As in other states, could one lane bedesignated for foot traffic for the race and the other for a one way street?Jaime Hanson, 75 Webster Heights- Thanked the Board for approving the Resolution opposing the elimination of Green BayCorrectional Institute third shift guard towers and wondered if they had heard anything back (Gast –Resolution hadn’t been adopted yet, will be considered later on the agenda)POLICE SERVICE CONTRACT (from 6/2/15)Rafter / Harris moved to approve the 2016 – 2018 Police Service contract with the BrownCounty Sheriff’s Department as submitted and authorize the Administrator to sign the contract.Motion carried.RESOLUTION 2015-19, THANKING STEPHEN JONES FOR HIS YEARS OF SERVICE ON THE BOARD OF REVIEWDennis / Green moved to adopt Resolution 2015-19, thanking Stephen Jones for his years ofservice on the Board of Review. Motion carried.RESOLUTION 2015-21, OPPOSING THE ELIMINATION OF THE GREEN BAY CORRECTIONS’ THIRD SHIFTGUARD TOWERSDennis / Gast moved to adopt Resolution 2015-21, opposing the elimination of the Green BayCorrections’ third shift guard towers (with copy of Resolution being provided to Governor Walker,Secretary of Corrections Wall, Senator Cowles and Representative Steffen). Webster Avenue and allocate funds to reimburse up to 50% of the project estimate,not to exceed 5,157.29. Motion carried.PETITION FROM KWIK TRIP REQUESTING A PLANNED DEVELOPMENT DISTRICT ON PARCELS AL-51, AL50-12, AL-50-13; LOCATED AT 1910 S WEBSTER AVENUE (Preliminary Approval and Schedule Hearing)Harris recused himself due to a potential conflict.Barb Wiegand, Director of Facilities and Properties for St. Joseph Real Estate Corp. which serves theDiocese of Green Bay- They are looking to sell the vacant property located at 1910 S Webster Avenue to Kwik Trip andare requesting approval to re-zone the property- The chancery building was previously located on that vacant land. They listed the property for salein 2009 with little or no interest or actual offers at that time. They then decided to raze thebuilding and continued to list it with limited interest in the property, no written offers that came tofruition.- They feel Kwik Trip would be a positive transaction for both the Diocese and the Allouezcommunity as wellHans Zietlow, Representing Kwik Trip- Turned down this site a number of times but finally decided it would be a good location. It hasgood access and is located between two existing banks which they do business with and both ofwhich would like to see a Kwik Trip there.- They put together a couple designs to accommodate grade issues and to provide access to the backproperty.- Provided the history of Kwik Trip- Believes the development will be assessed between 2 and 3 millionDiscussion:- layout options? Zietlow – presented drawings and explained- why this site? Zietlow - best convenience store site on Webster that is available at the present timeTom Scheuerman with Newmark, Grubb, Pfefferle, Representing the Diocese2

