Motion carried.PRESENTATIONa.Green Bay Diocese on Kwik Trip proposalBarb Wiegand (Director of Facilities of Properties for the Diocese of Green Bay) and Tom Scheuerman(Newmark Grubb Pfefferle - Realtor representing Diocese)- Provided summary of the property they have for sale and the benefitso 1911 - Bishops residence for 65 yearso 1976 – converted to office spaceso 2005 – study was done which showed a great deal of renovations were needed to bring thebuilding up to code. At that time, that was not feasible, so they decided to sell the propertywith the building on it.o 2009 – they found there was not a great deal of interest in the property with the building onito 2010 – they decided to raze the building to make the property more marketable as the greenspace it is currently. They continue to get calls, but not any offers they could consider untilthey received the offer from Kwik Trip.ANNOUNCEMENTSa.Resignation of Chris Culotta from Plan Commission- Effective June 1Lange- Looking at May 18th from 6:30 - 8:30 pm for a joint meeting with Village Board / Plan Commissionto review the Corridor Study- Extended an invitation to the Board for the Green Bay Metro Fire Department 2015 recruitmentclass graduation award ceremony on May 15th at 5:00 pm- State Representative David Steffen (4th Assembly District) will hold a press conference at theVillage Hall on May 7th at 4:15 pm to discuss the possible plans for excess revenue generated fromthe Lambeau Field sales taxBendt- The next Riverside Drive Project meeting will be on May 13th at 6 pm at the Village Hall

Village Board Meeting (May 5, 2015)Clark- Miracle Leagueo Wisconsin Public Service donated 10,000 to install a shade structure over the bleachers atthe ball fieldo Plans are to honor Mike Hagerty, who passed away last week, by naming the scoreboard inhonor of his service to the Miracle LeaguePUBLIC APPEARANCESMary Sweeney, 24 Webster Heights Drive- Is not against Kwik Trip but doesn’t feel it is the best plan for that property (within a mile is a carwash, 2 gas stations with convenience stores and a grocery store / night traffic – open 24 hours).John Shier, 22 Webster Heights Drive- We are well served with convenience stores, car washes and gas stations in Allouez along WebsterAvenue. He doesn’t believe it is the highest and best use for that piece of land.John , Kewaunee- Worked at the Green Bay Correctional Institution as a tower officer for 29 years. With the budgetproposal to close the towers on night shift, he wanted constituents to know of the possible dangers ofreplacing armed night officers with cameras.Russ Holterman, 1413 S Irwin Avenue- Has worked at corrections for 20 years and was always told “Keep them inside” yet for the sake ofbalancing the budget they are going to turn down their most important mission. State RepresentativeDavid Steffen will be here and he will be voting on the budget.Paul Aspatore, 420 Coolidge Street- Spoke of safety concerns if officers are pulled from the towers at night. There would be nodeterrents and response time would be horrendous.Clarence Matuszek, 2680 S. Webster Avenue- Same concerns were expressed about 35 - 40 years ago when they considered closing the tower partof the day- Questioned the zoning for the Kwik Trip proposal- Agenda item #9 – he doesn’t think it is necessary to create another committee, the fewer the better- Questioned the proposal to hire a consultant for parks and recreation planning. Consultants have apurpose, but can be overused.- Agenda item #21 – he asked if the village is still pursuing having the old water department buildingon Greene Avenue designated as a historical site on the national register. He doesn’t see anyhistorical significance to that building.- Kwik Trip is not the best highest use for that locationJamie Hanson, 75 Webster Heights- Appreciates Kwik Trip as a company, but not at that location. The traffic issues, noise and lighting24 hours day will devalue the Webster Heights community. Services are already offered in that area.Once a gas station, it will be a gas station forever.

