Campus ResourcesEvacuation and Emergency Action PlanAll students should act calmly in an emergency. Evacuation routes are posted in theclassrooms and clinic.Library and ResourcesThe library holds a comprehensive collectionof Traditional Oriental Medicine books forstudents. It also contains books and periodicals pertaining to Western medicine. The library has computer terminals for internet andEBSCOhost journal selection. The library alsohas a bookstore which sells textbooks andmedical supplies to students.Classrooms Exit at the closest and safest exit. Classroom instructors must take the rosterfor the class as they exit the building. Proceed to the north parking lot. Do not leave the parking lot until the class-Copyright LawThe copyright law of the United States (Title17, United States Code) governs the makingof photocopies of other reproductions ofcopyright material.room instructor has checked the roster. Once all the students are accounted, eachinstructor hand carries the attendanceroster to the Academic or Associate Dean.Clinic All who are working with patients mustenter the patients’ room and calmly removeall needles. Unplug all electrical equipment and extinguish all moxa or candles. Help the patient remain calm while theyredress and prepare to evacuate. Exit at the closest and safest exit. Proceed to the north parking lot. Do not leave the parking lot until the Deanof Clinics, Clinic Manager or other frontoffice staff have accounted for everyone.Under certain conditions specified in the law,libraries and archives are authorized to furnisha photocopy or other reproduction. One ofthese specified conditions is that the photocopy or reproduction is not to be “used for anypurpose other than private study, scholarship,or research.” If a user makes a request for, orlater uses, a photocopy or reproduction forpurposes in excess of “fair use” that user maybe liable for copyright infringement.Campus Security ActSince 1990, the college has been collectingdata for reports required to be in conformitywith the Crime Awareness and Campus Security Act. International StudentsInternational StudentsThe F-1 Visa is a non-immigrant student visa that allows foreign students to pursue education in theUnited States. Upon acceptance of a program at Emperor’s College, the international student will receive a letter of acceptance with an I-20 form from the college. The steps below are an outline of thesteps international students should take to obtain their visa. An I-20 can be issued 30 days before the start of the quarter. Make an appointment with the US Embassy or Consulate for a visa interview. (For a list of officescheck www.embassy.org) Pay the I-901 SEVIS fee (subject to change) prior to the interview. Information on how to pay the feecan be found at the government website www.ice.gov/graphics/sevis/i901/faq.htm. Bring the I-20, certificate of finances and proof of payment of your SEVIS I-901 fee to the interview.Maintain F-1 Visa Status International students must be in good status. Must maintain full time status in their program (minimum of 14 units in the MTOM program) Keep the I-20 current at all times. Keep their passport and visa current at all times.Any questions regarding the I-20 should be brought to the attention of the Designated School Official,DSO.Emperor’s College ScholarshipEmperor’s College Scholarship ProgramEmperor’s College awards scholarships to students who best display the mission of Emperor’s College create the future of health care by word, deed, and through partnerships.Students who wish to be considered for a scholarship must complete the application found on Emperor’s College website. The website is updated regularly with submission deadlines and award details.Additional scholarships also become available through outside sources, such as TCM organizations andprivate donors. Students are encouraged to monitor the website for current information regardingthese opportunities.Felice Rubino Emergency Loan FundThe Fund was made possible by the gifts of the family and friends of Felice Rubino, who was a patientof Dr Tiande Yang, a distinguished faculty member at Emperor’s College. The loan fund operates on thegood faith that the borrowers will repay the loan as the money loaned to students comes from the repayment of past borrowers. Students may borrow up to 500, as long as the funds are available. Pleasecontact the CEO for additional information.11

Federal Financial AidFinancial Aid ServicesFinancial assistance is available throughFederal Aid Student Programs (Federal Aid) forstudents needing assistance in paying theireducational costs. Students can apply for thefollowing Direct Loan programs atwww.studentloans.gov: Stafford Unsubsidized Loan. Grad Plus Loan.Grad Plus Loan – Students may borrow up tothe Cost of Attendance less the amount ofother student loans, scholarships and otherfederal student aid for the academic year.Direct Loan ProgramUnder the Direct Loan program, the studentborrows from the U. S. Government. Apply forthe loans by completing the following: (1) aFAFSA annually, (2) the Entrance Interview and(3) MPN (Master Promissory Note) once, as afirst time financial aid recipient at Emperor’sCollege.This loan has a fixed interest rate of 7.9%. Theborrower must have a good credit history toqualify. The repayment period for each DirectPLUS Loan a student receives begins on thedate of the final disbursement of that loan.This means that the repayment period foreach loan will begin on a different date. Thefirst payment on each loan will be due within60 days of the final disbursement of that loan.Students may defer making paymentswhile attending school at least half time andfor an additional 6 months after they graduateor drop below half time enrollment. NOTE: Aseparate MPN must be completed for thisloan.Important: If a student participates in FinancialAid programs, the loan disbursements aremade quarterly, in substantially equaldisbursements.Stafford Unsubsidized Loan: Students canborrow up to the Stafford Loan aggregatemaximum of 138,500 including amountsoutstanding from loans borrowed at otherschools.The Cost of Attendance is established eachyear by the Financial Aid Office and includesallowances for tuition, fees, books, room,board, transportation and miscellaneousexpenses.The academic year maximum is up to 20,500.An academic year for Financial Aid is definedas three quarters. Loans for less than a fullacademic year are prorated accordingly.Interest on an unsubsidized loan is not paid bythe Federal Government and therefore, theinterest will be capitalized or added to theprinciple. Students are encouraged to makeinterest payments while in school and duringgrace period. The interest on this loan iscurrently at a fixed rate of 6.8%. Repaymentfor funds received through the UnsubsidizedLoan Program begins six months after leavingschool.12

