DEDICATIONThis year’s Town Report is dedicatedin appreciation and respect ofDavid JenningsEmergency Medical Services DirectorSeptember, 1996 – June, 2015As of June 30, 2015, after 19 years of service as the EMS Director for BarreTown, Dave Jennings retired. Dave began working in 1996 when he was hiredas the shared EMS Director for Barre Town and Williamstown. When theshared position ended in 2005 he continued working for the Town. Beforecoming to work for the Town of Barre Dave was the Director for the NorthfieldAmbulance Service. By the time he retired from Northfield he already had 40years of experience in the EMS field.Dave was hired by Barre Town soon after it won the ambulance servicecontracts for Berlin, East Montpelier, Plainfield and Calais. He managed thedepartment through a large increase in call volume and service territory. Duringhis tenure Barre Town EMS began offering paramedic level coverage.The Selectboard adopted a resolution on June 23, 2015 honoring Dave andthanking him for his service. Town staff and elected officials bid him farewelland wish him the best in his retirement.-2-

WENDELL F. PELKEYCITIZENSHIP AND SERVICE AWARDThe late Wendell Pelkey served for more than 18 years as a BarreTown Selectman (from 1969 to 1987). In 1991, the Barre Town Selectboardestablished this annual award in his name to be presented to a person or personsrecognized by a majority of the Board for long-standing devotion, publicservice, and community leadership to and for the benefit of the inhabitants of theTown of Barre. 2014 – 2015REPORT OF THE MUNICIPAL OFFICERSSELECTBOARD REPORTBy Carl Rogers, Town ManagerThe Selectboard met 46 times during the report year, including meetings on thefirst day and last day of year (July 1, 2014 and June 30, 2015). Following is a summaryof the major matters dealt with during the year. Selectboard meeting minutes are available via the town website and in the town clerk’s office. Meeting dates are provided inthis summary in case the reader wants more information. Some subjects also may becovered in the related department’s report. Check those reports in this book for possibility of additional details.Ordinances, Resolutions, Charter and PoliciesThree ordinances were adopted.1. October 21, 2014. Sec. 2-27(k) amended by reducing number of RecreationBoard members from 8 to 7.2. April 21, 2015. Sec. 7-44(c) amended by adding Carnes Road as a yield street atBianchi Street.3. April 8, 2015. Zoning By-Law amended by two changes to the zoning map; andchanges to Tables 2.1 (permitted uses) and 2.2 (lot standards).During the report year eleven (11) resolutions were adopted. Five resolutions wereadopted to express appreciation and gratitude to people (not just employees) who retired (Jeff Stratton, Sue Sinclair of CVRPC, Steve Jeffrey of VLCT, Karen Lane ofAldrich Library, David Jennings). Two resolutions expressed policy statement (capping state education tax rate and siting of renewable energy projects). One resolution approved the community development block grant (CDBG) application and threerecognized town staff or officials (volunteer appreciation, Pelkey Award winner (ClaireDuke) and Public Works Week).Three new policies were adopted. An increase in special events in Town promptedthe Selectboard to consider a written policy for when and how much the Town wouldcharge for Town services required by a special event. Discussion started in the spring of2014. The policy was adopted on September 30. The first 249 of municipal expenseis waived. Expenses in the range 250- 999 are waived for community service eventsand events sponsored for charitable purposes. Not-for-profit organizations would pay50% of the Town’s expenses, while for profit organizations would pay 100%. Fees forservices costing from 1,000 - 2,499 vary. Town service expenses costing 2,500 ormore will be billed out 100% to all events.On April 21,2015, because of the CDBG application a new Residential Anti-Displacement policy needed to be adopted. Finally, on June 23 the Selectboard adopted a- 10 -

