POTENTIAL HITSNEGATIVEWants to rip healthcare away from millionsTroy Balderson has made it exceedingly clear: if elected to Congress he will make it his mission to repealthe Affordable Care Act.1 Balderson doesn’t care that nearly 20 million people have gained insurancecoverage because of this legislation,2 or that 700,000 Ohioans would lose healthcare if Obamacare’sMedicaid expansion were repealed.3He only cares about doing what his corporate donors and party bosses in Washington D.C. tell him to.Ohio has had it with career politicians putting profit over people’s lives. The last thing we need is anideological Congressman that will ignore us and play politics instead of fixing the problems faced bypeople in our district.Bad for businesses he doesn’t ownFor years, Troy Balderson made his living working at his family’s automotive dealership Balderson MotorSales. That’s probably why he changed the system and rigged Ohio’s rules to favor auto dealers likehimself. In the state legislature Balderson co-sponsored a bill to require Tesla to sell cars throughexisting dealerships in the state rather than to sell the vehicles directly themselves.4Troy claims to be a free market conservative, but it’s clear that he is willing to rig the game and changethe rules to be in his favor. The legislation was so bad that Tesla’s Vice President of BusinessDevelopment even came out and said, "What the dealers are essentially trying to do . in Ohio is createa monopoly. I fundamentally believe that's an un-American, an un-free market concept."5Ohio cannot send another politician to Congress that will cheat the system and bend the rules to benefithis own pocketbook. Will ignore important problemsRemember when Mexico was supposed to pay for the wall? Troy Balderson sure doesn’t. That’s why hewants to use your hard-earned tax dollars to fund construction of the wall, spending our money toaddress Mexico’s problems. Instead of being wise with our tax dollars and focusing on fixing our roadsand bridges, Troy Balderson would prioritize spending taxpayer funds to pay for the wall.6We need a Congressman that will focus on addressing the important problems plaguing our district, notone that will waste important resources on an ineffective wall thousands of miles away.1“Ad alleging Balderson vote a lie, campaign says;” Jessica Wehrman, The Columbus Dispatch, 5/1/2018“Affordable Care Act revision would reduce insured numbers by 24 million, CBO projects,” Amy Goldstein, Elise Viebeck, Kelsey Snell and MikeDeBonis, Washington Post, 3/13/20173 “Who are the 700,000 Ohioans receiving health insurance under Medicaid expansion?” Cleveland.com, 2/28/20174“Bill battle brewing in Columbus could affect local Tesla store,” Andy Brownfield, Cincinnati Business Courier, 3/24/20145 “Bill battle brewing in Columbus could affect local Tesla store,” Andy Brownfield, Cincinnati Business Courier, 3/24/20146 “In Ohio Suburbs, Democrats Test the Waters for a Potential 'Blue Wave',” Thomas Kaplan, New York Times, 5/10/20182Page 4 of 36

Terrible for our childrenTroy Balderson has received thousands of dollars from the company that failed thousands of childrenacross Ohio – and so far, has refused to return a cent.7 Balderson took 10,000 in campaigncontributions from ECOT Founder Bill Lager during his state legislature campaigns.8That’s the same ECOT that caused the state to be overbilled 60 million for the 2015-2016 school year,9inflated attendance by 9,000 students,10 and eventually closed due to extensive scandal.11 ECOTconducted widespread fraud in Ohio for years while politicians failed to hold them accountable. And it’seasy to understand how they got away with it for so long: campaign money.12In addition to Troy Balderson, ECOT’s founder donated more than 2.1 million to the campaigns of Ohiopoliticians and political organizations over two decades:13 convincing politicians to abandon our childrenone dollar at a time. If Balderson can be bought by special interests in Ohio, why would we trust him tostay independent in Washington?Corporate selloutTroy Balderson is a corporate sellout that will put the needs of megadonors and special interest groupsabove those of the people in this district. Balderson has taken tens of thousands of dollars in campaigncontributions from the oil and gas industry14 while helping pass multiple bills that make it easier forpolluters to damage our environment.1516Balderson was fine with drilling in the Wayne National Forest,17 supported lifting the crude oil exportban,18 helped reduce coal industry regulations,19 and even voiced opposition to Governor Kasich’s planto responsibly tax fracking companies.20 If elected to Congress, Balderson will have no problem takinggigantic campaign contributions from corporate polluters and doing their bidding. His record in Ohioproves that he will put their interests before yours. We need an independent voice for the people of Ohio in Washington D.C., not another politician willingto sell us down the river to secure reelection.Religious fanaticTroy Balderson is a religious extremist who will force his beliefs on others. Balderson believes that allabortion should be illegal, and has written legislation that would ban abortions before some women7“Balderson won’t give back ECOT cash,” Darrel Rowland, The Columbus Dispatch, 5/20/2018“Balderson won’t give back ECOT cash,” Darrel Rowland, The Columbus Dispatch, 5/20/20189Columbus Dispatch, Many ECOT Students Miss 30 Days or More, October 30, 201610 “ECOT attendance inflated by 9,000 students, audit finds; 60 million in state funding in jeopardy,” Patrick O’Donnell, Cleveland.com,9/27/201611 “ECOT closure brings cheers - and howls that the state wouldn't budge,” Patrick O’Donnell, The Plain Dealer, 1/20/201812 “Campaign money at root of Ohio's ECOT charter oversight failures,” Editorial Board, The Plain Dealer, 1/26/201813 “Campaign money at root of Ohio's ECOT charter oversight failures,” Editorial Board, The Plain Dealer, 1/26/201814 “Fracking; Industry donations, ruling tied?;” Darrel Rowland and Jim Siegel, The Columbus Dispatch, 2/22/201515 “Troy Balderson talks about 2011 work,” Jessica Alaimo, Coshocton Tribune, 12/28/201116“Balderson aims to help energy, agriculture industries grow,” Brian Gadd, Zanesville Times-Recorder, 1/26/201317 “Strong support in southern Ohio for Wayne NF drilling,” Bob Downing, Akron Beacon Journal, 1/22/201618 “Balderson resolution urges Congress to lift ban on crude oil exports,” The Logan Daily News, 10/09/201519 “Troy Balderson talks about 2011 work,” Jessica Alaimo, Coshocton Tribune, 12/28/201120“Balderson aims to help energy, agriculture industries grow,” Brian Gadd, Zanesville Times-Recorder, 1/26/20138Page 5 of 36

