Mahoney, Honorable Membersof the County Legislature and Honorable County Comptroller Robert E.AntonacciCounty of Onondaga, New York:Report on Compliance for Each Major Federal ProgramWe have audited the County of Onondaga, New York’s (the County) compliancewith the types of compliance requirements described in the OMB ComplianceSupplement that could have direct and material effect on each of the County’smajor federal programs for the year ended December 31, 2015. The County’smajor federal programs are identified in the summary of auditor’s results sectionof the accompanying schedule of findings and questioned costs.The County’s basic financial statements include the operations of OnondagaCommunity College, Onondaga Civic Development Corporation (OCDC),Onondaga County Convention Center/War Memorial Complex ManagementCorporation, Onondaga County Housing Development Fund Company,Onondaga County Industrial Development Agency, Friends of the RosamondGifford Zoo and the Onondaga Tobacco Asset Securitization Corporation whosefederal awards are not included in the schedule of expenditures of federalawards for the year ended December 31, 2015. We conducted our audit of compliance inaccordance with auditing standards generally accepted in the United States ofAmerica; the standards applicable to financial audits contained in GovernmentAuditing Standards, issued by the Comptroller General of the United States; andthe audit requirements of Title 2 U.S. Code of Federal Regulations Part 200,Uniform Administrative Requirements, Cost Principles, and Audit Requirementsfor Federal Awards (Uniform Guidance). Those standards and the UniformGuidance require that we plan and perform the audit to obtain reasonableassurance about whether noncompliance with the types of compliancerequirements referred to above that could have a direct and material effect on amajor federal program occurred. However, our audit does not provide a legal determination of the County’scompliance.Opinion on Each Major Federal ProgramIn our opinion, the County complied, in all material respects, with the types of compliancerequirements referred to above that could have a direct and material effect on each of its majorfederal programs for the year ended December 31, 2015.Other MattersThe results of our auditing procedures disclosed instances of noncompliance, which are required tobe reported in accordance with the Uniform Guidance and which are described in the accompanyingschedule of findings and questioned costs as item 2015-001. Our opinion on each major federalprogram is not modified with respect to these matters.The County’s response to the noncompliance finding identified in our audit is described in theaccompanying schedule of findings and questioned costs. The County’s response was notsubjected to the auditing procedures applied in the audit of compliance and, accordingly, weexpress no opinion on the response.Report on Internal Control over ComplianceManagement of the County is responsible for establishing and maintaining effective internal controlover compliance with the types of compliance requirements referred to above. In planning andperforming our audit of compliance, we considered the County’s internal control over compliancewith the types of requirements that could have a direct and material effect on each major federalprogram to determine the auditing procedures that are appropriate in the circumstances for thepurpose of expressing an opinion on compliance for each major federal program and to test andreport on internal control over compliance in accordance with the Uniform Guidance, but not for thepurpose of expressing an opinion on the effectiveness of internal control over compliance.Accordingly, we do not express an opinion on the effectiveness of the County’s internal control overcompliance.A deficiency in internal control over compliance exists when the design or operation of a control overcompliance does not allow management or employees, in the normal course of performing theirassigned functions, to prevent, or detect and correct, noncompliance with a type of compliancerequirement of a federal program on a timely basis. A material weakness in internal control overcompliance is a deficiency, or combination of deficiencies, in internal control over compliance, suchthat there is a reasonable possibility that material noncompliance with a type of compliancerequirement of a federal program will not be prevented, or detected and corrected, on a timely basis.A significant deficiency in internal control over compliance is a deficiency or a combination ofdeficiencies in internal control over compliance with a type of compliance requirement of a federalprogram that is less severe than a material weakness in internal control over compliance, yetimportant enough to merit attention by those charged with governance.(Continued)2

We identified certaindeficiencies in internal control over compliance, as described in the accompanying schedule offindings and questioned costs as item 2015-001, that we consider to be a material weakness.The County’s response to the internal control over compliance finding identified in our audit isdescribed in the accompanying schedule of findings and questioned costs. The County’s responsewas not subjected to the auditing procedures applied in the audit of compliance and accordingly, weexpress no opinion on the response.The purpose of this report on internal control over compliance is solely to describe the scope of ourtesting of internal control over compliance and the results of that testing based on the requirementsof the Uniform Guidance. Accordingly, this report is not suitable for any other purpose.Report on the Schedule of Expenditures of Federal AwardsWe have audited the financial statements of the governmental activities, the aggregate discretelypresented component units, each major fund, and the aggregate remaining fund information of theCounty of Onondaga, New York (the County) as of and for the year ended December 31, 2015, andthe related notes to the financial statements, which collectively comprise the County’s basic financialstatements. We issued our report thereon dated April 25, 2016, which contained unmodifiedopinions on those financial statements. Our audit was conducted for the purpose of formingopinions on the financial statements that collectively comprise the basic financial statements. Wehave not performed any procedures with respect to the audited financial statements subsequent toApril 25, 2016. The accompanying schedule of expenditures of federal awards is presented forpurposes of additional analysis as required by the Uniform Guidance and is not a required part ofthe basic financial statements. Such information is the responsibility of management and wasderived from and relates directly to the underlying accounting and other records used to prepare thebasic financial statements. The information has been subjected to the auditing procedures appliedin the audit of the financial statements and certain additional procedures, including comparing andreconciling such information directly to the underlying accounting and other records used to preparethe basic financial statements or to the basic financial statements themselves, and other additionalprocedures in accordance with auditing standards generally accepted in the United States ofAmerica. In our opinion, the schedule of expenditures of federal awards is fairly stated in allmaterial respects in relation to the basic financial statements as a whole.3
