Only Florida residents that are bona fide 4-H members(8 years old or older as of Sept. 1, 2021) or FFA memberswill be eligible to enter. All entrants must be currentlyactive in the 4-H Club program or the VocationalAgricultural Program in Florida. Anyone having currentlygraduated from high School, dropped out of High School orcurrently enrolled in an Agriculture Class, but not attendingclass, shall be ineligible to enter show. be considered as a valid postmark for entry deadlinepurposesturn in a completed record book to be eligible to competein the Champion of Champions competition. NORECORD BOOKS WILL BE ACCEPTED AT CHECKIN. Record books are available on website.9. All registered Open Show animals must show in theirappropriate Youth breed show, if one is offered.10. Registration papers must be presented at check-in. Inthe case of papers pending, it will be the responsibility of theexhibitor to provide the Fair with a letter from the breedassociation stating that the papers have been applied for buthave not yet been processed. No papers pending will beaccepted without this letter from the association.11. It is the Fair's intent to allow chapters/clubs to show inthe Youth Beef Show to provide an opportunity forparticipation and learning to students who might otherwisenot have the opportunity. Chapter animals must be registeredin the name of the chapter. However, separate individualsmay be designated to show separate animals by paying aseparate entry fee for each animal and specifying thestudent’s name in addition to the chapter name. It is requiredthat the student assigned to show that animal must beresponsible for the care and feeding of that animal while atthe Fair. That same exhibitor (the one that shows the animalin a class) may enter showmanship. Please fill out theChapter Showman Sheet (on the website) for each chaptershowman.12. Chapter animals must be shown by a member of thatchapter.13. Any exhibitor from a family with an outstanding balanceowed to the Fair will not be eligible to show at the FloridaState Fair.The 1st Late Entry Period for entries postmarked betweenDecember 4th & 10th, 2021 is subject to space availabilityand will be charged double ( 30.00) entry fees.The Final Late Entry Period for entries postmarked betweenDecember 11th, 2021 & January 11th, 2022 is subject to spaceavailability and will be charged double entry fees plus a 100.00 fee (Youth).4. Youth exhibitors entering the Open Show must meet allOpen Show deadlines, and must pay the regular 15 entryfee, per animal, to enter the Open Show.9. If you want your animals tied in with a larger group, besure to send a note with your entry designating specifics.13. All substitutions must be received by the Fair by Jan. 18,2022. For Entry Verification purposes, the Fair suggestssending a self-addressed stamped envelope with yourentry.15. Only animals entered and shown in the Youth Beef Showand checked by the state veterinarian will be allowed in thebarns. No exceptions!!!CHAPTERS/CLUBS PLEASE NOTE: Chapters/Clubsmust designate student(s) that will enter and compete in all events.That student will be the representative for the Show, Skilathon,Record Book Skills Test, Showmanship and all other competitions.The age of the student(s) will determine the division of theircompetition (Junior, Intermediate or Senior). Chapters/Clubs mustdesignate student(s) by January 11, 2022 (hand delivered orpostmarked – Metered Mail will not be considered as valid orlegitimate postmark). Appropriate form is located on website.ENTRIES1. Each Exhibitor may enter and show no more than 2animals in a single class. In such a case, the other animalmust be shown by a youth exhibitor.2. There is a 15 entry fee per exhibitor for the YouthBeef Show. Overpayments will not be refunded if 15.00 orless. Entry Fees are Non-Refundable.3. Entry Due Date - All entries must be hand delivered orpostmarked on or before December 3, 2021. It is thepolicy of the Florida State Fair to abide by all Rules andRegulations as posted on the Florida State Fair websiteat www.floridastatefairag.com.Entry fee will be determined by date entries are postmarkedor hand-delivered to the Agribusiness Office. Handdelivered entries will be accepted in the Agribusiness Officeup to office closing at 5:00 pm on the day of deadline.ASSISTANCE1. Youth exhibitors are expected to care for, prepare andshow their own animals while on the grounds of the FloridaState Fair.2. Adults (other than parents) or similar unauthorizedpersons are strictly prohibited from providing directCertified mail or a Certificate of Mailing validated by thePost Office is recommended. A metered postmark will not2

