. These will provide the evidence on how Pamela, and CEManagement, have carefully appropriated Caribbean Export EU/CARIFORUM taxpayers funds as theirown.Unfortunately, the documents will also show how the 15 CARIFORUM Member States, the EU, thedesignated Council of Ministers, the Director General of CARIFORUM have not even attempted to regaincontrol of this runaway train and seem to be party to this absolute lawlessness.Here is a little teaser for you readers to salivate on until those confidential documents that confirm thistrilogy is released. (There may be a part four too now that the 2015 Board Meeting Minutes havearrived.)Imagine that you are applying for a job at Furniture Limited, as the night watchman. Your contract is for2 years. And, Furniture Limited Contracts CANNOT BE CHANGED by the managers hiring you, you got togo the top person, Miss Ram.I want you to wrap your minds around this. Imagine the following1. You, the Night watchman, gets your appointment contract changed from 2 years to 3 years.2. 2 years later, when one of the managers who hired you, (he would be your boss, would he? If hehad balls), asks you for an report of your guard duties at Furniture Limited, you, the nightwatchman, refuse to give any such report AND the other managers who were there, refuse tosupport that manager3. You, the night watchman then say that you want to change the rules by which the managerswho hired you operate, so that none of them serve any longer than one year4. You then go on to say that “items being purchased by Furniture Limited, using Mrs Ram’s andother shareholders money, to run Mrs Rams’ Furniture Limited business, ARE NO LONGER to bedecided on by the people who hired you, OR Mrs Ram!” “You the night watchman decide!Readers, when they see these written remarks (in the Board Minutes), are going to swear that thesedocuments from Braddy are falsified! Many will ask “How is it possible that, in the face of these writtenrecords, these authorities have refused to act, or take the appropriate action and terminate the nightwatchman - Pamela Coke Hamilton and her renegade management band at Pamela's Palace”?No reader is going to believe that this information has been literally under management’s nose all thistime. Simply Pamela’s tactic is called misdirection, “Misdirection is a form of deception in which theattention of an audience is focused on one thing in order to distract its attention from another.Managing the audience's attention is the aim of all theatrical magic”. Pamela is such a magician.Coke Hamilton continues to (i) produce glossy publications (Caribbean Export Outlook - since its launchin 2014 no other issue/volume has been produced), (ii) host elaborate and expensive seminars/eventse,g, London 2012, (iii) frequently appear in local media - The Advocate and Nation as part of thismisdirection.

The print media releases are nothing more than a hoax and when you read these articles carefully(something which many readers DON’T DO) you will see that there are no clear quantitative metrics tovalidate or support her fairy tale programmes.For example, as you will see in the minutes of the Board of Management meeting, there is somethingcalled the Market Intelligence Portal, now re-christened “Geographical Indicators”. If you don't believeme, google “the Market Intelligence Portal, Health and Wellness Cartfund project, the launch ofCreative Industries and Special assistance Food Safety programme.” All hog wash that secured, and stillsecures, the slush fund from additional “simple minded” (Pam;s words) development agencies.“Why after all, it is the Caribbean Development agency, isn’t it? We the international agencies, still haveto seem to be doing something in the region, don’t we? Let us give the money to Dr. Coke H, as if we areon coke the cocaine (not Coke the doctor - no pun intended as Chambers and McNair might be inclinedto interpret) Their rational being “at least Pamela will hire our friends and buy our wife’s paintings!”So why aren’t the authorities acting to correct this daylight robbery? Why is it that persons who are sounethical and downright thieving, allowed to continue to run Pamela's Palace?Misdirection. As mentioned above in the Miss Ram anecdote, the way that Pamela achieved this was byemasculating the CE regulatory structure. She systematically destroyed the mechanism by which theCouncil of Ministers, The Board, DRAO, EU, Director General CARICOM, Director General CARIFORUM,and its decision-makers, effectively policed the CE.It was genius really, she simply changed how the agency operated, specifically the length of tenure ofthe Chairman and Board Members, to ensure her longevity as Caribbean Export’s Executive Director.That is a clear violation of Article 5.2 of The Agreement Establishing Caribbean Export but Pamela wasaided, and abetted, by former Chairman, Collin Murdoch (Antigua & Barbuda Member) who specificallyconspired to change her contract. Such was the conspiracy that the subsequent Chairman ChristopherLewis - (Trinidad & Tobago) and that BoD came, and inherited, a situation where his Board would wereof the opinion that Pamela’s contract had been officially increased from 2 to 3 years!As a lawyer, Pamela Coke Hamilton, sorry, Dr. Coke Hamilton, should have known better and a carefulread of Article 5.5.3 of The Agreement Establishing Caribbean Export by the first, and subsequentboards, would have made them aware that they erred badly since it states “The term of office of theExecutive Director shall be two (2) years. He/she may be reappointed for consecutive terms of two gal instruments/agreement caribbean export.jspSeeAgain, that Pamela Coke Hamilton was able to secure a change in the legal agreement of the CEAgreement, without the matter being referred to CARICOM, is itself evidence of this misdirectionpracticed, AND CONDONED at the highest level. Dr. Coke Hamilton pursued her own self interest andused cronyism and various wiles which I will not mention here, to sway the normally clear sighted?Collin Murdoch (bless his poor testosterone deficient self).

