4ABOUT SPECIALIZATIONPURCHASING & SUPPLY MANAGEMENTBUSINESS ADMINISTRATION SPECIALIZATIONWHAT IS PURCHASING & SUPPLY MANAGEMENT?A typical industrial firm in Europe spends about 60%of its turnover on supplies. This figure indicates thatPurchasing is important and, to stay competitive, firmsneed to manage their supply effectively. Effectivemanagement of a firm’s supplies is the responsibility ofPurchasing and Supply managers: they search, select, contract and eventually manage suppliers to ensure thesupply of materials and services that a firm needs. Theimportance of Supply Management is greater than ever.In recent years Purchasing has gained considerableimportance with firms. As a consequence, adequatelytrained personnel is required and excellent job prospectsfor purchasers emerge. The master specialisation inPurchasing and Supply management educates suchPurchasing managers, preparing students for a futurein this promising field. Similarly, it is also an importantresponsibility of project leaders, production managers, facilities managers et cetera who are partially involvedwith Purchasing and Supply management.Typically, the Purchasing department of a firm is dividedinto the strategic sourcing and the operativeprocurement groups. The first group being responsiblefor supplier selection and contracting, the latter for theexecution of purchasing orders. Recently, technologyoriented companies started to implement a third group, often called “advanced sourcing” or “procurementengineering”. These groups manage the interfacebetween strategic sourcing and the research &development department. Hence, Purchasing and Supplymanagement is different from “supply chainmanagement” (SCM). SCM is commonly understood asthe optimization of logistics processes, ensuring anoptimal scheduling, transport and storage of supplies.PSM and SCM require different skills. The masterspecialization in Purchasing and Supply management atthe University of Twente is one of the few programmesdedicated at the training of purchasers.WHY STUDY PSM?1. 7BMS - PURCHASING & SUPPLY MANAGEMENTPROGRAMME STRUCTURE& COURSESPROGRAMME STRUCTUREThe MSc in Business Administration programme at the University of Twente is a one year programme(60EC). It consists of one interdisciplinary course per semester (10EC) and the specialization inPurchasing and Supply Management of four courses (20EC) and the master thesis (30EC).You can optionally and separately candidate for a double diploma. In that case the programmewill consist of 120EC (two years).COURSE DESCRIPTIONSThe general design of the specialization follows the layout of the Purchasing department of a modern firm:students get acquainted with the groups and taskscovered, including the role of the Chief PurchasingOfficer (CPO). Didactically, we blend lectures with groupwork and the preparation of academic papers withpractice assignments and novel teaching forms such asserious gaming. Content wise, the following threeguidelines have been applied when designing thecourses:1) Combining academic excellence with practicalrelevance. Studying at a leading research universitylike the University of Twente implies that coursesreflect state-of-the-art research. A strong emphasison academic thinking equips you with skills forproblem solving in the future. At the same time wehave dedicated considerable attention to ensurepractical application and exposure to current state-ofthe-art research and practice. We selected a mix ofacademically excellent teachers and those comingfrom practice.2) Training for a cross-functional business world.More than most other employees, purchasers interactwith members from many other business functions infirms and often join cross-functional teams. Ourcourses reflect the cross-functional business realityand, for instance, mix Purchasing students with thosefrom the marketing profile as well as those frominnovation management.3) Purchasers as board members. Companies exist byselling, but - nowadays - earn profits by functions asPurchasing. However, not all firms have realized thisstrategic opportunity yet. The implication is that firmsgreatly benefit from considering supply issues in theiroverall strategic positioning. Our master coursesfollow the approach of the Purchasing function beingfully represented at a firm’s board table.

8THE FOLLOWING COURSES ARE OFFERED:PURCHASING MANAGEMENTGLOBAL SOURCING AND ORGANISATIONThis course covers the yearly activities of a Purchasingdepartment, in particular commodity groupmanagement. The class is dedicated to those studentswho did not yet have a previous exposure to Purchasing.Purchasing and Supply management is one of the mostinternational activities of a firm. As a consequence, global sourcing is an important Purchasing processwhich is gaining in importance. However, global sourcingoften does not pay up to its promise because firms lackorganisational know-how and personal skills tosuccessfully search and integrate international suppliers. This module is particularly targeted at the discussion onhow to implement global sourcing, basing in thediscussion on the cross-cultural background ofsuccessful international management. In order to carry out Purchasing processes, a supportiveorganizational structure should be created. One of thetasks of a department’s manager is to design thestructural and process organisation of the department. In Purchasing this is a dedicated task, distinctly differentfrom classical organization. This is particularly true if asolution for pooling volumes from different locations orbusiness units of a firm is targeted. This course discussesorganisational models, process design and also coverspersonnel aspects.PURCHASING STRATEGY AND SYSTEMSEffective management of the Purchasing department isessential for a firm’s success. This course will discussPurchasing’s contribution to the competitive advantageof firms based on strategic management theories. Firmsmay want to become preferred customers of theirstrategic suppliers. To implement such strategies,Purchasing managers need to be able to contribute thethe strategic decision making process. Purchasers needto be fully equipped to take up a board level discussion. The strategy part of this course contributes to thispurpose.Typically, in larger Purchasing departments a groupcalled “Purchasing systems” is formed. In smallerorganisations one person may take this responsibilityand introduce and update Purchasing systems. Thesystems part of this course prepares for this task anddiscusses how Purchasing systems can help tosuccessfully employ a strategy. It covers IT systems andtheir introduction, such as e-procurement, but alsosupply risk management and Purchasing controlling.SUPPLY CHAIN MANAGEMENT AND INNOVATIONIn the last twenty years the new product developmentprocess has substantially changed: few innovations arerealised without substantial input from suppliers. As aconsequence, a new target and a new task forPurchasing materialises: to contribute to a firm’sinnovativeness by managing early supplier integration indevelopment processes. This module prepares studentsfor this task, strengthened by the University of Twente’score competence of combining high tech with a humantouch. This module is mainly recommended for studentswho plan to work in an industrial firm. The course servesas an alternative to “Public Procurement”.

9BMS - PURCHASING & SUPPLY MANAGEMENTPUBLIC PROCUREMENTSOURCING GAMEThe public sector has evolved into a substantiallyrelevant Purchasing agent. While many aspects ofPurchasing in a public context are similar to industrialpurchases, some aspects are distinctively different. For instance, the European tendering process and itsnational derivates differ from a private bidding andnegotiation process. This course is particularly dedicatedto those students targeting work at a public institutionand serves as an alternative to “Supply ChainManagement and Innovation”.It is great to discuss approaches and models, but evengreater to try them out. Therefore, we have developedthe first serious game fully dedicated to Purchasingtraining and offer this as an add-on to our masterstudents, as well. The game trains the “CPO as boardmember”-approach, by making students responsiblefor the financial results of the firm and exposing supplymanagement’s influence on a firm’s strategy. Next, asystematic approach to cost savings is trained. Finally, the game exercises the target to become a preferredcustomer of suppliers and win the competition withrivals for ensuring the best supplier’s resources in thesupply market.B2B MARKETING“If you want to sell something, you have to understandthe customer. If you want to buy something, you haveto understand the seller.” Following this philosophy ourmodule on industrial marketing provides an insight intothe typical approaches of business to businessmarketing. Purchasing students learn how “the otherside” (marketing) segments the market, prepares theirmarketing strategy and approaches firms.Disclaimer: Please be aware that these are the electivesas to current schedule.
