New St. Croix River Bridge:Union-built Structure Flows with River ValleyAfter 25 years, residents of the St. Croix region of Stillwater andOak Park Heights finally got their new bridge. The iconic LiftBridge – the closest river crossing point in Stillwater – had reached80 years and long surpassed its intended lifespan. The Lift Bridgealso experienced much heavier commutes than it was designedto handle. That and a few quirks here and there with mechanicalissues to the bridge’s lifting mechanisms and residents will gladlysay that a new bridge couldn’t have come any sooner.Different than the 53 Bridge in Virginia, MN, a MnDOT project,the St. Croix Crossing needed federal approval to move it forward.Congress granted a much needed exemption from the Wildand Scenic Rivers Act and President Obama authorizedconstruction in 2012.Environmentally Pleasing DesignThe single biggest factor in design and construction of thenew St. Croix River Crossing was to meet environmentalimpact requirements relating to the St. Croix NationalScenic Riverway. As one example, the towers were designedat a height below the tree line. In order to do this, bridgeengineering experts developed a combination hybrid designusing elements of a concrete box girder (much like the I35WBridge in Minneapolis) with a stay cable bridge keepingthe towers to only 60 feet above the bridge pavements.This helped minimize the number of piers in the water toreduce the footprint in the area. “In the end, this structurewill be a structure that the whole river valley and regioncan be immensely proud of,” said John Chiglo, MnDOTSpokesperson. “People around the world will be attracted tocome and see the work that’s been done.”Local Contractors & Local Union WorkersThe joint venture team of Lunda and Ames Construction – two Unioncontractors with strong ties in Minnesota – were awarded the contract.When including all the road and area improvements relating to thesuperstructure, the project had over 60 subcontractors and 400 workers.Over the course of 3-1/2 years, there were over 100 Skilled LIUNAmembers on the project at various times according to Chris Peltier,Business Agent for Construction & General Laborers Local 563.“There is an extraordinary sense of pride among our members tobe a part of this project that will link Minnesota and Wisconsin forgenerations to come,” said Tim Mackey, President & Business Manager ofthe Laborers District Council of MN & ND. “A project of this magnitudedoesn’t get completed without skilled and safety-conscious workers. Wewant the public to know how hard our members worked and also howproud we are to have played a significant role in this quality project.”4

Building the Concrete Box GirdersSkilled Construction Craft Laborers played a bigrole in one of the most important parts of the St.Croix River Crossing Bridge, creating the concretesegments that make up the span of the structure.Laborers helped build nearly 1,100 cast segmentsat two casting yards. One casting yard was on-siteand the other was located at Grey Cloud Island inCottage Grove. The segments from the latter weretransported on the river by barge to the jobsite.Skilled Laborers were involved in many otheraspects as well from initial site work, footings,bridge decking, area road work and more.Building Bridges: Building CommunitiesThe completion of two Union Built project marvels– the new Highway 53 Bridge and St. Croix RiverCrossing – only come around once or twice ina skilled construction craft Laborer’s career.Hundreds of LIUNA members strapped on theirsafety gear everyday for upwards to four yearsworking in all weather conditions to build thesemassive structures.