Of course Pamela’s supporters, of whom they are many, will rush in to say this is a 'witch hunt' for theirJoan of Arc and “Pamela is hated for her PhD from the University of the West Indies” and will seekfurther to invalidate these written records that confirm her unethical, misappropriation of CE resourcesaided by her loyal band of management misfits.Even now, in 2016 Pamela and “the loyalists” keep having out of office meetings to identify the sourceof these “information leaks”. They have installed video cameras and now log employees arrival anddeparture from the office, installed key-logging software on employees machines to record allcorrespondence, with “screen snaps”, monitor telephone calls and emails to find out “how these reportcontinue to be in the public domain”. AND they have warned current employees not to fraternize orcommunicate with former employees. Thanks Braddie (Bradshaw).AND, in an act of desperation, Pamela and Christopher got their Project Assistants to contact privateinvestigators “to track and follow current and former staff members, to catch “the collaborator” and“traitor” in the act.”We should mention that Pamela and Christopher, in that ongoing misdirection effort, made it theirbusiness to declare to their bilateral agency counterparts that it was “former disgruntled employeeswho were contriving these lies” with the unfounded? hope, that this would deflect the EU (Brusselsinvestigation) that has been commenced to investigate “Pamela's Place” (Caribbean Export).We can only pray that there are “loyalists to the Caribbean” among the authorities who decide whathappens at Caribbean Export and maybe they will ensure that “Pamela's Place” will be revoked for thebenefit of the region and CARIFORUM shareholders may see a true 'Caribbean Export' again.Certainly that effort should be undertaken expeditiously given the funds scheduled to be awarded bythe EU for the 11th EDF programme which was authorized and signed by the EU, June 2015. Given theblatant disregard and misuse of 28.3M EU tax payers monies under the current 10th EDF RPSDPprogramme we can only wait and see how this EU 134M will be similarly doled out to Pamela’s friendsshould the EU do nothing, after their current CE investigations.Inside sources have revealed that CE's accounts, are “on shaky grounds” and there is now a concertedeffort to redirect funds from one the approved budgeted interventions for grant funds to another lineitem so as to make it seem that “CE disbursements during the period increased”. Disbursements is thebasis upon which CE justifies its existence with other grant agencies, If they spend money, it is the beliefthat “they spent it properly, and they need more.” but, what is missing in that myopic reasoning, is thefact that the money is not being disbursed on the basis of need, but under personal cronyism policiesIt is also to be noted that improper management of this EDF programme AND the unsound selectionsof non-qualified Caribbean firms means that bilateral funders and stakeholders will be shafted royallygiven that their objectives of being able to achieve stated outputs wont be met.There will be two “rogerings” since (i) qualified beneficiaries will not get the much needed funding toenhance their company's exporting capabilities and (ii) when independent M&E is done by the agencies(should they be provided the correct supporting documents) they will realize that CE has been wastingtheir resources and that will lead to the contracting of further grant funding.

Please, keep in mind this grants delivery target requirement and how it is the basis upon which CE canjustify getting more . Now here is what is happening on the ground that, under current incompetentmanagement, is causing CE to start crumble from within.Even with the inclusion of falsifying DAGS recipients and getting friends to submit proposals, CE isunable to meet pre-agreed targets for grants to companies. Worse still CE is now dogged by lawsuitsregarding reimbursements.Understand this - NO reimbursements, no drawdowns, no drawdowns, no justifications for increases INFUTURE FUNDING IN FACT, that puts the anticipated 11th EDF level of funding at risk of being decreased!So to cover those tracks, CE Management has taken to erroneously stating that the problem is that“firms are not providing the correct documentation to be reimbursed.” Mr. Chris McNair. But this issimply not true. The real problem is not insufficient documentation but (i) CE NOT HONOURINGreimbursements that comply with the contracts and (ii) the use of untrained personnel (competitivenessand Innovation officers) to review the documents required under the contract. CE needs to remove theinterference by CE’s legal adviser Ms. Gollop who now determines “if payment should be made to grantrecipients”.This two-bit show leaves us to wonder if the CARICOM Member States, and their representatives, willact since it is now clear that, unlike former Executive Directors, Pamela and her entourage are incapableof (a) managing the disbursements process effectively and )b) securing enough funding to ensure thecontinuity of this very critical regional agency. If Caribbean Export were a private sector company,Pamela, Chris and my buddy Braddie and the rest of her unskilled neophytes, would have been asked tovacate the building.It should now be clearer to all concerned parties, (even to Pamela’s die hard supporters), that sheshould go simply because:1. Her ongoing actions have put millions of EU and other aid development dollars, at risk, moniesand technical assistance, that have been secured to support regional trade (and not her 75,000birthday bashes, 25,000 salaries for McNair and croney compensation for friends)2. Her actions have tarnished the image and integrity of Caribbean Export and has also put theintegrity of the governments of its 15 CARIFORUM countries, including Barbados, at stake3. She and her current management are professionally unfit, exhibit totally unethical behavioursand lack the principles to run CE. In fact her principles and those of her crew are more inkeeping with extortionists Allan Stanford and Madoff and other thieves currently domiciled atany of our region’s penal institutions, and4. the current performance of the CE entity under her management shows that it is incapable ofdoing the job that this institution requires.
