CTEcourses are offered at Alderete Middle School, Canutillo Middle School, Canutillo High Schooland Northwest Early College. Organization of the Canutillo ISD Advisory Board and Committees forCareer and Technical EducationThe CTE Advisory Board consists of chairpersons from each program area’s advisory committee (seebelow), CTE counselors, and members at large. Potential members of the board are recommended by CTEteachers, the CTE director. This committee meets two times a year.Program Advisory Committees represent one of the following areas. Minutes of all meetings should bemaintained as monitoring documentation. Business Education and Marketing (includes all business/marketing courses) Family and Consumer Sciences1. Family and Consumer Science2. Culinary Arts3. Hospitality & Tourism Health Science Technology1. Certified Nurse’s Assistant2. Career and Technical EducationCareer Pathways/Graduation PlansCoherent Sequence of Courses:An educational plan of course-taking is designed to lead the student progressively toward a career concentration (ormajor). These course-taking patterns may be flexible and overlapping in nature, but fit together and complementeach other to provide for the acquisition of competencies appropriate for a variety of occupations within that careerconcentration.Put link to on-line CTE Student handbook herePut link to CISD High School Graduation Plan hereCTE teachers are expected to assist in the career and college readiness process by advising students of availableopportunities related to career development, certification testing and post-secondary studies. CTE senior levelteachers must assist in providing an opportunity for students participating in a CTE pathway in obtaining acertificate or licensure in their program of study.

The Individual Education Program Process (IEP)When a Career and Technical Course or Coherent Sequence of Courses is being consideredThe Commissioner’s Rules Concerning Career and Technical Education states the following:A student with a disability who is unable to succeed in regular career and technology education withoutmodifications, special supplementary aids, or services shall be placed in career and technology education by theIndividual Education Program Committee (the IEP Committee) composed of the persons required under 20 USC,Section 140I (20), to develop the student’s individualized education program (IEP)*. Whenever appropriate,Career and Technical Education activities shall be included as a component of a student’s IEP.A student with a disability identified in accordance with provisions of Public Law I0I-392: Public law 476; and theIndividuals with Disabilities Act (IDEA) is an eligible participant in Career and Technical Education when therequirements of this subsection are met.1. The committee shall include a teacher from career and technology education, when considering initial orcontinued placement of a student in Career and Technical Education.2. Planning for students with disabilities shall be coordinated among Career and Technical Education, specialeducation, and state rehabilitation agencies and should include a coherent sequence of courses.3. A school district shall monitor to determine if the instruction being provided students with disabilities in Careerand Technical Education classes is consistent with the IEP’s developed for the students.General Expectations: CTE teachers should provide a classroom environment that is conducive to learning for all students.Planning for students with disabilities who will participate in CTE programs should include a coherentsequence of courses in career and technology education (see samples elsewhere in this handbook).CTE teachers should work cooperatively with the Special Education staff and state rehabilitation agenciesas needed to assist special education students with a smooth transitionto services or continuing education.A substitute will be provided for the teacher if the IEP is scheduled during the regular school day.CTE teachers are expected to attend and actively participate in IEP meetings as requested.7

ManagementGuidelines

General SafetyTeachers responsible for conducting a lab program are required to document the following:a. Evidence that ALL students passed with 100% a written safety test prior to working in the lab.b. Evidence that students successfully demonstrated, in the presence of the teacher, the use of all powerequipment.c. Evidence that there is a well-established safety procedure for lab, including emergency procedures, andthat students are well-informed of this procedure.1. Safety posters should be displayed in all labs.2. Proper guards must be utilized on all equipment. Any equipment that does not have a guard must berendered inoperable.3. Danger zones should be clearly marked.4. No-skid substances (or surfaces) should be place in front of each machine.5. The maximum number of students enrolled in each CTE class will be no greater than the number who can beprovided safe and effective instruction commensurate with the standards of the applicable industry and nogreater than the number of classroom or laboratory work stations. (Authority reference: 19 TAC 75-213.(1)and 78.1 (2)6. 6. The school nurse must be notified immediately when an accident occurs.Eye Safety (Reference: TEC 21.909 (a)(1), (b), and (c)1. Eye protection is required by law and MUST be worn at all times when equipment is in use.2. 2. Safety glasses are provided either to each student, or assigned to each student and propyl sterilized aftereach use. If glasses are provided to each student: one pair is provided, and if lost or broken by the student,must be replace by the student.3. 3. If a student receives an eye injury, the principal and school nurse must be notified immediately. Theprincipal is responsible for filing a TEA report for eye injury.

