The homeownersannual meeting is behind us. Let’s begin with some positive notes: 1) thanksto Deborah Bowman, Lisa Moon, and Lorey Storey for serving the Board asDirectors and Treasurer 2) volunteers Mike Nabors and Jason Lloyd havestepped up to serve as Directors on the Board, along with Karen Rogers asTreasurer 3) eight new homeowners have agreed to serve on the CovenantReview Committee, increasing the committee chaired by Dave Fairchild to16. Thank you to Karen & Ron Rogers, Dave Fairchild, Theresa Johnson,and myself worked under the leadership of Ray Joyner to put a fresh coatof paint on the Clubhouse. Now that’s some positive stuff!I’ve addressed some covenant issues that everyone needs to be aware of ifEmerald Bay is going to continue to be a premier Hamilton Countycommunity. I hear a lot of comments about policing the covenants. Well, wehave a formal process spelled out in the Covenants called the GrievancePolicy. But there’s a simpler, more friendly and neighborly way. Self action,or making sure we all do what’s needed to be in compliance. Many of us are probably unaware ofwhat’s called for in our Covenants. I’ve chosen a dozen to highlight what we all can do to selfaudit our own property and make sure we are in compliance, regardless of what our neighborsaren’t doing. Please look over the summary of Article III of the Covenants I am referring to andlets all do what’s in the best interest of the Community. Our property values can only increase aswe do what’s neighborly and the right thing to do.One last neighborly thing I’d like to emphasize is the need to slow down and drive safely. Smallchildren are playing outside and the speed limit is 25 MPH. Too many drivers exceed this speedand it is very dangerous.As I stated in the last newsletter, I think that, as a vibrant community, we need to focus on thepositive aspects of our neighborhood. I would like to focus on our Covenants which are in placeto enhance the value of our properties and maintain harmony with our neighbors. TheseCovenants help to make Emerald Bay a lovely and desirable place to live. They help to maintainand increase the value of our homes, and when the time comes to sell your home, buyers will beimpressed with the appearance of this area.The following are some of the Covenants that I would like to highlight as a way of educating allhomeowners as to the importance of compliance. Covenant ReminderARTICLE III – COVENANTS, USES, AND RESTRICTIONS3.03- No panel, commercial or tractor trucks shall be habitually parked in driveways or overnight onstreets in front of any of the Lots.3.12- Fences- require prior written approval of the Architectural Review Committee (ARC). Wire or chainlink prohibited. All wood fences must be painted3.15- Signs- One sign only offering Lot/Dwelling for sale3.16- Service Area- Designated area shall be provided on rear or side yard to accommodate: Air conditioner compressor Garbage cans Screened from view by an enclosure3.19- Windows All windows on the front must have Muntin pattern No screens visible from the street No metal windows No aluminum awnings3.20- Animals No poultry, livestock Pets can’t roam unattended Muzzle pets which consistently bark3.27- Tree Removal- No live trees or shrubs, diameter greater than 6 inches shall be removed withoutARC approval3.28- Garbage Receptacles- All garbage and trash cans must be placed in an enclosed area at the rear orside yard and not visible from adjoining lots, houses, or from and street.3.30- Antennas- No TV antennas, dish, radio receiver or sender shall be attached to or installed onexterior without ARC.3.33- Laundry- No hanging laundry outside in public view3.36- Vehicle Parking- Cars shall not be parked on the street, only garage or driveway. No house trailer orsuch vehicle shall be stored on the premises. Recreational vehicles, vacation trailers, campers and boatsmust be stored and hidden from view within the garage. Such vehicles may not be stored anywhere elseon the lot.3.47- HVAC- Screened or landscaped so as not visible from any street.Again, the Covenants are in our By-Laws to help all homeowners know the expectations of eachindividual household, and to make and to keep Emerald Bay one of the premier neighborhoods inHamilton County. Neighborhood Watch by Nick Saynes Neighborhood Watch is one of the oldest and most effective crime prevention programs. It helps buildcommunity spirit, good relations, and brings neighbors together around a common goal. A NeighborhoodWatch Program is a group of people living in the same area who want to make their neighborhood saferby working together in conjunction with local law enforcement to reduce crime and improve the safety intheir neighborhood. It’s neighbors helping neighbors. A traditional neighborhood watch program willinclude a law enforcement officer or liaison to the group, an area coordinator or chairman who lives in thecommunity, Block Captains spread throughout the community, and Watch Members. Our Emerald BayNeighborhood Watch is structured after this model. Members meet their neighbors, learn how to maketheir homes more secure, watch out for each other and the neighborhood, and report activity that raisestheir suspicions to the police or sheriff's office. Groups that meet regularly and communicate efficientlyare the most effective at reducing incidents. It is an opportunity to volunteer and work towards increasingthe safety and security of our homes and our neighborhood.Chairman:Neighborhood Watch Chairman serves as a liaison between the neighborhood and local Sheriff’sdepartment. Responsibilities include organizing Block Captains to best cover the neighborhood andrecruit replacement Block Captains when positions open up. Responsible for communication with theBoard of Directors, Block Captains, and neighborhood watch members. Chairman promotes andeducates the community about safety by encouraging members to improve home and personal security,sharing crime reduction information, and keeping an eye on each other's homes and possessions, givingspecial consideration to vulnerable neighbors.Block Captain:Block Captains are the ones who unite the neighborhood. There is a Block Captain assigned to eachsubdivision within Emerald Bay. The Block Captain is the main communication link to the residentswithin each subdivision. He or she shares the concepts of Community Watch, promotes participation,and provides information and materials to participants. The Block Captain is the chief advocate for theirsubdivision within Emerald Bay and helps to highlight safety issues or needs throughout theneighborhood. They pass information along to the Neighborhood Watch Chairman and pass along theinformation received from the Chairman to the individual residential households.Watch Members:As a Watch Member, your responsibility is to be a good neighbor by watching out for other's propertiesand by reporting suspicious activity to the Neighborhood Watch Chairman, Block Captains, and police.When criminal activity is suspected, members are encouraged to report to authorities and not tointervene. Suspicious activity can also be shared on the Nextdoor app. Watch Members are the “eyes &ears” of the neighborhood. Unfortunately I received the message after we had votedfor the next 2 books.Clubhouse Rental News by Daphne Floyd During this time of uncertainty with the COVID-19 pandemic, the Emerald Bay Board of Directorshave decided to not rent the clubhouse for any gatherings from this date (March 18, 2020) until thenext Board meeting, which will be on April 14, 2020.As I’m sure you know, governmental agencies are requesting that, among other precautions, weavoid congregating in groups larger than ten people. Members of the Board discussed what ourpart in the fight against COVID-19 needs to be and after much diliberation, decided that it wouldbe irresponsible to facilitate anything that might help spread this virus.This situation and the information is ever-changing. The Board of Directors will be monitoringupdates and recommend you do the same. Hopefully this situation will be over soon and we cancontinue with our normal daily living.With that being said I hope everyone stays well during this trying time!Many thanks, to all of the volunteers for painting the inside of the clubhouse.