Recycling Policy to move Town departments toward compliance with Vermont’s Universal Recycling Law (Act 148).Due to changes in federal and state election laws revisions were needed to TownCharter sections 3, 7 and 33. Questions about interpretation of Board of Abatement’sscope of authority prompted revisions to section 34. The state-wide election on November 4, 2014 seemed like an opportune time to get town voter decision on the proposedchanges. The ballot articles for all 4 sections were approved by voters. He was a skillful backhoe operator. Residents also may recall Jeff served a tour of duty in Iraq with the Vermont National Guard. The Selectboard adopted Resolution #8-14 on October 21 to honor Jeff.Tim Brick’s resignation to pursue other ambitions came about the same timeDwight Coffrin became available for employment. Dwight worked for the City ofBarre Cemetery Department for over 30 years, so he knows the cemetery business. Healso serves as recreation maintenance supervisor.Dave Jennings worked for Barre Town EMS as director for 19 years. During histenure Barre Town EMS became the premier EMS in central Vermont and fifth mostactive (number of calls) EMS agency in the state. His accomplishments and contributions were mentioned in Resolution #9-15 adopted by the Selectboard on June 23, 2015.On December 9, 2014 the Selectboard approved an one-year police labor contractfor July 1, 2014 – June 30, 2015. The one year term was negotiated to coincide with theimplementation of the VT Health Exchange. The contract provided a 2.5% pay increaseto full-time police employees.- 11 -

Chris Violette was re-appointed fire chief for the term of January 1, 2015 to December 31, 2017. The Selectboard’s action was taken December 22, 2014. On March10 the town manager was re-appointed town service officer. During the second halfof the report year collective bargaining began with all 4 unions representing townemployees.Public SafetyFrom the very first day of the report year to election day in November the proposed Central Vermont Public Safety Authority was discussed at Selectboard meetingsno less than eight (8) times (7/1, 7/15, 7/29, 8/26, 9/9, 9/16, 10/7 and 10/28). The’13 -‘14 Selectboard voted to withdraw from discussions of forming a regional publicsafety authority. In March, 2014 the cities of Montpelier and Barre voted to form theCentral Vermont Public Safety Authority. Barre Town and Berlin were given anotheropportunity to join. The Selectboard considered the offer. On August 26 it voted tocall for a Special Town Meeting in November. Public hearings were held on September16, October 7 and October 28. The article asking if Barre Town would join was voteddown by voters.On May 19 the Selectboard voted to approve the annual update to the Local Emergency Operations Plan.Finance and AdministrationBarre Town owns the lot on which the Wilson Recycling Depot operates. Sincethe C.V. Solid Waste Management District decided not to operate trash and recyclingdepots Barre Town has leased the premises to New England Quality Services (d/b/aEarth Waste and Metals). Earth Waste’s lease expired October 31, 2014. On August 12the Selectboard discussed leasing the lot again. The board’s question was whether theSolid Waste District would need the lot to help it comply with Act 148. The District didnot. On April 7, 2015 the board approved a new 2-year lease with Earth Waste retroactive to November 1, 2014.The school bus service agreement with the town school was approved on October14, 2014. The hourly rate for mechanics’ time was decreased compared to the yearbefore.Per past practice, at its first meeting in January, the Selectboard appointed PaulMalone and Scott Hutchins to the 2015 Budget Committee. Those two and the townclerk’s appointee (J.P. Isabelle) appointed Jaime Fewer and Chris Day to the committee.Acting on a recommendation from the Recreation Board Butternut Hollow Forestry (Jeff Smith) was hired as the town’s consulting forester (5/26/15). He was hiredbecause of the planned logging in the town forest. The Selectboard asked Mr. Smith tolook at other town properties and evaluate the value of logging these lots. He respondedlater and advised some were too small to bother with, some were not ready to be loggedand access to some would be very difficult.On June 9, 2015 the Selectboard voted to re-finance the municipal lease financingfor two fire department pumper trucks. The HME trucks were purchased in 2011 andfinanced with Municipal Leasing Credit Corp from Kansas at a 3.28% interest rate.Municipal Leasing Consultants of Grand Isle, VT arranged a re-financing with an inter- 12 -