Canutillo ISD071907FMGSTUDENT TRAVEL(REGULATION)The guidelines governing student travel and related expensespursuant to Policy FMG REGULATION are summarized below tostreamline and facilitate District approved student travel. Theseguidelines supersede any and all previous existing guidelines andapply to all student travel regardless of funding source, noexceptions.School administrators are responsible for ensuring that all studenttravel is carried out in accordance with the District’s administrativeprocedures. Student travel requests must be justified on the basis ofeducational value.DISTRICTSPONSOREDTRAVELFunds for District-sponsored travel, even if primarily provided byparticipants and/or booster clubs or organizations, shall be depositedinto the District’s student activity fund accounts. The purpose of thisprovision is to facilitate accounting for these funds and ensure costcontainment through District contract and purchasing services.Program Managers and Campus Principals should budget for nonUIL district-sponsored student travel for competitive events that wouldadvance them to regional, state and national levels.Student travel regardless of funding source (district budget, activityaccount, booster club, PTO, parent contributions, donations) musthave funds available to process payment for travel accommodationsthirty (30) calendar days prior to the travel date.Exception:The District will budget for UIL district-sponsored student travel forcompetitive events that would advance them to regional, state andnational levels.TITLE IXSTUDENTFIELD TRIPSNo student shall, on the basis of sex, be excluded from participationin, be denied the benefits of, or be subjected to, discrimination underany academic, extracurricular, occupational training, or othereducational program or activity operated by the District.Student field trips are defined as a one-day trip within the El Paso,Doña Ana, Otero, Eddy and/or Hudspeth Counties not requiring anovernight stay and not exceeding a 175-mile radius from point oforigin. A student shall be allowed ten extracurricularabsences not related to post-district competition, five absences forpost-district competition prior to state, and two absences for statecompetition.All students traveling must be academically eligible at the time ofdeparture.BOOSTER/PTOFUNDED ACTIVITIES UIL guidelines prohibit booster clubs from paying “directly” for tripexpenses. An incomplete travel request form willbe returned to the originator, which could result in delays, increasedcosts, and in some cases, cancellation of the trip.All travelers must ensure that all travel is approved and submitted farenough in advance to take advantage of “early bird” registration andother travel discounts. In all cases, travel must be submitted to theFinancial Services Division at least 21 calendar days prior to the dateof travel and at least 7 calendar days prior to the conferenceregistration deadline, no exceptions. Travel requests that do not meetthe 21-day criteria are processed only with the written approval of theSuperintendent of Schools.Prior authorization by supervisor is required, for travelers requestingto extend the days on trip for personal reasons. Club accounts absorbcancellation costs for club-funded trips. Students are heldresponsible for any funds that cannot be recouped, unless thecancellation is due to emergency circumstances. Emergencysituations include, but are not limited to: hospitalization or death in theimmediate family or illness of the student. Written verification isrequired. The Travel Office will attempt to recover costs incurred dueto cancellation whenever possible.Cancellations with a replacement must be done in a timely mannerand must be done by the campus/department budget authority.REGISTRATION A Travel Request Form – Exhibit A (approved by the ExecutiveDirector, Financial Services) must be completed before anyregistration arrangements are made. Any requests for registrationfees must be exclusive of pleasure tours.The traveler must pay for all membership dues or other associationfees that are included in the registration fees.

Passenger cars or passenger vans may be used to transport fewer than 15 students.In all circumstances in which passenger cars or passenger vans are used to transportstudents, the operator of the vehicle shall ensure that the number of passengers in the vehicledoes not exceed the designed capacity of the vehicle and that each passenger is secured by asafety belt.The District assumes no liability for students who are, for any reason, transported by parents orstudents in private vehicles.Contact the Transportation Department or the Risk Manager for more information on studenttransportation.ADVANCESEmployees traveling with student as chaperones or sponsors will obtainan advance for estimated trip expenditures such as meals, parkingfees, taxi fare, shuttle fees, and miscellaneous items for those expectedto travel.SPONSORS /CHAPERONES Sponsor(s) or chaperone(s) are responsible for student conduct at alltimes. A sponsor(s) or chaperone(s) on a District approved trip withstudents must be a District employee. Hourly employees must adhereto the travel time tracking guidance provided in AdministrativeRegulation DEE. All non-exempt employees traveling out of town mustbe accompanied by an exempt employee. Overtime earned while ontravel will be compensated through compensatory time or monetarily atthe discretion of the trip budget authority and/or the employee’ssupervisor. Arrangements as to the method of compensating overtime,should any occur, should be made with the non-exempt employee priorto travel using the Request for Overtime Form. At no time will overtimebe paid to an employee from a student club account. A non-exemptemployee that is allowed to travel must submit an “Authorization toTravel/Time Card” (Exhibit E) form along with the Travel request form.4.