It is an infill site in the community, there aredeveloped properties on either side, this type of use will not impede any development around it, theyhave two businesses that support it, they have a nice buffer from other properties around them and itis a good location.As for the comment made, is this the highest and best use for the property - from the Diocese pointof view, this is really a retail location in Allouez, and is the highest and best value for them.This is a significant investment in AllouezThis property is in a TID, but Kwik Trip is not asking for any TIF assistance. The developmentwould result in immediate tax benefits to all the government agencies that get a portion of the realestate taxes.Being a mature community, he didn’t know if there has been a lot of opportunity for growth, butfound that Commercial growth has been meager in the VillageThe property has been for sale for several years with no opportunity for sale until Kwik Trip.At the presentation on May 18th, Graef stated that at the end of the day, everything is market driven.So today, you have a market driven opportunity for Allouez, a great company and a great developer.Discussion:- highest and best use / their only offer- questioned whether the sale price changed to account for the additional acreage needed toaccommodate Kwik Trip- questioned the access if Diocese decides to add more residential development behind Kwik TripMary Sweeney, 24 Webster Heights- Previously thought quite a bit of the Diocesan property was nature conservancy, but found out it isan environmental sensitive area and records at the Records of Deeds shows a drain line. Drainagefrom the proposed site could cause contamination to the environmental sensitive lots downhill fromit.John Shier, 22 Webster Heights Drive- Doesn’t believe this is highest and best use for this land- Concerned with 24 hour service and traffic implicationsJaime Hanson, 75 Webster Heights- Wells Fargo is a tenant of the Diocese and Kwik Trip is a customer of theirs, so they are going tosupport it. She feels that is a conflict of interest.- Every service that Kwik Trip is offering is already offered in that neighborhood and those people arealready paying taxes here. It would be a point of abandonment if we didn’t support those businesses.- They added more acreage for Kwik Trip? How is that going to affect the neighborhood?- Concerned the 24 hour business will flood the east end of their subdivision, 2/3 of the developmentwill have 24 hour lights, the added traffic between the two banks will make it difficult to turn left atnight and the day, the early hour truck deliveries and breakfast business for young commuters, andtruck noise every day. These all take away from the quality of life and the value of the residentialproperties.- The tanks are not permitted on the property as zoned.- She requested that the village follow the recommendation of the Plan CommissionHans Zietlow- Responded to some of the comments made:3

In less than 24 hours,they gathered signatures (39) of support.- The convenience of services Kwik Trip offers provides value to the residents of Allouez.- Approval would show developers that the Village is a development friendly communityDeacon Tim Reilly, Director of Administration for the Diocese of Green Bay- The addition of Kwik Trip is not going to draw people to Allouez but it will keep those who are inAllouez from going someplace else and there is some benefit to that- It was suggested it remain green space. Diocese should have the same rights to be able to sell apiece of property and be able to use that money to support their ministry.John Shier, 22 Webster Heights Drive- Believes his quality of life at Webster Heights would be significantly affected by thisJaime Hanson, 75 Webster Heights- Wishes to protect the value of their homeBruce Stoehr, 125 Webster Heights- In the last six months, the majority of robberies that have taken place in Green Bay have been atgas stations. He wondered how many Kwik Trips have been robbed in the past year in the State ofWisconsin.- Last weekend, while in Madison, he saw a Kwik Trip that lit up a whole part of the city and theydidn’t even have any gas pumps. First one he saw without gas pumps. Have they thought aboutthat for this piece of land?Marge Zdziarski, 151 Kenney Street- Feels a Kwik Trip would affect the businesses on Webster that we have worked so hard to keep.Russ Holterman, 1413 S. Irwin Aveue- Has there been any opposition from anywhere outside of Webster Heights?- Businesses need to come into Allouez to raise the tax base because home values are going down.Discussion:- not consistent with our Comprehensive Plan- not consistent with the Corridor Study- not the type of business or use the village has in its long term plans and vision- not a pressing need in the village for a gas station and convenience store- Kwik Trip in that particular location doesn’t further the villages goal of walkability, sustainabilityand maintaining a green space4

Motion carried.UPDATE ON OLD VILLAGE HALL SITEFuller- Ongoing discussions with a potential developer, waiting for them to submit something formal.LITTERING FROM UNSOLICITED PUBLICATIONSGast- Do we want to pursue an anti-littering ordinance?Discussion:- There is a first amendment right to advertise, but don’t private property owners have the right tosay don’t litter in my yard?- How can property owners legally stop solicitors?- What are our options?Duffy- Felt it may be more productive to invite the Gannett to a forum to explain why are they are litteringin our community and to put the onus on themDiscussion:- It’s not just the green bags (advertisements)- Even with a “No Solicitation” sticker, they are leaving unsolicited information.- Metal hooks are appearing on mailboxes. Who gave them that right? What are the USPSregulations?- Similar to a do not call list, can we set up a do not deliver list?- What can our residents do to stop unsolicited publications? / How do we proceed?- Could times allowed for solicitation be considered, restricting times solicitors can go door-to-door?ADJOURNMENTDart / Dennis moved to adjourn at 8:35 pm.