est rate of 2.49% through U.S. Bancorp. Action on the various and many documentscame after July 1, 2015.Recognizing the need for a new sewer flusher, vacuum (commonly called vactor)truck the Selectboard voted to designate 50,000 of Sewer Fund cash balance for a newvactor (6/23/15). A new vactor was estimated to cost 375,000.On June 30 the Selectboard approved new (higher) cemetery lot and columbariumniche prices recommended by the Cemetery Commission.Public WorksMuch work was done on the status of old class 4 roads and legal trails. On July 1,2014 the Selectboard authorized Chase & Chase to layout the John Hood Road (T.H.83) in East Barre. On July 29 the board walked the old road. On August 12 the statusof John Hood Road and the eastern end of Curtis (T.H. 26) were discussed. On August26 the board walked three old roads (T.H.’s 33, 34 & 35). On September 9 many roadswere discussed. The board decided the eastern end of Curtis Road had been discontinued and no longer was an issue. A supposed road, that the Ancient Roads Committeecalled T.H. 500, near the Wells Lamson Quarry was determined to have been privateproperty not a town highway. T.H. 97 in Lower Websterville near Kelley Road wasdeemed of no value for transportation nor recreation. A plan for retaining part of JohnHood as a legal trail and discontinuing the northern end was made. A plan for T.H. 33,34 and 35 was also made.On February 24, 2015 a public hearing was held before the Selectboard took formal action regarding each old road. The Orders stemming from the February 24 hearing were approved on April 21, 2015. The Orders are recorded in the Highway Bookin the town clerk’s vault. That same night the Selectboard voted to disband the AncientRoads Committee.The developers agreement for the Windywood Housing subdivision was discussedon July 15 and approved on July 29. The agreement required posting financial securityfor all required, permitted public infrastructure (road, sewer, stormwater, water).At the August 26 meeting the town manager reported on meetings with Websterville Fire District #3 officials. The fire district would like the town to take it over. Theboard instructed staff to continue looking into it.The ’14 – ’15 Water Fund budget included 25,000 for engineering services needed for the Mill Street/VT Rt. 110 to East Cobble Hill Road water line construction. OnFebruary 24, 2015 the board approved a 22,775 contract with Phelps Engineering, theTown’s long-time consulting water engineer.At the request of the property owner, a short, private road off of Allen Street wasnamed Wallace Road (9/10/15). The name was requested in recognition of WallaceBooth.Before streetlights were retrofitted with LED fixtures the traffic safety advisorycommittee evaluated all town streetlights and made recommendations for changes, including removals. Requests for re-consideration were held until the retro-fit was com- 13 -

pleted by Green Mountain Power. Requests were sent to the traffic safety committee.Recommendations came back to the Selectboard which then voted over several meetings to have 9 lights re-installed.The Vermont Agency of Commerce and Community Development received a federal grant for the Vermont Economic Resiliency Initiative (VERI). Barre (Barre Townand Barre City) was one of four study areas. In Barre, the subject of the study was theGunner Brook watershed. The Agency made a presentation at the October 2 Selectboard meeting. The town was not asked to contribute money, just lend staff time forquestions and review reports.Later that month (10/28/14) the Friends of the Winooski River (FWR) asked for aletter of support for a grant application to the Ecosystem Restoration Program offeredby the Agency of Natural Resources. The subject of that project was the erosion at theend of Pouliot Avenue. The street is in Barre City but the eroded area crosses over thetown line. Financial match was not requested.David and Linda Freeman requested authority to use roughly 500’ of Class 4 Belding Road (north of the Class 3 section) as a driveway. The request was approved withconditions on December 22, 2014.The town was awarded a small ( 5,175) FEMA Hazard Mitigation Grant. TheSelectboard gave authority to sign the grant agreement (3/17/15). The grant was for anew propane powered emergency generator at the public works truck garage.Community DevelopmentNovus Barre Town is leasing 3.5 acres of the town’s land north of WebstervilleRoad and across from the Wells-Lamson Quarry. Novus is paying a 7,000 per yearlease payment for years 1 – 10 and 7,150 for years 11 – 20. Barre Town also is receiving a 10% reduction in it electricity cost. Novus began site work in October, 2014.The 500 kilowatt (Kw) solar project, using 1,980 panels was commercially operationalDecember 28, 2014.Barre Town, as the landowner and electricity off-taker, was party to agreementsbetween the project financiers and eventual owners.