even realize they are pregnant If elected, Balderson will work to take away a woman’s right to choose, and who knows how far he will go from there? We can’t trust him in Congress.BIOGRAPHYPage 6 of 36

ABORTION / LIFE ISSUESBalderson’s 2018 campaign website stated that, “As a Christian, Troy believes life begins at conceptionand is 100% pro-life.”47PARTIAL BIRTH BANSupported a 20-week abortion banIn December 2016, Balderson voted in favor of House Bill 493, otherwise known as the "Heartbeat" bill,as well as a separate senate bill that would ban abortions after 20-weeks. The ban was Kasich's 18threstriction on abortion rights since becoming governor of Ohio.48 The 20-week ban did not offer anexception to women who have been raped or are victims of incest, and said only women whose lives areat risk can have access to an abortion. The new restrictions will make it a fourth-degree felony forphysicians who perform an abortion after the now-illegal 20-week mark. Up to an 18-month prisonsentence awaits any physician convicted. The current law in the state prohibited abortions after 24weeks, but made exception for the incidents involving rape, incest, or to save the mother's life. Only 145of 2015’s 21,000 Ohio abortions occurred after 20 weeks.49PLANNED PARENTHOOD DEFUNDINGSupported legislation to defund Planned ParenthoodIn February 2016, Balderson supported legislation to defund Planned Parenthood in Ohio. Baldersonsaid, “In Ohio, life-affirming alternatives outnumber Planned Parenthood by a ratio of 21:1 including 200community health clinics, 124 health districts, and 55 free clinics. I am proud of our efforts to redirectfunds to these organizations which provide vital health services, taking new steps in combatting thecrisis of infant mortality in Ohio by designating additional funding and support to fight against thisepidemic.”50 A separate article noted that Balderson co-sponsored the legislation.51Balderson criticized DC Republicans for not defunding Planned om/issues/“Kasich Signs 20-Week Abortion Ban into law,” Tyler West, Circleville Herald, 12/14/201649 “Kasich Signs 20-Week Abortion Ban into law,” Tyler West, Circleville Herald, 12/14/201650 “House bill passes to defund Planned Parenthood,” Josh Givens, Logan Daily News, 2/13/201651“Pickaway rep votes to defund Planned Parenthood,” Jennifer Bahney, The Herald, 2/10/201648Page 27 of 36

Balderson said, “The Humane Society of the U.S. aims to promote vegan lifestyles by reducingthe consumption of animal products and encouraging replacing animal-based foods with plant-basedfoods. Unaffiliated with local nonprofit humane societies, HSUS is attempting to rule our farms byimposing stern mandates regarding livestock husbandry practices. As a vegan organization, HSUS'objective is to cripple livestock farmers, increase the cost of business and raze the family farms thathave provided Ohio with quality goods for generations. If HSUS is allowed access to the helm of Ohio'sagriculture by imposing unmanageable, inflexible mandates, our top industry will suffer irreparabledamage.”52A week after the publication of his letter, the Humane Society’s CEO replied by publishing an op-ed inthe Zanesville Times-Recorder.