assistance in preparation or showing of youth animals whileon the grounds of the Florida State Fair.3. All preparation will be done in a designated area.4. The Florida State Fair HIGHLY recommends that allclipping be done prior to arrival at the Fair.5. Exceptions to the above rule must be approved by thecommittee and be in writing before the Fair.6. Violations can result in the disqualification of theexhibitor and all premiums, Achievement premiums, etc.will be forfeited.(8) Market Class. An exhibition class consisting offinished fed animals that all go directly to slaughterimmediately following the exhibition.(9) Official Certificate of Veterinary Inspection (OCVI).A legible record or certificate made on an official form fromthe state of origin or from the USDA, or a Departmentapproved electronic format, issued and signed byveterinarians licensed and accredited in the state of origin forthe purpose of certifying the official individualidentification, test requirements, and health status of specificanimals for movement, exhibition, and other designatedpurposes.(10) Official Individual Identification. A form of uniqueindividual animal identification including, but not limited to:(a) Official Ear tags. Must be tamper-resistant/tamperevident, approved by APHIS, capable of providing a uniqueidentification number for each animal, and capable of beingrecorded in a central repository. Such ear tags must conformto one of the numbering or tagging systems approved by theUSDA, APHIS, VS in 9 C.F.R. § 71.1.(b) Ear, tail-web or flank tattoos, approved by APHIS;breed registration tattoos when accompanied by breedregistration papers; or an official brand when accompaniedby a brand registration certificate;(c) Official leg or wing bands for poultry;(d) Color digital images or notarized colorphotographs of the animal, signed by a state-licensed,USDA-accredited veterinarian; or(e) Implanted electronic chips with a unique numberthat is recorded in a single, central database.(11) Official test. A test conducted by a method approvedby Department rules for the specific disease and animalspecies.(12) Poultry, Domestic Fowl or Ratites. Chickens,turkeys, quail, pheasants, chukars, peafowl, guineas, ratites(limited to ostriches, emus and rheas) and waterfowl that arepropagatedor maintained for commercial or breeding purposes.(13) Segregated. To maintain a group of animals separatefrom another group of animals in such a manner as to preventphysical contact between animals of the two groups.(14) Materials. Title 9 C.F.R. § 71.1 (2005) is herebyincorporated by reference. Copies may be obtained from theUnited States Government Printing Office, Superintendentof Documents, Mail Stop SSOP, Washington, D.C. 204029328.History–New 1-19-95, Last Amended 6-21-06.HEALTH REGULATIONS1. All animals must meet health regulations as specifiedin the Rules for Exhibition as required by the FloridaDepartment of Agriculture & Consumer Services.2. To expedite entry into the Fair, ear tags thatcorrespond to health papers are strongly recommended.3. Contact the Florida Department of Agriculture,Animal Industry, District 4 Office at (863) 578-1863 withquestions pertaining to Health Regulations and/or Rulesof Exhibition.RULES OF EXHIBITIONAs required by the Florida Department of Agricultureand Consumer Services5C-4.0015 Definitions.5C-4.0017 General Requirements, Exemptions andLimitations.5C-4.002 Cattle or Bison.5C-4.0015 Definitions.For the purposes of this chapter the following definitionsshall apply:(1) Accredited Veterinarian. A veterinarian licensed in thestate of origin and accredited by the United StatesDepartment of Agriculture, Animal and Plant HealthInspection Service (USDA, APHIS) to perform certainfunctions of the federal and cooperative-state-federalprograms in accordance with the provisions of Title 9 Codeof Federal Regulations (9 CFR) § 161 (2005).(2) Animal(s). This term shall include:(a) Livestock including grazing animals, such ascattle, horses, sheep, swine, goats, and other hoofed animals;(b) Ratites, limited to ostriches, emus, and rheas;(c) Poultry or Domestic fowl which are propagated ormaintained for commercial or breeding purposes; and(d) Wild or game animals which may threaten theagricultural interests of Florida.(3) Authorized Representative. An employee of the stateor federal government, or a licensed veterinarian accreditedby the USDA, who is authorized to conduct animal diseasecontrol and eradication activities.