However, there is a catch—the buyers want theland zoned to allow for future commercial developmentthat could be considered discretionary; for example,a gas station, restaurant, or liquor store. Ultimately, itwould mean more pressure from traffic in an alreadybusy intersection.In their presentation to Council, the Town’sAdministration indicated they do support redevelopmentof the property, but added they were looking for,“guidance from Council on what would be appropriatefor the site.”When the floor opened up for comment from thepublic, residents had a lot to say. tional Column: Mulroney’s unhelpful adviceby Chantal HebertOnce in a blue moon, or maybe a bit moreoften than that, someone who should knowbetter offers the prime minister of the day somestrikingly flawed advice.Such is the case of Brian Mulroney’srecommendation that Justin Trudeau personallytake charge of the controversial Energy Eastpipeline file.In a speech in Calgary this week, the formerTory prime minister offered his successfulnegotiation of a watershed free-trade agreementwith the United States in the late 1980s as thetemplate Trudeau should borrow to advanceTrans-Canada’s pipeline plan.“What we now need for an exceptional,cohesive effort to make the most of our resourcebase is a similarly clear commitment from thetop, led by the prime minister, with a unique,high-quality organizational structure drawingexpertise from across Canada, and a genuinepartnership that will spearhead expansion of ourresources, expedite infrastructure constructionand bolster a broader diversification of ourresources,” the former prime minister told hisAlberta audience.It should be said at the outset that this isadvice offered in good faith. At a time when mostwere still sneering at the notion that Trudeaucould become prime minister, Mulroney wastalking up his potential.As opposed to other prominent Energy Eastbackers – such as former Quebec premier JeanCharest, who was at one point on contract as aconsultant to TransCanada – Mulroney has nofinancial connection to the project. (He does toilin a law firm that, like its competition, is alwayson the lookout for more energy industry clients.)Mulroney is not the first to call on Trudeau tojump in front of the pipeline parade and, giventhe travails of the National Energy Board indealing with Energy East, he will not be the last.On Friday, the three-member NEB paneltasked with vetting the plan to link theoilsands to the Atlantic coast belatedly recuseditself amidst enduring questions as to itsindependence.In hindsight, that should have happened assoon as news surfaced earlier this summer ofprivate meetings between panel members andparties such as Charest, whose interests werevested in the project.The next panel will be made up of membershand-picked by the Trudeau government ratherthan legacy Conservative appointees. Thatshould go some way to restore credibility to theprocess. Further down the road, it would make apro-Energy East NEB recommendation harder forTrudeau to dismiss.But for pipeline proponents, the latestdevelopments also offer an opportunity to onceagain try to prod Trudeau himself into action.Mulroney, for one, should know better than toflog that particular horse.The current prime minister does have anenviable amount of political capital. But then,so did former Quebec premier Lucien Bouchardwhen he took on the role of chief lobbyist forthe shale gas industry in Quebec a few yearsago.