Village Board Meeting (May 5, 2015)Jim Genrich, 2596 DuCharme Lane- Encouraged the Board to maintain an open mind on the Kwik Trip topic. Kwik Trip could be good(as Osco turned out to be) and consider the revenue they would generateJames Hanson, 75 Webster Heights Drive- Questioned the property boundaries. Assuming Kwik Trip is open 24 hours a day, other businesseswill probably want to be as well.Tom Matuszek, 1501 S Webster Avenue (owner of Webster Shell Gas Station)- He is local and is concerned that Kwik Trip would be detrimental to his business / businesses onWebster would be impacted.Jim O’Rourke, 2339 Oakwood Avenue- With the Riverside Drive meeting coming up, he thinks it’s important that the public have access tothe documents from the field notes from the consultants that did the original Historical Survey.BELLIN RUN ENTERTAINMENT STATIONSJohn Stiloski, Entertainment Coordinator for the Bellin Run- Was present to answer any questions. He provided a copy of the entertainment schedule and statedthe course hasn’t changed from last year.Harris / Dart moved to approve the Bellin Run entertainment schedule as presented. Motioncarried.NOISE VARIANCE PERMIT FOR ST. MATTHEW CHURCH PICNIC ON JUNE 6, 2015 (4 – 9 pm) &JUNE 7, 2015 (11 am – 4 pm)Green / Rafter moved to approve a noise variance permit for St. Matthew Church Picnic on June6th from 4 – 9 pm & June 7th from 11 am – 4 pm. Motion carried (Dart abstained).NOISE VARIANCE PERMIT FOR ALLOUEZ OPTIMIST CAR SHOW AND COMMUNITY PICNIC ONJUNE 14, 2015 (7 am – 4 pm)Gast / Dennis moved to approve a noise variance permit for Allouez Optimist Car Show andCommunity Picnic on June 14th from 7 am – 4 pm. Motion carried.REQUEST FROM ALLOUEZ WALKS AND BIKES! THAT A FORMAL, STANDING PEDESTIRAN ANDBICYLCE COMMITTEE OF THE VILLAGE BE ESTABLISHED (Correspondence from 04/21/15)Correspondence dated April 15, 2015 from Allouez Walks and Bikes! requested that the Board establisha formal, standing Pedestrian and Bicycle Committee of the village with all rights and responsibilitiesexpected of other committees of the villageBecky Nyberg, 214 Simonet Street- For the ten years the Allouez Walks and Bikes! Committee has been in existence, she has been usingtime from the Health Department with the assistance of a WisDOT grant to work with communitiesto get them to exercise and walk. As of July 1 that grant money will be gone and she would like tosee the committee continue.

Village Board Meeting (May 5, 2015)Jim O’Rourke, 2339 Oakwood Avenue- Once Becky leaves, there is a good chance the whole committee will fall apart, so there needs to be aplan for succession and he feels the Village should take over her role.Clarence Matuszek, 2680 S. Webster Avenue- Thinks ad hoc committees are excellent as an extra resource to use when you have a specificproblem.Discussion:- Defer the item. The committee has been valuable and their funding will be gone July 1. Chargestaff with trying to develop a scope and a mission. Revisit in June to view what it might look likeand what their charge would be.Gast / Harris moved to postpone further consideration of this issue until one of our two Junemeetings once staff is ready to make a recommendation. Approve accounts payable dated 04/17/15, 04/21/15, 04/24/15Motion carried.DISCUSSION RE: DISSOLUTION OF THE LGPIF (Local Government Property Insurance Fund)Pickett gave an update- Our policy, for property in the open, is through the Local Government Property Insurance Fund- The Governor proposed closing the Fund in his bi-annual budget- AMI Risk Consultants recommend that the Fund increase its overall rate by 45%, assuming the Fundwould continue operations, or 85% should the Fund be dissolved. Rate increase is effective July 1,2015.- Our policy ends September 30, 2015- We contacted our representative for the League of Wisconsin Municipalities Mutual Insurance, whoholds are liability and auto insurance, and they will check rates for us in the open market and willalso look into creating a fund to replace the existingUPDATE ON GREENE AVENUE PUMP HOUSELange- An interested individual is seeking cost estimates for the improvement of the Green Avenue PumpHouse. The intent of the individual is to create a facility that is both his home and a small business(recording facility). Once an offer is written and accepted by the Board, the individual would gothrough the PDD process because the property is currently zoned “Village Owned”. The individualdoes want to maintain the facility as historical.Board will wait to see if they receive an offer and would then take under consideration in closed session.ADJOURNMENTDennis / Green moved to adjourn at 8:35 pm.