Federal Financial AidEligibility Requirements for Financial Aid:1. Be a U.S. Citizen or eligible non-citizen.2. Not be in default on a student loan orowe a refund on any state or federaleducational grant or have made satisfactory arrangements to repay it.3. Possess a valid Social Security Number.4. Have completed the Selective Serviceregistration requirements (if applicable).5. Must be making satisfactory academicprogress. (See Satisfactory AcademicProgress)6. Must be a student in good standing.7. Matriculated into an eligible program. MTOM program: registered at leasthalf-time (minimum of 9 units) exclusive of audits and elective courseswhich exceeds maximum requirements. DAOM program: registered at fulltime status as required by the program.How to Apply for Financial AidOnce the Financial Aid office receives the required information listed below, eligible Federal Financial Aid processing timeframe willtake 4-5 weeks.1. Apply for a PIN at www.pin.ed.gov.2. Complete the Free Application forFederal Student Aid (FAFSA) atwww.fafsa.ed.gov. (NOTE: pleaseindicate Emperor’s Federal SchoolCode:026090)3. Complete an Entrance Counselingsession at www.studentloans.gov.4. Complete the Master Promissory Note atwww.studentloans.gov.5. Complete an Emperor’s College Requestfor Financial Aid form available throughthe Financial Aid office.6. Submit two forms of identificationdocuments. At least one must include apicture: Social Security Card Current Driver’s License U.S. Birth Certificate Current U.S. Passport Naturalization Certificate – Naturalized U.S. Citizen Current U.S Permanent ResidentCard – Eligible non-citizen7. If requested, additional documentationmust be submitted to the Financial AidOffice.Maintaining Financial Aid EligibilityPursuant to Federal regulations, Financial Aidrecipients are required to meet specific requirements for Satisfactory Academic Progress(SAP). SAP is defined as the student’s progressin the completion of coursework at a satisfactory pace through the program curriculum.SAP is monitored for every student each quarter.Additional requirements are outlined in theMTOM and DAOM program sections of thehandbook.13

Federal Financial AidDisbursement of Title IV FundsTitle IV funds will be credited to the studentaccount ledger to cover Tuition and Feecharges. Any remaining funds will be issued tothe student. MTOM programAny remaining funds will be available atthe end of the 3rd week of the quarter.(E.g. If the quarter starts on a Friday, thenend of the 3rdweek of the quarter wouldbe the Thursday 3 weeks later) DAOM programAny remaining funds will be available onfollowing month (next scheduled didacticcourse meeting).There will be a delay if any student is on Probation or has an INC grade.Return of Title IV FundsThe amount of Title IV funds that a schoolmust return is determined via the Federal Formula for Return of Title IV funds as specified inTitle IV, Part G, Section 485 of the Higher Education Act. This law also specifies the order ofthe return of the Title IV funds to programsfrom which they were awarded. If a studentwithdraws from Emperor’s College, title IVfunds must be returned in the following order:Federal Unsubsidized Stafford Loan, FederalSubsidized Stafford Loan, Other FederalFunded Programs. Upon Completion or withdrawal from the program, a student mustcomplete the Exit Counseling atwww.nslds.ed.gov.A school is required to determine the earnedand unearned portions of Title IV aid as of thedate the student ceased attendance based onthe amount of time the student spent in attendance in the payment period. The amount ofTitle IV aid earned is determined by multiplying the total Title IV aid for which the studentqualified by the percentage of time during thequarter the student was enrolled.Reduction or Denial of Direct LoansThe Financial Aid Officer with the approval ofthe CEO may refuse to originate a Direct Loanor originate a Direct Loan for an amount lessthan the student’s maximum eligibility. Emperor’s process ensures that these decisionsare made on a case-by-case basis, and do notconstitute a pattern or practice that deniesaccess to borrowers because of race, sex,color, income, religion, national origin, age, orhandicapped status. When the decision ismade not to originate a loan or to reduce theamount of the loan, the reason will be documented in the student’s file and the explanations for the decision will be provided to thestudent in writing.If less aid was disbursed than was earned, thestudent may receive the late disbursement forthe difference. If more aid was disbursed thanwas earned, the amount of Title IV aid thatmust be returned (ie that was unearned) isdetermined by subtracting the earned amountthat was actually disbursed.Veterans BenefitsEmperor’s College participates in the VeteransAdministration’s Educational Benefits Programunder Title 38, U.S. Code and is approved bythe California State Approving Agency to enrollveterans and other eligible persons. Studentsmay contact the Financial Aid Officerfarida@emperors.edu or call 310-453-8300x123 for additional information. Students mayalso contact the Veterans Administration fordetails.In some cases, a student may be eligible toreceive a “post-withdrawal” disbursement after the student completely withdraws fromthe school when the amount of aid earned isless than the amount of aid disbursed. In suchcases, the Financial Aid office will notify thestudent of the “post-withdrawal” disbursement via an award letter. The award lettermust be returned to the Financial Aid officewithin fourteen (14) days or the “postwithdrawal” disbursement will be cancelled.14

