An immediate evacuationhalted all hearings, trials and operationswithin the building. A law enforcementtask force combed the building butfound no bomb. Fort Bliss Bomb K-9’swere then called to the scene. Twodogs alerted to the same location in theCourthouse, and the Police Department’sBomb Squad then searched that area.No bomb was found. It is believed thedogs were alerting to specific chemicalsin that area. As a result of the Sheriff’sOffice investigation, it is now believedthat the phone call originated from a payphone located at 308 S. Stanton Street.The investigation continues. However, it is within thecity limits of El Paso which has thefinancial responsibility to maintainthe highway.We called the local TxDOT officeand spoke with the administrativeengineer who oversees the projects.As per the information provided bythe agency, we informed Mr. Pricethat the actual work would have to bedone by the city in strict complianceand approval by TxDOT. The firststep would be to contact a citycouncil person or a neighborhoodassociationwho’sboundariesabutted with the intersection.As I understand it, Chris first spokewith City Representative RachelQuintana on several occasions aboutthe intersection. The problem wasthen presented to the Las TierrasNeighborhood Association whichwould have to approve by vote aformal request to the city. (Thisprocess was set up by the city andhas worked successfully for manyyears resolving similar issues inother parts of El Paso).The Association did finallyapprove to take action by petitioningTxDOT with a formal request tobegin a process that would placesome sort of traffic control atZaragosa and both Rich Beam andEdgemere. TxDOT then informedthe city that a study and plan wouldbe in order.The City of El Paso respondedrather quickly with a traffic study atboth intersections. TxDOT acceptedthe findings and requested a suitableplan to address the safety issuesnoted in the study.City engineers then put pencil toblue print and provided the stateagency with plan in an amazinglyshort period of time. Most peopleare not remotely aware of thecomplexities involved in designinga traffic signal project much less twoof them. While all traffic lights havesimilar properties, each intersectionhas different environmental andstructural problems. It takes exactengineering to produce the rightplan.Today, I passed that intersectionand saw the first of the two trafficlights already up.