(4) Commercial Production Swine. Swine that have beensubjected to and found negative on an annual brucellosis andpseudorabies test and have been continuously managed withadequate facilities and practices to prevent exposure to eithertransitional or feral swine and so recognized by state animalhealth officials.(5) Group. One or more animals maintained on the samepremises or in contact with one another.(6) Horse. Any horse, mule, ass, zebra or other equidae.(7) Isolation. Separation of individual animals by aphysical barrier in a manner that assures one animal does nothave access to the body, excrement, or discharges of anotheranimal; does not share a building with a common ventilationsystem; and is not within ten feet of another animal.5C-4.0017 General Requirements, Exemptions andLimitations.(1) Official Certificate of Veterinary Inspection (OCVI)Required. Animals presented for exhibition purposes inFlorida, unless specifically exempted, must be accompaniedby an OCVI issued by a veterinarian accredited in the stateof origin.(a) The OCVI must be complete including the breed,sex, and registration number, and the official individualidentification of each animal.(b) Results of a specific test requirement or herdaccreditation, certification or validation number for eachanimal must be recorded on the OCVI with the date of thetest or herd accreditation, certification or validation.(2) Expiration of Required OCVI.(a) For Florida-origin animals an OCVI is valid for 90days from the date of issue; or until the expiration date ofany required tests, whichever is the earliest date.3

(b) For animals imported into Florida for exhibitionpurposes only, the OCVI is valid for 30 days, except that, forequine imported into Florida using a current EquineInterstate Passport Card, DACS-09207, or equivalent of thestate of origin signed by the State Veterinarian or chiefanimal health official, the OCVI will be extended to the dateof expiration of the Equine Interstate Passport Card or itsequivalent of the state of origin.(3) Exemption to Required OCVI. An OCVI is notrequired for animals originating in Florida and entered inmarket classes provided that animals are segregated fromother animals and the pens are occupied only by the animalsin a market class. Pens used for market classes must not bereused until after cleaning and disinfecting.(4) Inspection Required. Prior to immediate acceptance atan exhibition, all animals presented for exhibition must bevisually inspected by an authorized representative for:(a) The required official individual identification ofthe animal; and(b) Clinical signs of disease including, but not limitedto: caseous lymphadenitis, blisters/ulcers around the mouth,nostrils, coronary band, pinkeye, pox, scabies, lice,ringworm, atrophic rhinitis, or multiple warts that are clearlyvisible; and(c) Evidence of compliance with animal tests andOCVI requirements, where required.(5) Animals Rejected for Exhibition.(a) Any animal in noncompliance with animal testsand OCVI requirements, or(b) Any animal not meeting the official individualidentification requirements, or(c) Any animal which is suspected of having orshowing clinical signs of dangerous transmissible,contagious or infectious disease on visual inspection, or anyanimal which is known to be exposed to such diseases mustbe:1. Immediately withdrawn from exhibition andreturned to the place of origin, or2. Examined by a Florida-licensed and USDAaccredited veterinarian at the owner’s expense within 24hours, who certifies by a signed, written statement, that theanimal is free of dangerous transmissible, contagious orinfectious disease and pests.(6) Forms. Equine Interstate Passport Card, DACS-09207Rev. 07/05, is hereby incorporated by reference. Copies maybe obtained from the Florida Department of Agriculture andConsumer Services, Division of Animal Industry, 407 S.Calhoun St., Tallahassee, FL 32399-0800.History–New 6-21-06.Tuberculosis-Free Herds originating in Tuberculosis-FreeStates, are exempt from this test requirement.3. Imported beef cattle or bison may be entered forexhibition without a negative caudal fold tuberculin skin testprovided they originate from Accredited Tuberculosis-FreeStates or Herds. Otherwise, they must meet the requirementsin subparagraph 5C-4.002(2)(a)2., F.A.C.