Academic and Professional ConductStudents are expected to conduct themselves professionally at all times. Professionalism includes adhering to all policies and classroom regulations. The college reserves the right to amend any portions tothe handbook. Students are expected to read and adhere to the new policies with each revision.General Regulations Emperor’s College uses the “Honor System”. The college trusts each student to be honest, observe ahigh level of integrity and not resort to cheating, plagiarism or any such conduct. It is the obligationof any party with knowledge of such conduct to come forward with a verbal and/or written report tothe Academic Dean’s office. Punctuality is very important. Please arrive on time for all courses. Late arrivals disturb the instructorand fellow students. Cell phones and other electronic devices must be turned off or placed on silent mode during courses.Do not disrupt the course by entering or exiting to answer your phone. Please wait until there is abreak to return calls. All PDA’s, cell phones and wireless headsets must be placed in a purse or book bag during examinations. Texting during class is prohibited. Food is never permitted in the intern room or dispensary. Cooking is not permitted. Food and beverages are never permitted in clinic treatment rooms. Food is not permitted in classrooms. Exceptions may be made only with the instructor’s permission. Pets are not permitted on campus or building premise with the exception of medically necessaryguide dogs or assistance animals. Children are not permitted in the class or in clinic shifts. Smoking is not permitted within the building premise or within 20 feet of any entrance to the building.15

Academic and Professional ConductClinic Code of ConductFailure to adhere to these requirements mayresult in disciplinary procedures. ID Badges: All interns and observers mustwear their student ID while in the clinic.These IDs must be clearly visible andwithout markings or defacement. Failureto bring the ID two times may result in awarning for professional conduct. Personal Hygiene: Clean hair, nails andclothing are basic and very important in thehealth care setting. All students shouldemploy appropriate use of cosmeticsand deodorant such that all involved arecomfortable. Fingernails must be clean,neatly trimmed and not longer than ¼ inch. Lab Coat: Students must provide their ownwhite lab / clinic coat. It must be worn at alltimes while attending and working in thevarious clinical settings. Lab coats are anexpression of professionalism and hygieneand not a fashion statement. Students areresponsible for cleaning and maintainingtheir lab coat in a professional manner.Interns, observers, dispensary staff, labstudents or clinic supervisors cannot work inthe clinic without a lab coat. No exceptions. Dress code: Please insure that your appearance and dress are professional and do notpose a distraction or offensive to clinic patients or professionals with whom you interact. All dress must suggest a professionaldemeanor. Clean, well fitting, wrinkle-freeclothing is required. See the Pre-Internshipcourse handout or the Dean of Clinics forcomplete list of specifics. The Dean of Clinicshas the final word regarding any discrepancies regarding appropriate attire. Studentswho arrive at the clinic inappropriately attired will be asked to leave by their supervisor, clinic manager, or the Dean of Clinicsuntil appropriate adjustments are made. Minimum standards for men: Dress 16slacks, dress shirt and clean dress shoes.No thongs, jeans, athletic shoes, t-shirts,worn-out shoes, Tai Chi attire, sweatsuits, or political and advertisingbuttons. No cologne or aftershave. Minimum standards for women:Professional appearing dresses, skirts,blouses, dress slacks, and clean dressshoes. No miniskirts, jeans, shorts, tanktops, thongs, athletic shoes, Tai Chi/yogaattire, sweat suits, or political andadvertising buttons. Boots and scarvesare prohibited. No excessive makeup,long fingernails, and perfume.Footwear: Shoes must be closed-toedaccording to OSHA regulations and have aprofessional and conservative appearance.Bedside Manner: Interns are involved in thetreatment of patients. Patients deservecourteous, respectful consideration of theirneeds. Treatment procedures are to beclearly explained.
