("Comporium") respectfully submits this expression of interest in the proposalby the Federal Communications Commission ("FCC" or "Commission") to allow experiments todeploy high-speed, scalable, IP-based networks in rural, high-cost areas using Connect Americafunding, as outlined in the Order, Report and Orders, Further Notices of Proposed Rulemaking,and Ongoing Data Initiative ("Order") released by the Commission on January 31, 2014.BackgroundComporium is an Incumbent Local Exchange Carrier ("ILEC") based in Rock Hill, SC, locatedapproximately 70 miles north of Columbia, South Carolina and 20 miles south of Charlotte,North Carolina. As of2010, the population of Rock Hill was slightly more than 66,000, rankingthe city fifth in overall size in the state. Comporium is a diversified technology andcommunications leader, offering a wide range of voice, cable, broadband, and securitymonitoring services. We recently announced a project in downtown Rock Hill giving customersaccess to 1Gbps broadband speed. Comporium is the first in the state to offer such speed.Through the continuance of such projects, Comporium is committed to providing reliable, highquality service, including broadband service, to meet the needs of customers in rural areas ofSouth Carolina.Proposed Service Area for the ExperimentComporium is an Eligible Telecommunications Carrier ("ETC") in the proposed service area.We are in the process of identifying unserved areas, as well as those areas that would benefitfrom updating current technologies, including census tracts 45091061302 and 45091061403.We have identified all anchor institutions which are currently served with broadband speeds inexcess of3 Mbps up/768 kbps down.A list of anchor institutions is provided below. These institutions would greatly benefit fromprojects to replace current technologies so that broadband can be provided at higher speeds thanthe required minimum.

These services can be combined with cable television and/or voice service at anaffordable rate to the consumer.Expected State and/or Local or Tribal Governmental ParticipationComporium is uncertain at this time whether we will have state and/or local or tribalparticipation. We are open to any opportunities which would create a synergy that wouldadvance the expansion of broadband capabilities to our customers.Public Safety and Reliability of NetworkAlthough we have not yet identified specific timelines and specifications for any proposedprojects, Comporiurn will maintain network reliability using best practices during theexperiment.