(b) Brucellosis.1. Test Required. Cattle or bison, six (6) months ofage or older, must have evidence of a negative brucellosistest within 30 days prior to the date of exhibition.2. Exemption from Required Brucellosis Test.a. Steers and spayed heifers; andb. Cattle or bison originating from a CertifiedBrucellosis-Free Herd, or a Brucellosis Class Free State orArea which when certified, the OCVI must show thecertifiedherd number and the date of the last herd certification test;andc. Cattle or bison from non-quarantined herdsoriginating from Class A State or Area provided that thecattle are under 18 months of age.History–Last Amended 6-21-06.GENERAL1. Please Note: Due to health and safety issues, nocooking will be allowed in the barns; food and drinkshould not be consumed in animal areas; and exhibitorsshould wash hands after handling animals.2. Feed, care and management of animals will be theresponsibility of the exhibitor. Sawdust will be provided forbedding. Failure to maintain animals and exhibit toacceptable standards and/or failure to cooperate withFair Officials may result in premium forfeiture andimmediate dismissal from the Fairgrounds.3. Exhibitors must show their own animal unless priorapproval has been received from show management.4. It is the exhibitor’s responsibility to get in the showring on time. PA system is a courtesy ONLY. Exhibitorsare expected to be on time for their class.5. Grooming chute Permit: There will be a 25.00 fee foreach grooming chute for exhibitors showing less than 8animals. A COMPLIMENTARY PERMIT WILL BEGIVEN TO BREEDERS, CLUBS, CHAPTERS WITH 8OR MORE ANIMALS. Additional permits may bepurchased for 25.00. (See form on Website). Allgrooming chutes must have a Florida State Fair permitwhich must be paid for with entry fee. Grooming chutesmust be confined to areas designated by superintendent.6. At the discretion of the Livestock Superintendent,exhibitors may be instructed to double tie their animals. Itis recommended that all youth cattle be double tied with aneck rope.7. Automatic water systems in the cattle tie area (barn)must be approved by the Livestock Superintendent. Nonails, screws or other fasteners are to be used on thewooded portion of the tie panels.8. Animals are restricted to designated areas of theFairgrounds and must not be taken from designated area.Violators are liable for any damage incurred by owner oranimals.9. Any person who violates any of the general rules orspecial rules as posted in this Premium List will forfeit allprivileges and premiums won.10. The physical condition of an entrant, which theappropriate committee considers to be a problem for that5C-4.002 Cattle or Bison.(1) OCVI Required.(a) Florida-origin cattle or bison moved for exhibitionmust be accompanied by an OCVI dated not more than 90days prior to exhibition.(b) Cattle or bison imported from other states forexhibition must be accompanied by an OCVI dated not morethan 30 days prior to exhibition.(2) Test or Certification Required.(a) Tuberculosis.1. Florida-origin cattle or bison may be entered forexhibition without a tuberculin test.2. Imported dairy cattle may be entered forexhibition provided they have a negative caudal foldtuberculin skin test within 30 days prior to the date of theexhibition; except that, dairy cattle from Accredited4

entrant to participate in the show, may result in thecommittee not accepting an entry or not allowing that entrantto participate in the show.11. NO DOGS ALLOWED INSIDE THE BARNS.Group 2 & 3 Shows3. Each Youth Beef Exhibitor will be issued nine (9) dailyadmission tickets and one (3-day) parking pass to be used byexhibitor and parents. Exceptions will be made when morethan one exhibitor is from the same family. The secondexhibitor from the same family will be issued three (3) dailyadmission passes. The third exhibitor will be issued three (3)daily admission tickets and one (3-day) parking pass.12. Smoking is not permitted in the barns.13. The use of alcohol is prohibited in the barns and livestockarea.14. NO Chairs are allowed in the animal walkways.15. No Chairs are allowed in Make-Up / Staging Area.Please Note: All passes will be single day passes. Be sureto utilize your tickets to cover every day you are at theFair. NO ADDITIONAL TICKETS WILL BE ISSUED.4. Additional tickets can be bought in advance at discountprices. See Advance Ticket form on website for details.Tickets will be for sale at the Livestock Gate Entrance.5. Each passenger must have an admission pass.6. Reserved parking is provided and exhibitors must park inthis area.LIABILITY FOR LOSS OR THEFT1. The owner or custodian of property of any kind broughtto the Fairgrounds; either for exhibit or for other purposes,assumes as a condition of its admission to the grounds, allrisk and/or responsibility for its loss, damage or theft.2. The Fair, its officers and employees cannot and will notaccept responsibility and liability for any damage or injuryresulting from theft, fire, the elements, accidents or otherconditions or causes; whether to exhibits, property ofexhibitor, vehicles on the grounds and articles left therein orany other property of any nature whatsoever.FEEDING AND BEDDING1. All cattle will be bedded on sawdust/shavings only. Nobedding hay allowed.2. Feed and water pails must be provided by the exhibitor.3. All cattle must be double-tied with both halter lead andneck rope. The proper procedure for this is:ARRIVAL1. Youth Beef animals will arrive per the schedule on firstpage.2. EARLY ARRIVALS: Due to the lack of space duringthe Fair, early arrivals will not be permitted except incases where the scheduled arrival time presents ahardship due to travel time, etc. In such situations, awritten request must be submitted to the LivestockOffice by January 11th. Exhibitor will be notified byFebruary 1st, if the request has been approved.3. Exhibitors arriving for the 1st set of shows with cattlefor the 2nd group or the 2nd set of shows with cattle forthe 3rd group must also follow Early Arrival proceduresstated above.4. Any cattle arriving late due to conflict with other showMUST have pre-approval.5. All exhibitors must check-in with the Livestock Officepersonnel by time indicated on arrival day or they will beconsidered as a "NO SHOW" and will be deleted fromthe show. Any Pending Registration Papers will beverified at this time.6. All animals will be received through the Red Gate at theOrient Road entrance gate.7. All trailers will be parked in a remote locationadjacent to or near the Fairgrounds.8. Any animals arriving late due to an emergency must callthe Livestock Office at (813) 627-4229.4. All exhibitors of livestock will be required to maintaintheir exhibit space in a clean, sanitary condition by removalof any filth and/or litter, and placement in designated pickupareas. The sanitation department of the Fair will removerefuse from designated pick-up areas only.JUDGING1. Judging will be per the schedule on first page.2. Judging will begin with the Showmanship Class.3. A show ring preparation policy is being implementedfor the youth show and showmanship. NO GROOMINGMATERIAL IS ALLOWED ON THE ANIMAL. Allanimals must be washed clean and dried without the useof ANY grooming material/aids (BLOW & GO). Thedefinition of Blow & Go is strictly soap and water andnothing else. The use of brush and/or scotch comb isencouraged. Animals may be checked prior to enteringmake-up area (TECO Arena). Animals that fail thecheck will be refused entry into the arena.4. Grand & Reserve Champion animals may be subjectto be checked at the discretion of the Fair management.5. ANIMALS THAT ARE UNMANAGEABLE MAYBEEXCUSED FROM THE SHOW RING AT THEDISCRITIONOFTHEYOUTHBEEFSUPERINTENDENT. ANIMALS THAT GET LOOSEFROM AN EXHIBITOR AFTER THE SECOND TIMEWILL BE EXCUSED FROM THE RING.6. Any animal receiving a blue ribbon can qualify for achampion.7. Judging will be based on a modified Danish System8. Judges will not award premiums to any article, product, oranimal that is not deserving. It must be judged individuallyworthy.9. The decision of the judge shall be final and no appeal willbe considered except in cases of written protest (see GeneralDisputes Policy)TICKETS1. Tickets can be picked up upon arrival at the Vet trailerlocated at the Livestock Gate (formerly the Red Gate)Entrance.Group 1 Show2. Each Youth Beef Exhibitor will be issued six (6) dailyadmission tickets and one (2-day) parking pass to be used byexhibitor and parents. Exceptions will be made when morethan one exhibitor is from the same family. The secondexhibitor from the same family will be issued two (2) dailyadmission passes. The third exhibitor will be issued two (2)daily admission tickets and one (2-day) parking pass.5

10. Any exhibitor who interferes with the judging will bepromptly excluded from competition; if after judging, thepremiums awarded will be withheld.11. All animals must enter the show ring and be evaluatedby the judge in order to receive premiums.the Response must also be signed by the protestedexhibitor’s guardian or parent, unless the parent or guardianis not available due to circumstances that warrant, asdetermined by the Agribusiness Department in its solediscretion. The Agribusiness Department shall makeavailable a copy of the Response to the protesting exhibitorupon request by the protesting exhibitor, but it shall be theprotesting exhibitor’s responsibility to monitor the Protestand to obtain a copy of the Response.
